WARRANT FOR THE ANNUAL TOWN MEETING, MARCH 2, 1925.
COMMONWEALTH OF MASSACHUSETTS.
Worcester, ss.
To either Constable in the Town of Milford, in said County, Greeting :
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in elections and in town affairs, to meet at the Town Hall, in said Town, on Monday, the second day of March, A. D. 1925, punctually at 5:45 o'clock in the forenoon, to act upon the following articles, namely :
(The polls may be closed at four o'clock in the after- noon on said day of meeting.)
Article 1. To choose a moderator to preside at said meeting.
Article 2. To choose all necessary town officers, a town clerk, town treasurer, tax collector, auditor, three selectmen, highway surveyor (for one year), one asses- sor (three years), two members of the school committee (three years), one overseer of the poor (three years), one member of the board of health (three years), one sewer commissioner (three years), two trustees of town library (three years), one trustee of town library (one year, to fill vacancy), two trustees of Vernon Grove Ceme- tery (three years), one park commissioner (three years), one member of the planning board (three years), one tree warden (one year), and five constables (one year) ; to be voted for on ballots prepared and furnished in accordance with the provisions of Chapter 54, of the General Laws of Massachusetts, and acts in amendment thereof, and addi- tion thereto.
Article 3. To hear and act upon the reports of the selectmen, town clerk, town treasurer, tax collector, audi-

tor, assessors, overseers of the poor, sewer commission- ers, school committee, trustees of town library, trustees of Vernon Grove Cemetery, park commissioners, highway surveyor, chief of police, engineers of the fire department, town solicitor, inspector of wires, inspector of plumbing, inspector of animals, sealer of weights and measures, and any other officers or committees of said town.
Article 4. To raise and appropriate such sum or sums of money as may be necessary to defray town ex- penses for the financial year ending December 31, 1925.
Article 5. To determine when all taxes for the yer 1925, shall become due and payable, the time from which interest on unpaid taxes of said year shall be charged and the compensation of the collector of taxes for the year ensuing.
Article 6. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400.00) towards defraying the expenses of Memorial Day.
Article 7. To see if the Town will vote to authorize the selectmen to take charge of all legal proceedings for or against the town.
Article 8. To see if the Town will vote to authorize the treasurer, with the approval of the selectmen, to bor- row money on and after January 1, 1926, in anticipation of the revenue of the financial year beginning January 1, 1926.
Article 9. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100.00) to be paid to the Trustees for County Aid to Agriculture in accordance with the provisions of, and for the purposes of Chapter 128, General Laws of Massachusetts, or for the support of demonstration work in agriculture, home economics, or Boys' and Girls' Club Work; under the direction of the agent or instructors, or the trustees, co- operating with the local town director, or pass any vote or votes in relation thereto.
Article 10. To see if the Town will vote to choose a director in accordance with the provisions of Chapter 128,

General Laws of Massachusetts ; or pass any vote or votes in relation thereto.
Article 11. To see if the Town will vote to authorize the treasurer to transfer the unexpended balances of the following accounts into the surplus revenue account, or take any action in relation thereto.

Article 12. To see if the Town will vote to authorize the treasurer to transfer the unexpended balance, viz., $2.90 of the 1923 Cedar Street construction account, to the 1924 Cedar Street construction account, or take any action in relation thereto.
Article 13. To see if the Town will vote to accept the provisions of Section 48 of Chapter 31 of the General Laws of Massachusetts, vote to restrict the application of the provisions of said Chapter and the amendments there- to to the police force, pass any vote or take any action in relation thereto.
Article 14. To see if the Town will vote to accept the provisions of Section 49 of Chapter 31 of the General Laws of Massachusetts which extends the provisions of

