At two o'clock in the afternoon of the above mentioned Seventh day of November, at the same place, there will be a meeting of the above described inhabitants to act upon the following articles, Namely :

Article 2. To see if the town will vote to appoint a com- . mittee to petition the Legislature for a special act enabling the further borrowing of money outside the debt limit, for the purpose of completing and constructing its sewers, or take any action in relation thereto,


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post-office in said town, also cause at- tested copies to be published in The Milford Daily News and Milford Daily Journal, newspapers published in said town, two Sabbaths at least before the time set for said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the clerk of said town, at the time of meeting aforesaid.

Pursuant to the within warrant I have notified the inhab- itants of the town of Milford herein described, to meet at the time and place and for the purpose within mentioned, by posting up attested copies of this wirrant at each of the pub- lic meeting houses and at the postoffice in said town, and I. have likewise caused attested copies of this warrant to be published in the Milford Daily News and Milford Daily Jour- nal, newspapers printed in said town, two Sabbaths before the time set for said meeting.

TOWN MEETING, NOVEMBER 7, 1916.


COMMONWEALTH OF MASSACHUSETTS.


Worcester, ss:


Milford, November 7, 1916.


In pursuance of the foregoing warrant the inhabitants of the town of Milford, qualified by law to vote in elections and in town affairs, met in Dewey Hall in said town on Tuesday, the seventh day of November, A. D, 1916, punctually at 5.45 o'clock in the forenoon, and were called to order by the town clerk who read the warrant and the officer's return thereon.


In accordance with the provisions of Chapter 835, Acts of 1913, and acts in amendment thereto, sealed pickages said to contain 3100 official ballots, specimen ballots, cards of in- struction and penalty cards were delivered to Thomas J. Nu- gent, presiding election officer.


The seal was then publicly broken, the package opened

and the ballots delivered to the ballot clerks and their receipt given to the town clerk, one card. of instructions and one pen- alty card were posted in each marking compartment, and five specimen ballots, five cards of instructions and five penalty cards were posted in the hall outside the rail.


The ballot box required by law to be used in elections was then publicly opened and found to be empty, the register of the box was set at 0000, the box locked and the keys deliv- ered to Jeremiah T. Murphy, constable in attendance at said meeting.


Harold K. Bullard and Dominick J. Lang, appointed by the selectmen to check voting list at the polls, and Gilbert C. Eastman and John E. Burke, ballot clerks, and William G. Pond and Michael G. Lynch, deputy ballot clerks, also ap- pointed by the selectmen, were sworn to a faithful perform- ance of their duties by the town clerk.


The polls were opened at 5.50 o'clock, A. M.


Voted : To close the polls at eight o'clock P. M.


Due notice having been given the polls at eight o'clock P. M. were declared closed.

Wallace, Ernest L. Schultz, Edward B. Quinn, George W. Smith, James J. Clan- cey, Walter B. MacFarland, John F. Cuddihy, Archibald Boyd, Michael J. Collins, Thomas H. Coyne, James F. Baxter, Irving C. Hill, Martin C. Higgins, George L. Maynard, Joseph D. Lang, J. Warren Richardson, Michael J. Curley, James Luchini, Alfred B. Caruso, James Darmody, Louis A. Marino, appointed tellers by the selectmen, were sworn to a faithful performance of their duties by the town clerk.


At two o'clock in the afternoon of the above-mentioned seventh day of November, at the same place, the above des- cribed inhabitants acted upon the articles named in the war- rant, as follows :

The meeting was called to order by the town clerk who read the warrant and the officer's return thereon.


Under Article 1, the meeting made choice of John C. Lynch as moderator, the vote being unanimous.


Article 2. Voted : That the chairman of the selectmen and the chairman of the sewer commissioners be a committee to petition the legislature for permission to issue bonds in an amount not to exceed Twenty-five Thousand Dollars, ($25,- 000.00) for the purpose of extending and maintaining the sewer system of Milford. Yes 9. No l.


Voted : To pass over the remainder of the article.


The moderator appointed the following citizens as mem- bers of the Finance Commission for a term of three years be- ginning January 1, 1917.


Franklin P. Lee, Lucius E. Heath, William D. Leahy, John J. Quinlan, Clifford A. Cook.


The meeting for town business was then dissolved.


During the voting the ballot box was opened, by the unanimous consent of the selectmen and town clerk, seven times for the purpose of taking out, and sorting and counting the ballots, first at 7.30 o'clock A M., when the box registered 251, then at 9.11 A. M. when the box registered 500, then at 11.28 A. M., when it registered 800, then at 1.25 P. M., when it registered 1113, then at 3.35 P. M., when it registered 1368, then. at 6.15 P. M., when it registered 1550, then at 6.45 P. M., when it registered 1800, and at the close of the polls, 8 o'clock P. M., when it registered 2223.


The ballot box count agreed with the number of names checked at the polls and at the tables of the ballot clerks.


The names of those on the list of voters which were checked and audibly counted were found to be as follows : List at the polls, 2223, list at the tables 2223.


The tellers having canvassed the votes given in and found the total number of ballots cast to be 2223, the same having been sorted and counted, declaration thereof was made in open meeting and recorded as follows.

In compliance with Sections 322-325, inclusive, of Chap- ter 835, Acts of 1913, and Acts in amendment thereto, we, the town clerks of the towns of Grafton, Milford, Shrewsbury, Southborough, Upton and Westborough, which towns com- prise the Ninth Worcester Representative District, this day met at the office of the town clerk in said Grafton, and can- vassed the return of votes in said towns for two representa- tives in the General Court, to be holden in Boston on the first Wednesday in January next. Said votes were returned to us- as by law required, and were given in at a legal meeting held in each of said towns for that purpose, on the seventh day of November, A. D. 1916, and was shown by the following tabu- lar statement :-

WARRANT FOR SPECIAL TOWN MEETING, DECEM- BER 11, 1916.


COMMONWEALTH OF MASSACHUSETTS.

To either Constable of the town of Milford, in said County,


Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet in Dewey hall, in said town, on Monday, the eleventh day of December, A D., 1916, punctually at eight o'clock in the evening, to act upon the following articles, namely :-


Article 1. To choose a moderator to preside at said meeting.


Article 2. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money, on and after January 1, 1917, in anticipation of the revenue of the financial year beginning January 1, 1917.


Article 3. To see if the town will vote to instruct its selectmen and board of overseers of the poor, acting jointly, to appoint a competent person, at such compensation as may be agreed upon, to make a thorough examination of all cases requesting or receiving aid, to have charge of the active ad- ministration of the poor department, soldier's relief, state and military aid and the Phipps poor fund, subject to the general direction of said joint committee, pass any vote or take any action relative thereto.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the postoffice in said town; also cause at- tested copies to be published in The Milford Daily News and Milford Daily Journal, newspapers published in said town, two Sabbaths at least before the time set for said meeting.
