At a joint meeting of the School Committee and the Board of Selectmen held on the above date for the purpose of filling the vacancy on the School Committee caused by the resigna- tion of John V. Gallagher, the said Committee and Selectmen proceeded as follows :-


John E. Higgiston, Fred W. Fitzsimmons, Philip Cenedel- la, Selectmen, and John C. Lynch, Alfred B. Cenedella, Her- bert W .. Shaw, and William J. Moore, members of the School Committee were present.


John E. Swift, member of the School Committee, being unable to be present, he expressed his wish by telephone to be recorded as voting for the unanimous choice of the meeting.


John E. Higgiston, Chairman of Selectmen, was chosen as chairman of the meeting.


Anna S. Morgan, assistant town clerk, was chosen as sec- retary of the meeting.


On motion of John C. Lynch, the secretary cast one bal- lot for George F. Grayson, to fill vacancy on the School Com- mittee, and he was the unanimous choice of the joint commit- tee.

To either Constable in the Town of Milford, in said County,


Greeting:


In the name of the Commonwealth aforesaid, you are here- by required to notify and warn the inhabitants of said Town, qualified by law. to vote in elections and in town affairs, to meet at the Town Hall, in said Town, on Tuesday, the second day of November, A. D. 1926, punctually at 5 45 o'clock in the forenoon, at, which time the polls will be open for said vo- ters to give in their ballots to the Selectmen ot said town, for Governor, Lieutenant-Governor, Secretary, Treasurer, Auditor, and Attorney General of the Commonwealth of Massachusetts, a Senator in Congress (to fill vacancy), Congressman, ( Chir- teenth Congressional District), Councillor; (Seventh Council- lor District), Senator, (Fourth Worcester Senatorial District), two. Representatives in General Court, (Eighth Worcester Re- presentative District), One County Commissioner, (Worcester County), Two Associate Commissioners, (Worcester County), District Attorney, (Middle District), Sheriff; (Worcester Coun- ty), Register of Probate and, Insolvency, (Worcester County, to fill vacancy), County Treasurer, (Worcester County), to fill vacancy, all on one: ballot designating the office intended for each person voted for, as provided for under the provisions of Chapter 54, General Laws of Massachusetts, and acts in amendment thereto.


Also upon said ballots the voters will give in their votes "Yes" or "No" on the following questions: -


QUESTION No. 1.


Shall an amendment to the constitution which authorizes the General Court to establish in any corporate town contain- ing more than six thousand inhabitants a form of town gov. ernment providing for town meetings limited to such inhabi- tants of the town as may be elected for the purpose, Which Received In a joint session of the two Houses, held May 29,

1921, 189 votes in the affirmative and 40 in the negative, and at a joint session of the two Houses held March 18, 1925, re- ceived 262 votes in the affirmative and 4 in the negative, be approved ?


QUESTION No. 2.


Shall a Jaw. which amends existing law by striking out the provision, that veterans who pass Civil Service exmina- tions shall be placed up in the eligible lists above all other ap- plirants, that disabled veterans shall be placed ahead of all obter veterans, and that disabled veterans shall be appointed and employed in preference to all other persons, and by pro- viding in place thereof, that five points shall be added to. the mark of veterans who pass such examinations, and ten points to the mark of disabled veterans, which law was diapproved in the Senate by a vote of 0 in the affirmative and 34 in the neg- ative, and in the House of Representatives by a vote of 11 in the affirmative and 181 in the negative, be approved?


(The polls may be closed at four o'clock in the afternoon on said day of meeting.)


And you are hereby directed to serve this warrant by poating up attested copies thereof at each of the Public Meet- ing-houses and at the Post Office in said Town; also cause an attsted copy to be published in the Milford Daily News, a messpaper published in said town, Two Sabbaths at least be .. Mere the time set for said meeting.

Pursuant to the within warrant I have notified the in- habitants of the Town of Milford herein described, to meet a: the time and place and for the purposes within mentioned, by posting up attested copies of this warrant at each of the Pub- lic Meeting Houses and at the Post Office fo said Town ; and I have likewise caused an attested copy of this warrant to be published in the Milford Daily News, a newspaper printed in said town, Two Sabbaths before the time set for said meeting.

In pursuance to the foregoing warrant the inhabitants of the Town of Milford, qualified by law to vote in elections and in town affairs, met in Dewey Hall in said town, on Tuesday, the second day of November, A. D. 1926, punctually at 5.45 o'clock in the forenoon, and were called .to order by the town clerk, who read the warrant and the officer's return thereon.


In accordance with the provisions of Chapter 54, General Laws of Massachusetts, and Acts in amendment thereto, sealed packages said to contain 6200 official ballots, specimen ballots, cards of instructions, penalty cards and Texts of "Pro- posed Amendment to the Constitution," and "Law Amending Existing Law" were delivered to Fred W. Fitzsimmons, pre- siding election officer.