the Civil Service to the chief of police, or take any action in relation thereto.
Article 15. To see if the Town will vote to increase the pay of the call members of the Milford Fire Depart- ment from One Hundred Dollars ($100.00) per man per year to Two Hundred Dollars ($200.00) per man per year, and the pay of the engineers of the said department from One Hundred and Fifty Dollars ($150.00) per man per year, to Three Hundred Dollars ($300.00) per man per year, said increases to be effective May 1, 1925, and raise and appropriate the sum of Twenty-nine Hundred and Seventy-five Dollars ($2,975.00) additional to the amount recommended by the Finance Committee for pay of members of the Fire Department, or take any action in relation thereto.
Article 16. To see if the Town will vote to increase the salary of the treasurer from One Thousand Dollars ($1,000.00) per year to Fifteen Hundred Dollars ($1,500.00) per year, or take any action in relation thereto.
Article 17. To see if the Town will vote to raise and appropriate a sum not exceeding Seventy-six Hundred Dollars ($7,600.00) for the purpose of the maintenance and operation of sewers in the Town of Milford, or take any action in relation thereto.
Article 18. To see if the Town will vote to raise and appropriate an additional sum not exceeding Thirty-five Hundred Dollars ($3,500.00) for the purpose of further constructing its system of sewerage with particular refer- ence to the completion of the sewage disposal works, or take any action in relation thereto.
Article 19. To see if the Town will vote to raise and appropriate the sum of Eight Hundred and Nine Dollars and Thirty-seven Cents ($809.37) to pay unpaid bills of the Sewer Commission in the year 1924, or take any action in relation thereto.
Article 20. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00)

for the purpose of making repairs to the lower end of Whitney Street, or take any action in relation thereto.
Article 21. To see if the Town will vote to raise and appropriate money for the purpose of repairing Short Street and rebuilding sidewalk on the easterly side of said street, or take any action in relation thereto.
Article 22. To see if the Town will vote to raise and appropriate the sum of Twelve Hundred Dollars ($1,200.00) for the purpose of repairing Cherry Street and building sidewalks on said street, or take any action in relation thereto.
Article 23. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) for the purpose of repairing Beach Street Extension, and the sidewalks on said street, or take any action in relation thereto.
Article 24. To see if the Town will vote to raise and appropriate the sum of Twenty-five Hundred Dollars ($2,500.00) for the purpose of building a tar sidewalk on the easterly side of Cedar Street, from the corner of East Main Street, to Saint Mary's new cemetery, or take any action in relation thereto.
Article 25. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) for the purpose of repairing Madden Avenue, or take any action in relation thereto.
Article 26. To see if the Town will vote to place a fire alarm box at or near the corner of Franklin and Claflin Streets, appropriate necessary money therefor, or take any action in relation thereto.
Article 27. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) for the further extension of the sewer on North Street, or take any action in relation thereto.
Article 28. To see if the Town will vote to locate a fire alarm box at the corner of Central and East Streets, appropriate necessary money therefor, or take any action in relation thereto.

Article 29. To see if the Town will vote to raise and appropriate the sum of Fifty Dollars ($50.00) for the purpose of locating a hydrant on the upper end of Emmons Street, or take any action in relation thereto.
Article 30. To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000.00) for the purpose of constructing a sewer on Glines Avenue, and vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) to pay land dam- ages in connection with the construction of said sewer, or take any action in relation thereto.
Article 31. To see if the Town will vote to raise and appropriate the sum of One Hundred and Twenty-six Dollars ($126.00) for the location of seven additional street lights on Beaver Street, from the corner of Central and Beaver Streets to a point opposite the residence of Michael O'Brien, or take any action in relation thereto.
Article 22. To see if the Town will vote to raise and appropriate the sum of Fifty-four Dollars ($54.00) for the purpose of locating three street lights on Ferguson Street, or take any action in relation thereto.
Article 33. To see if the Town will vote to appoint a committee to take such action as may be necessary to abolish the Sewer Commission and consolidate the Sewer and Highway Departments under one authority, or take any action in relation thereto.
Article 34. To see if the Town will vote to raise and appropriate the sum of Two Hundred and Fifty Dollars ($250.00) for the purpose of reimbursing the Town of Hopkinton for money expended in 1924, towards the cost of operation of Hopkinton Division of the M. & U. Street Railway, or take any action in relation thereto.
Article 35. To see if the Town will vote to appoint a committee to investigate the matter of installing sprink- lers in public buildings, or take any action in relation thercto.
Article 36. To see if the Town will authorize the selectmen to provide parking space for automobiles on.

