The past year has been a busy one for this office, as you will note, by the above number of inspections made. When, comparing the inspec- tions made in 1921, which was 720, as against 2512, in the year 1924, you, will see that the work in this dept. is rapidly increasing.
The placing of light and power wires in the civic zone, underground, has been completed and is now being connected, to the various buildings as rapidly as possible, and we hope by Fall of this year, to have all the light and power wires, in this area, that are now overhead taken down, and, all unnecessary poles removed. Which will make a vast improve- ment in the appearance of our streets. Also removing a serious hazard to the successful operation of our valued fire fighting force. In the per- formance of their duties of saving life and property. I think, the increase of inspections noted, in our report above proves the absolute necessity for providing this office with a small car, for inspection purposes.
I therefore recommend, for the coming year the following amounts for maintenance of this office.
Office expenses.

Small Car for Inspections.
$750.00

Superintendent of Fire Alarm .
To His Honor the Mayor and Municipal Council:
Gentlemen:
We herewith submit the report of the Superintendent of Fire Alarms; we have gone over this matter very carefully and we feel that he is justi- fied in asking for the different amounts for this branch of the Fire Dep't.
We would also recommend $150.00 for new wire so that we may have wire on hand for any emergency which might arise.

I herewith submit my annual report as Supt. of Fire Alarm for the year ending Dec. 31, 1924.
The Gamewell Fire Alarm System is in use and is in as good working order as existing conditions will permit and consists of the following one Steam Whistle located at Pumping Station, South Attleboro, Three Tower Bells and Strikers, one at Union St. Station, one at Peck St. Tower, one at No. 4 Station, So. Attleboro and one Tower Bell Striker on Metho- dist Church Bell in Hebronville. There are four indicators as follows, one in Central Station, So. Main St., one in Union St. Station, one in Hebronville Station and one in So. Attleboro Station.
Also there are 24 Tappers and Gongs located as follows one in Police Station, one in office of Supt. of Public Works, one in Water Works Barn, balance in residences of members of Dept. and factories where they are employed. We have 96 Street Fire Alarm Boxes owned by the City, three private boxes, one owned by the Interstate Street R. R. Co. one by the Watson Co. one by the Bay State Optical Co.
The Fire Alarm Headquarters is in the Union St. Fire Station and contains one six circuit switchboard, one six Circuit protector board, and one ten circuit Repeater, together with 340 cells of storage battery, and one K. W. Motor-Generator Set for charging same.
There is now in the system about 90 odd miles of wire the following improvements and additions have been made the past year, namely 3 of the 12 obsolete type boxes have been replaced with successive, positive, non-interfering type, and two new boxes added to the system, one of which is private located at the Factory of the Bay State Optical Co., to- gether with 3 combination Fire Drill and Auxiliary Boxes located one on each floor. The other box added is at the corner of Pleasant St. & Dor- chester Ave. Also one Excelsior Punch Register with Peerless Take-Up Reel located at Central Station, South Main St.

The weather the past year has been extraordinarily severe on our over- head lines, necessitating the spending of about $1600.00 extra in order to make the service somewhere near reliable but leaving considerable work to do the coming year owing to lack of funds to put same in first class condition.
The matter of New Switchboards is more urgent than ever the coming year as the life of the reliability of the present boards has passed, also when we take into consideration the fact that the area mentioned in the report of last year the valuation of which is something like one million and half dollars. I think you will agree with me that it leaves no argu- ment as to the necessity of same being replaced at once. I therefore repeat my recommendations of the past year for new Switchboards for the Fire Alarm system, also six Fire Alarm Boxes for replacements and additions. And extra labor to replace storm damage left over from this year and to place Fire Alarm Wires in the Underground area Under- ground. Also Reo truck will have to be painted this year.

CITY SOLICITOR
To the Honorable the Mayor and the Municipal Council of the City of Attle- boro:
I herewith submit my report as City Solicitor for the year 1924.

On January 2, 1924, the Supreme Judicial Court handed down a rescript in this case. This was a petition for a writ of certiorari to test the validity of a special assessment made upon the property of the petition- ers in connection with the purchase by the city of the stock and bonds of the Norton, Taunton, and Attleboro Street Railway. The Court decided in favor of the petitioners, ordering the writ to issue, in effect quashing the assessment, on the ground that the enabling act of the legislature, Special Acts of 1919, Chapter 208, authorized the assessment of a better- ment tax only in case the railway property was taken under the law of eminent domain, whereas it was obtained by bargain and sale.
