TOWN WARRANT.
WARRANT FOR THE ANNUAL TOWN MEETING, MARCH 5, 1923.
COMMONWEALTH OF MASSACHUSETTS.
Worcester, ss.
To either constable in the town of Milford, in said County, Greeting :
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in elections and in town af- fairs, to meet at the Town Hall, in said Town, on Monday, the fifth day of March, A. D. 1923, punctually at 5.45 o'clock in the forenoon, to act upon the following articles, namely: -
(The polls may be closed at four o'clock in the afternoon on said day of meeting )
Article 1. To choose a moderator to preside at said meeting.
Article 2. To choose all necessary town officers, a town clerk, town treasurer, tax collector, auditor, three selectmen, highway surveyor, (for one year), one assessor, (three years), two members of the school committee, (three years), one over- seer of the poor, (three years), one member of the board of health, (three years), one sewer commissioner, (three years), two trustees of town library, (three years), two trustees of Vernon Grove Cemetery, (three years), one park commissioner, (three years), tree warden (one year,) and five constables. (one year), to be voted for on ballots prepared and furnished in accord- ance with the provisions of Chapter 54, of the General Laws of Massachusetts, and acts in amendment thereof and addition thereto.
Also upon said ballots the voters shall give in their votes " Yes" or "No" in answer to the following question :
"Shall the town petition for the installation of an ac- counting system by the Commonwealth?"
"Shall licenses be granted for the sale of certain non-in- toxicating beverages in this town ?"

Article 3. To hear and act upon the report of the select- men, town clerk, town treasurer, tax collector, auditor, asses- sors, overseers of the poor, sewer commissioners. school com- mittee, trustees of town library, trustees of Vernon Grove Cemetery, park commissioners, highway surveyor, chief of police, engineers of the fire department, town solicitor, inspec- tor of wires, inspector of animals, inspector of plumbing, sealer of weights and measures, and any other officers or committees of said town.
Article 4. To raise and appropriate such sum or sums of money as may be necessary to defray town expenses for the financial year ending December 31, 1923.
Article 5. To determine when all taxes for the year 1923 shall become due and payable, the time from which interest on unpaid taxes of said year shall be charged, and the compen- sation of the collector of taxes for the year ensuing.
Article 6. To see if the town will vote to raise and ap- propriate the sum of Four Hundred Dollars ($400.00) towards defraying the expenses of Memorial Day.
Article 7. To see if the town will vote to authorize the selectmen to take charge of all legal proceedings for or against the town.
Article 8. To see if the town will vote te authorize the treasurer, with the approval of the selectmen, to borrow money on and after January 1, 1924, in anticipation of the revenue of the financial year beginning January 1, 1924.
Article 9. To see if the town will vote to accept Sec- tions 32-47 inclusive of Chapter 147 of the General Laws of Massachusetts, relative to licensed boxing matches.
Article 10. To see if the town will vote to authorize the selectmen to renew the town's contract with the Miiford Elec- tric Light & Power Company for street lighting, or take any action in relation thereto.
Article 11. To see if the town will vote to establish or- ders and by-laws as provided for in the General Laws or take any action in relation thereto.
Article 12. To see if the town will vote to establish a by-

law or by-laws, to provide for the limitation of particular classes of buildings to specified districts or zones, as provided for in General Laws, Chapter 40, Section 25, and amendments thereto, or take any action in relation thereto.
Article 13. To see if the town will vote to authorize the selectmen to contract and agree for and in behalf of the town of Milford, to contribute a portion of the money, labor or ma- terials toward the cost of laying out and constructing a certain part of Cedar Street, within the town of Milford, and for this purpose see if the town will vote to raise and appropriate the sum of Twelve Thousand Dollars ($12,000 00) or will author- ize the town treasurer to issue bonds or notes to an amount not exceeding Twelve Thousand Dollars ($12,: 00 00) at a rate of interest not exceeding five per cent per annum, payable semi- annually, or take any action in relation thereto.
Article 14. To take action upon the election of a plan- ning board and consider by-laws relative to the duties of said board. ,
Article 15. To see if the town will vote to raise and ap- propriate the sum of Two Hundred Dollars ( $200.00) to pay to the Trustees for County Aid to Agriculture, "Worcester County Farm Bureau", in accordance with the provisions of, and for the purposes of Chapter 128, General Laws of Massa- chusetts, or pass any vote or votes in relation thereto.
Article 16. To see if the town will vote to choose a direc- tor, in accordance with the provisions of Chapter 125, General Laws of Massachusetts, to serve one year, or pass any vote or votes in relation thereto.
Article 17. To see if the town will vote to provide and maintain for Co. C, 181 Reg Inf. N. G, suitable grounds for parade, drill and small arms practice, as required under pro- visions of Section 42, Chapter 33. General Laws of Massachu- setts, raise and appropriate monty therefor or take any action in relation thereto.
Article 18. To see if the town will vote to raise and ap- propriate a sum of money for the purpose of cleaning out the

