Liquids (not vinous, spiritnous, ardent or malt), oils (uot exceeding four ounces liquid measure), salves, ointments and articles easily liquefia- ble and uot liable to explode or ignite spontaneously or by shock or jar: also ink-powder, pepper and other powder not explosive or poisonous may be forwarded in the Domestic mails when put up in glass bottles or vials strong enough to stand the shock of handling in a metal, wooden or paper-mache block or tube, uot less than three sixteenths of an inch thick, impervious to liquids includ- ing oils, lined with a cushion of some absorbeut material, and fastened with a cover so adjusted as to make the block or tube water tight, or in tin or metal tubes, fastened with a lid, and placed securely in a woodeu block or tube open oniy at one end, of sanic thickness and strength as above. On all such packages the sender may write or print his name or address, preceded by the word "Form," and


Mexico-Matter addressed to Mex- ico is subject to same rules and con- ditions as if it were addressed for delivery in the United States, except that articles of merchandise not sent s bon file trade samples, are re- quired to be sent by parcel post. Sealed packages other thau letters in their nsual aud ordinary formn are not allowed to be dispatched to Mex- ico, even if postage is prepaid there-


Commercial papers for Cauada and Mexico 5 cents for first 10 oz. or less, and 1 cent each additional 2 oz or less. Limit of weight 4 Ibs. 6 oz. and must be unsealed.


Special Delivery-A Special Stamp of the face value of ten cents at- tached to any article of mailable matter, in addition to the lawful postage of such article. entitles it to immediate delivery within the car- rier delivery limit of any Free Deliv- ery Post Office, and within one mile of any other Post Office in the United States. The law permits the delivery by mail of letters bearing only the Special Delivery Stamp, but the or- dinary postage due will be collected of the addressee ou delivery. United States Special Delivery Stamps are entitled to Special Deliv- ery.


The hours withiu which Speclal Delivery shall be made in Free Delivery Post offices, are from 7 a. m. to 11 p. m. unless iu special cases otherwise ordered by the Postmaster- General. At other post offices the hours are at least from 7 a. m. to 7 p. m. aud to the arrival of the last mail, not later than 9 o'clock p. m.