the town property either or both sides of Town Hall build- ing, raise and appropriate money therefor, or take any action in relation thereto.
Article 37. To see if the Town will vote to authorize the School Committee to petition the Legislature for authority to raise, outside the statutory debt limit, a sum of money not to exceed Three Hundred Thousand Dollars ($300,000.00) for the purpose of making alterations and additions to the Milford High School, or take any action. in relation thereto.
Article 38. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400.00) for the purpose of extending its system of sewerage on Dominick Street, or take any action in relation thereto.
Article 39. To see if the Town will vote to raise and appropriate the sum of Fifteen Hundred Dollars ($1,500.00) for the purpose of constructing a sewer on Plain Street, beginning at the corner of East Main and Plain Streets, or take any action in relation thereto.
Article 40. To see if the Town will vote to authorize the selectmen to appoint-a committee to report at the next Town meeting, on whether the Town should establish a town forest, or take any action in relation thereto.
Article 41. To see if the Town will vote to raise and appropriate the sum of Six Hundred Seventy-five Dollars ($675.00), for the purpose of constructing a sewer on Quinlan Street, or take any action in relation thereto.
Article 42. To see if the Town will vote to locate eight electric lights on West Fountain and Highland Streets, from the property of Percy Abell on West Foun- tain Street, to property of William Bandy at the corner of said streets, thence on Highland Street to property of Daniel Glennon, raise and appropriate the sum of One Hundred and Twenty-eight Dollars for said purpose, or take any action in relation thereto.
And you are hereby directed to serve This Warrant by posting up attested copies thereof at each of the Public Meeting Houses and at the Post Office in said Town : also

cause attested copies to be published in The Milford Daily News and Milford Gazette, newspapers published in said Town, Two Sabbaths at least before the time set for said meeting.

Pursuant to the within warrant I have notified the inhabitants of the Town of Milford herein described, to meet at the time and place and for the purposes within mentioned, by posting up attested copies of this warrant at each of the Public Meeting Houses and at the Post Office in said Town; and I have likewise caused attested copies of this warrant to be published in the Milford Daily News and Milford Gazette, newspapers printed in said Town, two Sabbaths before the time set for said meeting.

ANNUAL TOWN MEETING MARCH 2, 1925. COMMONWEALTH OF MASSACHUSETTS.
Worcester, ss.
Milford, March 2, 1925.
At a legal meeting of the inhabitants of the town of Milford, qualified by law to vote in elections and in town affairs, holden this second day of March, 1925, at 5:45 o'clock in the forenoon, the said inhabitants proceeded as follows :
The meeting was called to order by the town clerk, who read the warrant and the officer's return thereon.
Under Article 1. The meeting made choice of John T. McLoughlin as moderator, the voting lists being used.
One ballot was cast, which was for John T. McLoughlin.
The moderator was sworn to a faithful performance of his duties by the town clerk.
The ballot box used in elections was examined and shown to be empty.
The register on the box was set at 0000, the box locked and the keys delivered to John J. Moloney, con- stable in attendance at said meeting.
Packages said to contain 6050 official ballots, speci- men ballots and cards of instructions and penalty cards were delivered by the town clerk to the moderator.
The ballots were then placed in the possession of the ballot clerks.
All legal requirements having been complied with, the polls were declared open at 5:55 A. M.
Harold K. Bullard and James J. Connors, tellers appointed by the selectmen to check the voting lists at the polls, Charles W. Gould and George V. Larkin, ballot clerks, and William E. Gallagher and Benjamin J. Clancy, deputy ballot clerks, were sworn to a faithful perform- ance of their duties by the town clerk.
Voted : To close the polls at 8 o'clock P. M.
Voted: That after the completion of action under

Article 2 the meeting be adjourned until Friday, March 6, 1925, at 8 o'clock P. M., in Town Hall.
During the voting the ballot box was opened, by the unanimous consent cf the moderator and town clerk, five times for the purpose of taking out, sorting and counting the ballots; first at 11:27 o'clock A. M., when the box registered 803; then at 2:50 o'clock P. M., when it reg- istered 1626; then at 4:15 o'clock P. M., when it reg- istered 2211; then at 5:40 o'clock P. M., when it reg- istered 2836 ; then at the close of the polls, 8 o'clock P. M., when it registered 4079.
