TOWN WARRANT


Article 6. To see if the Town will vote to raise and appropriate the sum of $450.00 towards defraying the expenses of Memorial Day.


This amount has been included in the budget.


Article 9. To see if the Town will vote to raise and appropriate the sum of $12,000.00 for the purpose of rebuilding West Street, from the Milford-Upton State Highway at a point near the Clancey property, towards Congress Street, said money to be used in connection with money allotted by the State and County for that purpose, or take any action in relation thereto.


Your Committee recommends that the Article be adopted and the sum of $12,000.00 be raised and appro- priated.


Article 10. To see if the Town will vote to raise and appropriate the sum of $100.00 to be paid to the Trus- tees for County Aid to Agriculture in accordance with the provisions of and for the purposes of Chapter 128, General Laws of Massachusetts, or pass any vote or votes in relation thereto.


The committee recommends that the Article be passed over, inasmuch as an item for this amount is included in the Budget for the purpose mentioned.


Article 12. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for the purpose of completing the improvements of Round Pond, or take any action in relation thereto.

Article 13. To see if the Town will vote to raise and appropriate a sum of money for the purpose of providing a public comfort station, or take any action in relation thereto.


The report of the Special Committee appointed to consider the matter has not yet been made, and there- fore the Finance Committee make no recommendations.


Article 14. To see if the Town will vote to raise and appropriate a sum of money for the purpose of paying land damages caused by the reconstruction of the State Highway on East Main Street, or take any action in relation thereto.


The Committee recommends that the Article be passed over, inasmuch as the matter is already included in the Budget.


Article 15. To see if the Town will vote to raise and appropriate the sum of $12,000.00 for the purpose of paying land, grade, and drainage damages which may be caused, or result from, the laying out of a State High- way on South Main, Courtland, Elm and Prospect Streets, or any section or relocation thereof, or take any action in relation thereto.


We recommend that favorable action be taken, and that the sum of $8,000.00 be raised and appropriated for the purposes of the Article.


Article 16. To see if the Town will vote to purchase a piece of land now owned by Nellie Batchelor, located between Hayward and Beach Streets, and raise and appropriate such sum of money as is necessary for this purpose, or take any action in relation thereto.


The Committee recommends that the Article be passed over.


Article 17. To see if the Town will vote to raise and appropriate the sum of $15,000.00, for the purpose of purchasing the property of Margarita Manguso situated

at the corner of Main and Pond Streets, Milford, or take any action in relation thereto.


The Committee recommends that the Article be passed over.


Article 18. To see if the Town will vote to raise and appropriate a sum of money to relieve the unemployment situation, such sum to be used profitably, for the grading and walling Town property, on Central Steet, near rub- ber shop, to be used as children's playground. The grad- ing and draining many streets in the Plains District, the cleaning and excavating of Godfrey Brook, from a point at Westbrook Street for its entire length, to Charles River, and many other needed improvements, or take any action in relation thereto.


The Committee recommends that the Article be passed over.


Article 19. To see if the Town will vote to raise and appropriate the sum of $500.00 for the purpose of con- structing concrete sidewalks on both sides of Leonard and Otis Streets, and repairing said streets, or take any action in relation thereto.


The Committee recommends favorable action but the cost of the sidewalks to come from the sidewalk appro- priation of the Highway Department.


Article 20. To see if the Town will vote to raise and appropriate the sum of $500.00 for the purpose of con- structing sidewalks on both sides of Genoa Avenue, or take any action in relation thereto.


The Committee recommends favorable action, but the cost of the sidewalks to come from the general sidewalk appropriation of the Highway Department.


Article 21. To see if the Town will vote to raise and appropriate a sum of money for the purpose of con- structing a sidewalk on Beach Street Extension, repair- ing said street, and installing a sewer in said street, or take any action in relation thereto.


The Committee finds the Article indefinite, and recom-

mends that the same be referred to the attention of the Highway Surveyor, and Sewer Commissioners.


Article 22. To see if the Town will vote to raise and appropriate the sum of $2,400.00 to settle the claim of Robert Allen Cook against the Town for services ren- dered, or take any action in relation thereto.


The Committee recommends that the matter be re- ferred to the Town Solicitor.