brook in the rear of the Oliver Street School, or take any ac- tion in relation thereto.
Article 19. To see if the town will vote to raise and ap- propriate the sum of One Thousand Dollars ($1000.00) for the purpose of constructing a suitable sidewalk and drain in front of the Stacy School, Spruce Street, or take any action in rela- tion thereto.
Article 20. To act on a resolution requesting legislation, (1) to fix the maximum price at which coal may be sold in any congressional district, or part thereof, (2) to provide for prior sales and shipments to consumers and to retailers of coal.
Article 21. To see if the town will authorize the select- men to appoint a committee of citizens to investigate and re- port at the next annual town meeting on the possibility of es- tablishing a town forest, and to appropriate money for the use of the committee for this purpose, or take any action in rela- ion thereto. 1
Article 22. To see if the town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500.00) for the purpose of putting Madden Avenne in a safe and passable condition, or take any action in relation thereto.
Article 23. To see if the town will vote to raise and ap- propriate the sum of Thirty-five Hundred Dollars (83,500 00) for the purpose of repairing Glines Avenue, and setting curb- ing on sidewalk, or take any action in relation thereto.
Article 24. To see if the town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500.00), to repair West Brook Street, or take any action in relation thereto.
Article 25. To see if the town will vote to raise and ap- propriate the sum of One Thousand Dollars ($1,000.00), for the purpose of repairing Whitney Street, or take any action in relation thereto.
Article 26. To see if the town will vote to raise and ap- propriate the sum of One Thousnad Dollars ($1,000.00) for the

purpose of repairing Court Street, or take any action in rela- tion thereto.
Article 27. To see if the town will vote to raise and ap- propriate the sum of Six Hundred Dollars ($600.00) for repair- ing Lincoln street from corner of Sumner Street through to Pearl Street, or take any action in relation thereto.
Article 28. To see if the town will vote to raise and ap- propriate the sum of Eight Hundred Dollars ($800 00) for the purpose of leasing and providing suitable headquarters for the J. W. Powers Post American Legion, under the provisions of Section 9, Chapter 40, General Lows of Massachusetts, or take any action in relation thereto.
Article 29. To see if the town will vote to raise and ap- propriate a sum not exceeding Twelve Thousand Dollars ($12,000.00), for the purpose of purchasing a motor driven triple combination fire engine, or take any action in relation thereto.
Article 30. To see if the town will vote to raise and ap- propriate a sum not exceeding Seven Thousand Dollars ($7,000.00) for the purpose of the maintenance and operation of sewers in the Town of Milford, or take any action in rela- tion thereto.
Article 31. To see if the town will vote to raise and appro- priate an additional sum not exceeding Seven Thousand Dol- lars ($7,000.00), for the purpose of further constructing its system of sewerage with particular reference to the enlarge. ment of the sewage disposal works, or take any action in rela- tion thereto.
Article 32. To see if the town will vote to appoint a committee to take such action as may be necessary to abolish the Sewer Board, or take any action in relation thereto.
Article 33. To see if the town will vote to raise and ap- propriate the sum of Four Thousand Dollars ($4,000.00) for the purpose of purchasing two tractors for use by the high- way department, or take any action in relation thereto.
Article 34. To see if the town will vote to raise and ap- propriate the sum of Three Hundred and Sixty Dollars

($360.00) to pay land damages on Medway Street, caused by the rebuilding of said street.
Article 35. To see if the town will vote to raise ard ap- propriate the sum of Twenty five Hundred Dollars ($2,500.00) for the purpose of purchasing the land and building situated at the corner of East Main and Medway Streets, owned by Thomas F. Rogers, said land being necessary to complete the rebuilding of Medway Street, or take any action in relation thereto.
Article 36. To see if the town will vote to accept and al- low the report of the Selectinen on the laying out of Ravenna Street, and raise and appropriate the sum of Two Hundred and Sixty-five Dollars ($265 00) for said street.
Article 37. To see if the town will vote to raise and ap- propriate the sum of Five Thousand Dollars ($5,000.00) for the purpose of constructing additional drainage and repairing Water Street from South High Street to Prospect Street, or take any action in relation thereto.
Article 38. To see if the town will vote to raise and ap- propriate the sum of Five Hundred Dollars ($500.00) for the purpose of constructing additional drainage on the north side of Water Street, from South High Street to Lee Street, or take any action in relation thereto.
Article 39. To see if the town will vote to raise and ap- propriate the sum of Eight Hundred Dollars ($800.00) for the purpose of extending its system of sewerage on Prospect Street, or take any action in relation thereto.
Article 40. To see if the town will vote to raise and ap- propriate the sum of Twelve Hundred Dollars ($1,200.00) for the purpose of extending its system of sewerage on Hay ward Street, from the corner of East Walnut Street about 500 feet in a southerly direction, or take any action in relation thereto.
Article 41. To see if the town will vote to raise and ap- propriate the sum of Eight Hundred Dollars ($800.00) for the purpose of extending its system of sewerage through Lee Street, from West Street to Lawrence Street, or take any ac- tion in relation thereto.

Article 42. To see if the town will vote to raise and ap- propriate the sum of Fifteen Hundred Dollars ($1,500.00) for the purpose of repairing Mount Pleasant Street, and building sidewalk on said street, or take any action in relation thereto.
Article 43. To see if the town will vote to authorize the Selectmen to appoint a town accountant under the provisions of General Laws, Chapter 41, Section 55, determine his salary - and raise and appropriate money therefor.
Article 44. To see if the town will vote to raise and ap- propriate the sum of Twenty-five Hundred Dollars ($2,500.00) for the maintenance of a dental clinic, the said clinic to be open to all children in said town under fourteen years of age, the same to be expended under the supervision of the school committee, or take any action in relation thereto.
And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the Public Meet- ing Houses and at the Post-Office in said town, also cause at- tested copies to be published in the Milford Daily News, and Milford Gazette, newspapers published in said town, Two Sab- baths at least before the time set for said meeting.
Hereof Fail Not, and make due return of this warrant with your doings thereon, to the clerk of said town, at the time of meeting aforesaid.
