The fines collected and turned over to the Town Treasurer amounted to $199.04.


There were 290 new books added, of which 18 were Juvenile, 52 non-fiction. Our many friends donated 80 gift books, and your Trustees wish to thank them for their thoughtfulness. The State Library loaned us 12 books.


The Bookmobile continues to be a great help to the Library, bringing us 667 books with a circulation of 2,162. As a new law has been passed, we will have the services of this Bookmobile for another year.


The Library has been used much more this past year by students of the schools than ever before, with a wide range of subjects being studied. The Elementary school has the use of 2,027 books.


Your Trustees recommend the sum" of $2,000.00 be appropriated for the ensuing year 1961 ...

Many cases were suppressed without arrest, many complaints were withdrawn and restitution for damages was considered sufficient punishment in Juvenile cases, with parents agreeing to more careful supervision.


The success of any Police Department is governed, in no small measure, by its source of information. The secrets you may be keeping might be the cause of continued worry and fear for safety of your victimized neighbor or the Police Officers themselves. If you have any information on any case, we will assure you of confidential returns for the same. One little tip to a Police Chief in January resulted in the apprehension (within six hours) of a gang of six "KICK SEEKERS" whose guns and stones had terrorized several greater Haverhill communities, includ- ing your own, for a three month period. All the planning and night automobile checking as well as the strict secret guarding of victim's homes failed to produce the same results.

REPORT OF CIVIL DEFENSE AGENCY


To the Honorable Board of Selectmen and Citizens of the Town of Merrimac:


The following report of your Civil Defense Agency is submitted for the year 1960.


This was my second year as your Civil Defense Director and I would like to take this opportunity to show the Citizens of Merrimac just what was accomplished in these past two years.


During "Operation Alert" 1960 it was found that from the time the yellow alert was sounded it took the school busses just 30 minutes from the time they left the Bus Barn to pick up the children at the Elementary School and deliver them to their homes. This is very good time but as warning time is considered to be less than 30 minutes we must plan to take care of our children at the school. This will take the co-operative efforts of the School Faculty, School Board and the Director of Civil Defense. ..

It was also found during "Operation Alert" 1960 that our warning alarm system is inadequate and confusing. During the "take cover" alert one piece of fire equipment and several firemen reported thinking that the alarm was for a fire, if this had been a real "take cover" alert these men would not have survived.


I have noticed that a lot of new homes are being built in Merrimac and without cellars. This creates another serious problem. We do not have enough brick buildings to house one per cent (1% ) of the population in order to protect them from radiation and these new families will be without the minimum protection of a cellar.


In view of the above inadequacies, I make the follow- ing recommendations:


1. That the Board of Selectmen insert an article in the town warrant at the next town meeting to appropriate the sum of $1,500.00 for the purchase and installation (under matching funds) of a warning system as prescribed by the Federal Government. This alarm is to be different in sound then the Fire Alarm.


The three main functions of your Civil Defense Agency is to inform the people, planning and stock piling equipment for emergency use. These three functions I have tried to carry out.

In the two years that I have been director, you the voters of Merrimac have appropriated the sum of $3,300.00 out of this small sum I have operated the Civil Defense Agency and have obtained for the Town equipment valued at $88,223.08. This includes some of the following items:


1 Power Crane & Shovel, 1 Air Compressor, 4 Gen- erators, 2 pickup Trucks, 2 Trailer Tanks, 1 Truck Tractor, 1 Cement Mixer, 1 Water Purifier & Suction Pump, 1 Front End Loader and hundreds of small items.


This year I attended the United States Civil Defense Council Conference at the University of Connecticut and attended a five week course at Topsfield for Civil Defense Directors.


Several citizens have rested more comfortably due to the generosity of the Merrimac Women's Club who gave 3 new mattresses for the hospital beds that are part of your Civil Defense equipment. I would like to take this opportunity to thank the Merrimac Women's Club for their gift.