Article 23. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring land and constructing a new school in the Fountain Street district, and to authorize the treasurer to borrow money under any special act authorizing the Town to borrow money for said purposes, and to issue the nego- tiable notes or bonds therefore, or take any action in relation thereto.


The Committee recommends that the Article be passed over.


Article 24. To see if the Town will vote to raise and appropriate a sum of money for the purpose of improv- ing the lower end of Cedar Swamp Pond, or take any action in relation thereto.


The Committee recommends that the Article be passed over.


Article 26. To see if the Town will vote to raise and appropriate the sum of $2,500,00 to build a new, or repair old smoking room at local infirmary, or take any action in relation thereto.


The Committee recommends favorable action under the Article, and that the sum of $2,500.00 be raised and appropriated for the purpose.


Article 27. To see if the Town will vote to raise and appropriate the sum of $1,500.00 for the purpose of widening and repairing Camp Street, or take any action in relation thereto.


The Committee recommends that the Article be passed over.

To see if the Town will vote to raise and appropriate the sum of $1,500.00 for the purpose of paying land damages caused by the laying out of an ex- tension of Poplar Street, from Myrtle Street to Depot Street, and raise and appropriate a sum of money for the construction of said extension of Poplar Street, or take any action in relation thereto.

Article 5. Voted : That all personal and real estate taxes shall become due and payable October 15, 1931.


On all taxes remaining unpaid November 1, 1931, in- terest at the rate of six per cent per annum on all taxes amounting to two hundred dollars ($200.00) and eight per cent per annum on all taxes in excess of two hundred dollars ($200.00) shall be charged from October 15, 1931.


The Collector shall be paid the sum of thirty-five hun- dred dollars ($3,500.00) per annum for the collection of all taxes and assessments, the Town of Milford shall pay all expenses incurred by the Collector in law or equity in collecting said taxes and assessments.


The Town of Milford shall pay all expenses of the Collector's office, excepting clerk hire, which expense shall be paid by the Collector from his own salary.


Article 6. Voted : To pass over the Article.


Article 7. Voted : That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1932, in an- ticipation of the revenue of the financial year beginning January 1, 1932, and to issue a note or notes thereof, payable within one year, any debt or debts incurred

under this vote to be paid from the revenue of the finan- cial year beginning January 1, 1932.

Article 8. Voted: That the Selectmen be authorized to take charge of all legal proceeding for or against the Town.

At a joint meeting of the Trustees of Vernon Grove Cemetery and the Selectmen held on the above date for the purpose of filling vacancies in the Board of Trustees of Vernon Grove Cemetery, the said Trustees and Select- men proceeded as follows:

In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in Elections and in Town Affairs, to meet at the Town Hall in said Town, on Wednesday, the fifth day of August, A.D., 1931, punctu- ally at eight o'clock in the evening, to act upon the fol- lowing articles namely :

Article 4. To see if the Town will vote to raise and appropriate the sum of Eight Hundred Dollars ($800.00) for the purpose of installing traffic signals at the junction of Main, Prospect and Elm Streets, or take any action in relation thereto.


Article 5. To see if the Town will vote to appropriate the dog tax of 1930, ($1,243.71) for Town Library.


Article 6. To see if the Town will vote to discontinue that part of Courtland Street described as follows.


Beginning at the southeasterly corner of land of one Anna Liss, thence running south 44 degrees 30 minutes west 37.13 feet more or less, crossing Courtland Street to a point at the northeasterly corner of land of E. H. Kane, thence running south 43 degrees 45 minutes east 80 feet more or less, crossing the Grafton & Upton Rail- road, to the northeasterly corner of one J. Weaver mak- ing an angle of 91 degrees 47 minutes, thence running north 43 degrees 45 minutes east 37.3 feet more or less, making an angle of 87 degrees 45 minutes crossing Courtland Street to the southwesterly corner of one Laurie and Elizabeth Hutchinson, thence running north 43 degrees west 80 feet more or less, making an angle of ninety-two degrees 20 minutes crossing the Grafton & Upton Railroad to the point of beginning, or take any action in relation thereto.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the Public Meeting Houses and at the Post Office in said Town, also cause an attested copy of this warrant to be published in the Milford Daily News, a newspaper published in said Town, Two Sabbaths at least before the time set for said meeting.
