The records of the water department were examined and checked. The records of charges were added, the collections as recorded were proved with the payments to the treasurer, and the outstanding accounts were listed and proved.
Further verification of the outstanding accounts was made by mailing notices to a number of persons whose names appeared on the records as owing money to the town, and from the replies re- ceived it appears that the outstanding accounts, as listed, are correct.
The securities representing the investment of the Devise of Moses Wallis, in the custody of the elected agent, were examined and checked. The income was verified and the disbursements were proved.
In addition the departments mentioned, the books and ac- counts of the sealer of weights and measures and of the public welfare and the library departments were examined and checked, and the payments to the treasurer verified.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's cash, sum- maries of the tax and departmental accounts, together with tables showing the trust fund transactions.
For the cooperation rendered by the various town officials during the progress of the audit, I wish on behalf of my assistants and for myself, to express appreciation.

All expenditures with the exception of a general and complete overhauling of one pump by the Rumsey Pump Corp., and the purchase and repair of several meters were customary expendi- tures. Labor and new parts on the pump job cost $648.29 and meter expense for purchase of thirty-six new Empire meters was $476.22. Twenty of these meters have been installed. Eleven new houses have been connected to the water mains during the year 1936.

Report of the SCHOOL COMMITTEE
The School Committee submits the following report for the financial year ending December 31, 1936:
The appropriations for the School were $37,000.00 and the expenditures $36,999.57. We received from the State as reimburse- ment for teachers' salaries $8,015.44; for tuition, $320.60, and for Superintendent's salary $773.33, making a total of $9,109.37.
This reduces the net cost of the schools to $27,890.20.

Report of the Superintendent of Schools
To the School Committee and Citizens of Douglas:
I herewith submit my ninth annual school report of the Town of Douglas, the same being the thirty-sixth superintendent's report for the Uxbridge-Douglas Union.
Education to-day is more dynamic and less static than formerly. We are faced with newer and greater problems than ever before. What are to be the controlling forces in organized society is a ques- tion that must be decided. All of Europe is in turmoil, and struggling with this vital question, and, here in the United States, we are ex- periencing decided unrest concerning our social, political and economic principles.
