FIRST CLASS .- Letters and all other written matter, whether sealed or unsealed, and all other matter, sealed, nailed, sewed, or fastened in any manner so that it cannot be easily examined, 2 cents for each ounce or fraction thereof.
SECOND CLASS .- Only for publishers and news agents, 1 cent per pound.
NEWSPAPERS and Periodicals (regular publieations.) can be mailed by the public at the rate of 1 cent for each four ounces or fraction thereof.
THIRD CLASS .- Printed matter, in unsealed wrappers only (all matter enclosed in notched envelopes must pay letter rates), 1 cent for each two ounces or fraction thereof, which must be fully prepaid.
