REMARKS.
In accordance with a. vote passed at the annual meeting held in March 1896, the assessors herewith present to the citizens of Saugus a valuation book containing a list of polls, real estate and amount of personal property assessed to each person, together with a table of aggregates, showing the amount of property taxed and total sum raised and expended. It will be seen by the re- port that a much larger sum had to be raised to meet the current expenses of 1896 than in the previous year by some $14,000. In order to meet this increased demand, and prevent a tax rate of $25 per $1000, it was thought best to increase the valuation of the areable or tillage land. This was done at a rate varying from 20 to 40 per cent, value of marsh and woodland remaining substantially the same as heretofore. By this means one hundred and fifty thousand dollars was secured. This sum, added to that realized from the increased value of house lots and new buildings, furnished taxable property sufficient to enable the assessors to place the rate of taxation at $22 per $1000. It is generally con- ceded that a high tax rate is detrimental to the best interest of the town. It not only retards building operations, but has a tenden- cy to prevent the investment of capital in real estate by non resi- dents. High valuation, as a rule, has no injurious effect, finan- cially, upon real estate holders, but a high tax rate is a burden, especially to the owners of small homesteads, who are the least able to bear them.
It is believed that the highest limit in our tax rate has been reached. It now lies within the power of the tax payers at the annual meeting in March next to so shape and conduct the finan- cial affairs of the town, that the rate of taxes for the year 1897 may be placed at $18 or less per $1000. Should an economi- cal policy be inaugurated and continued, lower rates will follow, confidence will be restored, and with the revival of business a large number of buildings will be erected, furnishing such increase in taxable property that a much lower tax rate in the future will be assured.
In listing the taxable property as herewith presented, the assessors have endeavored to be as accurate as the means at hand would permit. Should there be any errors as to quantity of land, boundaries, location or ownership, we trust the information may be given to the assessors that the errors may be corrected.
