REPORT OF SCHOOL BUILDING COMMITTEE


To the Citizens of the Town of Merrimac:


Since the last formal report of this committee we have proceeded . to complete the working drawings for the new school and to draw up the specifications necessary thereto, including specifications for furniture. At the writing of this report $4,000 has been received from the Federal Government (Federal Works Agency, Bureau of Community Facilities). The balance of the $8,000 advance is to be forthcoming on receipt of the bill for the completed plans .:


We were stimulated in our endeavors by the passage by the Massachusetts State Legislature of Chapter 645 of the Acts of 1948, whereby the Town of Merrimac would be eligible for a grant of 50% of the cost of a consolidated building. Later rulings on this act established the method of payment. As installments on a twenty- year bond issue become due, the state will reimburse the town to the extent of 1/20 of 50% of the cost. Thus a town which accepts the opportunities which Chapter 645 affords must make the whole cost available and will, in our case, receive twenty equal annual re- imbursements totalling one-half of the building cost.


The chairman of the building committee held a conference with the director of the School Building Assistance Commission created by Chapter 645. All phases of the proposed construction were care- fully considered and assurance of the approval necessary to qualify for the provisions of said Chapter 645 was given. It remains for the town to take action to make itself financially eligible to receive the assistance. In order that it may have the opportunity to do so, the building committee has placed Article 34 on the Warrant for the Annual Meeting.


The plans have also been approved by the Massachusetts Com- mission of Public Safety and the Bureau of Insurance Underwriters.


Since 1939, indeces show that general building costs have risen approximately 185 percent. The estimated cost of constructing our proposed school is about $500,000. If the town is to proceed towards obtaining the school it voted in November, 1946, an

affirmative vote on Article 34 of the Annual Warrant in March is necessary.

We the Playground Commissioners, submit the following report for the year 1948.

MERRIMAC TOWN REPORT


During the past year we held several meetings to take care of the various business of our committee. The playing surface of the base- ball diamond was surveyed by Engineer Clinton Goodwin and the excavation work done by Contractor Ralph Buzzell. The board feel that the playing field has been kept in good condition and has been enjoyed by both players and sport fans alike in the past year. This coming season we will endeavor to keep the field in a fine condition so that the town will be proud of their playground. Last year we also installed bleachers with money provided for at a special Town Meeting last fall. This money had been turned over by our Veterans and it was their wish that it be spent for this purpose for all towns- people to enjoy.


Several bleacher companies were considered and the board finally agreed that the bleachers be purchased from the Hussey Mfg. Co. because of their reputation in building bleachers of long durability at a cost which most organizations can afford.


We trust that the people of the town will be pleased with the work done on the Playground during 1948 and ask for your support during 1949.
