The entire supply of clty water to any premises is furnished by meter only and at meter rates; the necessary meters are installed by the water department at expense of the consumers for the inltlai cost of the meters and connections only.
The cost of ordinary care and repalr of all meters Is borne by the water works! the cost of unusual repairs (necessitated by freezing, hot water, etc.) due or attributable to any carelessness, or neglect on the part of the consumer, wlil be charged to the con- sumer or owner
METER RATES
(Subject to all rules and regulations)
For each 100 cubic feet (748 gallons) of water as registered or estimated for each Indepen- dent premises the rates shall be as follows : For the first 5,000 cubic feet or less per quar-
ter, at 20 cents per 100 cubic feet (about 27 cents per 1,000 gallons).
For all excess over the first 5,000 feet per quarter, at 8 cents per 100 cubic feet (about 11 cents per 1,000 galions).
Subject to the following minimum quarterly charges :
(a) Each tenement or apartment not less than $2.00 per quarter.
(b) Business blocks, manufacturers, and other industriai plants, elevators and motors, each blll for each Independent premises, not less than $2.50 per quarter.
Special for Elevator Uses-Where the total or aggregated quantity for operating one or more elevators on each independent premises amounts to 33,000 cubic feet or more in any one quarter, and is metered and bllied in- dependently of all other uses, the entire quantity will be computed at 8 cent sper 100 cubic feet; but no blli hereunder shali be rendered at less than $25.00 per quarter.
Business and industriai bulidings of more than one section, and adjoining or adjacent bulld- igs, under one Independent ownership as a piant (If not separated by a street or by any other bulidings or premises under an- other ownership) may be considered as one independent premises, and as such, subject to the computing and billing of the foregoing meter rates. In all other cases the supply through each service and meter shall be com- puted and charged as separate and indepen- dent bllis.
Each quarterly perlod will be computed and charged for independently of any other quar- teriy perlod and the rates therefore shall be paid accordingly.
When a meter from any cause falls to register the consumption of water, the quantity shail be estimated and the charge made based upon the registration by the meter when in order or upon the registration for corresponding prior quarter or period.
The Water Registar shall have the right to re- quire an advance deposit as security for the payment of water bills, when he shall con- sider it for the interest of the city to do so; such deposit not to exceed a year's minimum rate for the property to be suppiled or a reasonable estimate of the probabie annual amount of such bilis.
All bliis due the city on account of the Munlcl- pal water works shall be payable at the office of the City Collector, Room 137, Muni- cipal Buliding, Court and Pynchon streets within twenty days after the same are ren- dered and become due.
Inquiries and claims for correction should be made at the office of the Water Registrar, Room 319, Municipal Bullding.
Delinquent water bills are a ilen on real estate.

The number of volumes in the Library is 535,788 exclusive of unbound pamplets. Residents of Springfield are entitled to draw books, on ag- reeing to conform to the regulations; non- residents by paying $3.00 per year.
Card holders may take any reasonable number of books at one time, for periods of two, four, or six weeks. New works of fiction are restricted to one week.