The seal was then publicly. broken, the packages opened and the ballots delivered to the ballot clerks and their receipt given to the town clerk.


One card of instructions, one penalty card, one copy of "Text of Proposed Amendment to the Constitution" and "Law Amending Existing Law" were posted in each, marking. com- partment, and five of each of the above and five: specimen bal- lots were posted in the hall outside the rail.


The ballot box required by law to be used in elections was then publicly opened an't found to be empty, the register. on the box was set at 0000, the box locked and the keys de- livered to John J. Moloney, constable in attendance at said meeting.


Harold K. Bullard and James E. Birmingham, tellers .to check the voting lists at the polls, and J. Roy Kerr and Geo. V. Larkin, ballot clerks, and BenjaminJ. Clancey and Paul E. Lynch, deputy ballot clerks, appointed by the selectmen, were sworn to a faithful performance of: their duties by the town clerk.


The polls were opened at 5.50 o'clock. A. M. ". :

During the voting the ballot box was opened, by unani- mous consent of the selectmen and; town clerk, seven times for' the purpose of sorting and counting the ballots, first at 10.50 o'clock A. M. when it registered 805, then at 2.20 o'clock P. M. when it registered 1537, then at 3.55 o'clock p. M. when it re- gistered 2005, then at 4.55 o'clock r u when it registered 2363, then at 6 o'clock P. M when it registered 2864, then at 7.35 o'clock p. M. when it registered 3783, and at the close of the polls, 8 o'clock P. M, when it registered 3949.


The ballot box count agreed with the number of names checked on the voting lists at the polls and at the tables of the ballot clerks. The names of those on the lists of voters which had been checked and audibly counted were found to be 3949.


The tellers having canvassed the votes given in and found the number of ballots cast to be 3949, 26 of which were ballots: of absent voters, the same having been sorted and counted, declaration thereof was made in open meeting and recorded as follows :-


The result was announced at 1.25 o'clock A. M, November 3, 1926.

The ballots cast and the list of voters used at the elec- tion were then sealed and endorsed by the election officers and delivered into the custody of the town clerk, as the law pro- vides.


The unused ballots remaining, and all cancelled ballots certified to by the ballot clerks to be such, were sealed in a package and delivered to the town clerk, as the law provides.

TOWN "CLERKS' MEETING. EIGHTH WORCESTER REPRESENTATIVE DISTRICT. COMMONWEALTH OF MASSACHUSETTS.


Worcester, ss.


Grafton, November 12, 1926.


In compliance with Section 125, Chapter 54 G neral Laws of Massachusetts, We, the Town Clerks ot Grafton, Milford, Shrewsbury, Southborough, Upton and Westborough, which towns comprise the Eighth Worcester Representative District, this day met at the office of the Town Clerk in said Grafton, and canvassed the return of votes in said towns for two Represen- tatives in the General Court, to be bolden in Boston on the - first Wednesday of January next.


Said votes were returned to us as by law required and were given in at a legal meeting held in each of said Towns for that purpose on the : second day of November A D. 1926, and was shown by the following statement.

Robert S. Leonard of Grafton and Irving K Walker of Westborough baring received the largest number of votes. were declared elected, and to them were certificates issued also a dupliento certificate sent to the Secretary of the Com- monwealth as the law requires.


In Witness Whereof, We, the Town Clerks of Grafton, Milford, Shrewsbury, Southborough, Upton and Westborough, have hereunto set our names this twelfth day of November 1926.

WARRANT FOR SPECIAL TOWN MEETING, DECEM- BER 6, 1926.


COMMON WEALTH OF MASSACHUSETTS.


Worcester, ss.


To either Constable of the Town of Milford in said county, Greeting_ In the name of the Commonwealth aforesaid, you are hereby required to notify the inhabitants of said town, quali- fied by law to vote in elections and in town affairs, to meet at the Town Hall in said town town on Monday, the sixth day of December, A. D.1926, punctually at eight o'clock in the ever ing, to act upon the following articles :-


Article 1. To choose a moderator to preside at said meet- ing.

Article 2. To hear and act upon the reports of any com- mittees of said.town:


Article 3. To see if the town will vote to authorize ike selectmen to contract with the Milford Electric Light & Power Co. for the town's street lighting, or take any action in rela- tion thereto.


Article 4. To see if the town will vote to authorize the selectmen to appoint a town accountant, in accordance with the provisions of Section 55, Chapter 41, General Laws of Massachusetts, as amended by Section 8, Chapter 486, Acte of 1921.


Article 5. To see if the town will vote to transfer the sum of Three Thousand Dollars ($3,000.00), more or less from the Mother's Aid appropriation, Poor Department, to the General appropriation, Poor Department, or take any action in relation thereto.


And you are hereby directed to serve this warrant &y posting up attested copies thereof at each of the Public Met- ing Houses and at the Post Office in said town, also cause au attested copy to be published in the Milford Daily News & newspaper published in said town, two Sabbaths before the time set for said meeting,
