I submit herewith my report of an audit of the books and accounts of the town of Merrimac for the period from January 1, 1953 to March 2, 1954, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Merrimac for the period from January 1, 1953, the date of the previ- ous examination, to March 2, 1954, and submit the follow-

ing report thereon:


The financial transactions, as recorded on the books of the several departments receiving or disbursing money for the town or committing bills for collection, were ex- amined, checked, and verified by comparison with the records in the offices of the town accountant and the town treasurer.


The books and accounts of the town accountant were examined and checked. The cash receipts, as recorded, were checked with the departmental records and with the treasurer's books, while the payments were compared with the treasury warrants and the treasurer's records.


The ledgers were analyzed, the appropriation ac- counts were checked with the amounts voted by the town as shown on the town clerk's record of town meetings and the recorded transfers from the reserve fund were com- pared with the amounts authorized by the finance com- mittee, while other accounts were checked with the rec- ords of the various departments in which the transactions originated.


A trial balance was taken off, and a balance sheet showing the financial condition of the town on March 2, 1954 was prepared and is appended to this report.


The books and accounts of the town treasurer were examined and checked. The recorded receipts were anal- yzed and verified by comparison with the records in the several departments collecting money for the town, with other sources from which money was paid into the town treasury, and with the town accountant's books. The pay- ments, as entered, were checkd with the selectmen's war- rants authorizing the disbursement of town funds and with the records of the town accountant.


The cash book was footed, and the cash balance on March 2, 1954 was verified by reconciliation of the bank

balances with statements furnished by the banks of de- posit, by examination of the savings bank books, and by actual count of the cash in the office.


The reported payments on account of maturing debt and interest were compared with the amounts falling due and with the cancelled securities and coupons on file.


The transactions of the several trust and investment funds in the custody of the town treasurer were verified, and the savings bank books representing the investment of these funds were personally examined and listed.


The records of tax titles and tax possessions held by the town were examined and checked. The amounts added to the tax title account were compared with the treasurer's records. The reported redemptions and sales were checked with the receipts as recorded on the treas- urer's books, the foreclosures were verified, and the tax titles and tax possessions on hand were listed, proved, and checked with the records in the Registry of Deeds.


It is recommended that action be taken to foreclose the rights of redemption on tax titles held for over two years, as required by law.


The books and accounts of the tax collector were ex- amined and checked. The poll, personal property, real estate, and motor vehicle and trailer excise accounts out- standing according to the previous examination, as well as all subsequent commitments, were audited and proved with the assessors' warrants issued for their collection. The payments to the treasurer were verified, the recorded abatements were compared with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with ledger controlling accounts.


The collector's cash books were footed, and the cash balance on March 2, 1954, including the petty cash ad- vance, was verified by actual count of cash in the office

and by reconciliation of the bank balance with a state- ment furnished by the bank of deposit.


The books and accounts of the municipal light and water departments were examined and checked. The records of charges were analyzed, the recorded receipts were checked with the payments to the treasurer and with the accountant's books, the abatements and discounts were checked with the departmental records of abate- ments and discounts granted, and the outstanding accounts were listed and proved with the accountant's ledger.


Further verification of the outstanding tax and de- partmental accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts as listed are correct.


The records of departmental cash collections by the selectmen, the town clerk, and the sealer of weights and measures, as well as by the police, health, school, library, and cemetery departments, and by all other departments in which money was collected for the town, were exam- ined and checked. The payments to the State and the town treasurer were verified, and the cash on hand in the several departments was proved by actual count.


The surety bonds on file for the several town officials for the faithful performance of their duties were exam- ined and found to be in proper form.


Appended to this report, in addition to the balance sheet, are tables showing reconciliations of the treasurer's, tax collector's, and municipal light and water department collector's cash, summaries of the tax, tax title, and de- partmental accounts, as well as schedules showing the condition and transactions of the trust and investment funds.
