The books and accounts of the town treasurer were examined and checked. The recorded receipts were analyzed and compared with the ac- countant's ledger and with the records of the departments making payments to the treasurer, while the payments by the treasurer were checked with the selectmen's warrants authorizing the disbursement of town funds.


The payments of maturing debt and interest were verified by a com- parison with the amounts falling due and with the cancelled securities on file.


The savings bank books and securities representing the investments of the trust funds in the custody of the treasurer were examined and listed, the income and the withdrawals being verified.


The cash on hand on January 2, 1940, was verified and the bank balances were reconciled with statements furnished by the banks.


The tax title deeds on hand were listed and the amounts transferred to the tax title account were verified.


The books and accounts of the tax collector were examined and checked. The tax accounts recommitted to the collector were audited, and all sub- sequent commitment lists were added and reconciled with the warrants of the assessors committing the taxes for collection. The recorded collections were checked to the treasurer's and the accountant's books, the abatements were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the accountant's ledger accounts.


The outstanding accounts were verified by sending notices to a number of persons whose names appeared on the books as owing money to the town,

and from the replies received it appears that the accounts, as listed, are correct.


The records of licenses and permits issued by the selectmen and the town clerk were examined and checked, and the payments to the State and the town were verified.


The surety bonds on file for the various officials required by law to fur- nish them were examined and found to be in proper form.


The securities representing the investment of the Devise of Moses Wallis, in the custody of the elected agent, were examined and checked, the in- come was verified, and the disbursements were proved.


The recorded charges for the rental of municipal buildings were checked and verified, and the receipts as recorded were proved with the payments to the treasurer.


In addition to the departments mentioned, the books and accounts of the sealer of weights and measures, and of the public welfare, school, library, and water departments were examined and checked, and the payments to the treasurer were verified.


For the co-operation extended by the several town officials during the process of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.

During 1939, crimes against property decreased, as was expected. Crimes against the person, and crimes against chastity, morality and good order showed an increase.


The percentage of felonious crimes as compared to the total remains about the same as 1938. The number of residents arrested for all crimes (exclusive of minors) remains nearly the same in proportion to the whole. Among these, there are, of course, the usual perenials and repeaters for drunkenness and disturbance of the peace.


The number of complaints and arrests shows an increase. It is believed that increased patrol mileage would do much to reduce both. Patrol mileage for 1937 and 1938 was a third more than 1939, due of course to financial limitations.


The need for increased identification facilities has been apparent for some time. This phase has been reported to your Board and the Board of Finance in detail, in accordance with law, along with other phases of pro- cedure that I believe necessary to enhance the efficiency of the Department.

Douglas, as well as nearly all other communities, has co-operated with the Registrar of Motor Vehicles in an attempt to reduce the accident total. It was the second community in the Commonwealth to attempt enforce- ment of the 25 mile an hour law in thickly settled districts. Nearly all towns and cities in Massachusetts now have this.


Except in cases of flagrant violation, warning cards were issued in cases of first violation. Five hundred of such cards were issued. One hundred and forty-four other offenders were either summoned to court, or had their license to operate suspended, their plates revoked or both.


Desired results were obtained in the thickly settled districts. We are not however, satisfied with results in sparsely settled districts, where the ma- jority of the accidents occurred. Such of these accidents, with the exception of one fatal accident, involved but slight personal injury in all cases, and very little property damage, considering the nature of the accidents.


25% of all accidents occurred during the month of November and the first week of December. This situation was state wide, and attracted so much attention, that enforcement officials in every town in the state were called in by counties, to see if a reduction could be effected. This Depart- ment attended at Worcester.


The drive against speeders will be carried on more vigorously than ever during 1940, with more suspensions and summons than were prevalent in 1939. It is of course, well established that 85% of all accidents are caused by excessive speed. Attempts to cut this total must start, therefore, with the curbing of speeding, in all districts.


Again, through the medium of the report, I wish to thank the operators at the local exchange for their courtesy, and their willingness to co-operate at all times. Nothing has done more to enhance, not only our efficiency as a unit, but the protection of persons and property that law abiding citizens have a right to expect.
