SPECIAL TOWN MEETING, AUGUST 5, 1931

Milford, August 5, 1931.


In pursuance to the foregoing warrant the inhabitants of the Town of Milford, qualified by law to vote in Elec- tions and in Town Affairs, met in Town Hall in said Town on Wednesday the fifth day of August, A.D., 1931, at eight o'clock P. M., and were called to order by the Town Clerk who read the warrant and the officer's return thereon.


Under Article 1. The meeting made choice of John T. McLoughlin as Moderator, the vote being unanimous.


Article 2. L. Blaine Libbey, Secretary of Finance Committee, submitted the following report for the Com- mittee.


FINANCE COMMITTEE OF THE TOWN OF MILFORD


Mr. Moderator:


The Finance Committee submit the following report and recommendations based on the articles contained in the Town Warrant to be acted upon at the Special Town Meeting, Wednesday, August 5th.


Article 2. To see if the Town will vote to raise and appropriate the sum of $33,000.00 to be expended under the supervision of the Board of Public Welfare, or take any action in relation thereto.


The Committee recommends that the sum of Thirty Thousand Dollars be raised and appropriated under this article.


Article 3. To see if the Town will vote to raise and appropriate the sum of Six Thousand Dollars ($6,000.00) for Soldier's Relief, or take any action in relation thereto.


The Committee recommends that the sum of Five

Thousand Dollars ($5,000.00) be raised and appropriated under this article.


Article 4. To see if the Town will vote to raise and appropriate the sum of Eight Hundred Dollars ($800.00) for the purpose of installing traffic signals at the junction of Main, Prospect and Elm Streets, or take any action in relation thereto.


The Committee recommends that the sum of Eight Hundred ($800.00) be raised and appropriated under this article.


Article 5. To see if the Town will vote to appropriate the dog tax of 1930 ($1,243.71) for Town Library.


The Committee recommends that the Town vote to appropriate the dog tax of 1930 ($1,243.71) for use at the Town Library.

thence running south 43 degrees 45 minutes east 80 feet, more or less, crossing the Grafton & Upton Railroad, to the northeasterly corner of one J. Weaver, making an angle of 91 degrees 47 minutes, thence running north 43 degrees 45 minutes east 37.3 feet more or less, making an angle of 67 degrees 45 minutes, crossing Courtland Street to the southwesterly corner of one Laurie and Elizabeth Hutchinson, thence running north 43 degrees west 80 feet more or less, making an angle of ninety-two degrees 20 minutes, crossing the Grafton & Upton Rail- road to the point of beginning.

MEETING TO FILL VACANCY IN BOARD OF HEALTH


COMMONWEALTH OF MASSACHUSETTS


Milford, August 24, 1931.

At a joint meeting of the Board of Health and the Selectmen held on the above date, for the purpose of filling a vacancy in the Board of Health caused by the resignation of Oscar C. Ayotte, the said Members of the Board of Health and Selectmen proceeded as follows :


Philip Cenedella, Chairman of the Selectmen, was chosen as Chairman of the meeting.


Dennis J. Sullivan, Clerk of Selectmen, was chosen as Secretary.

A ballot was taken which resulted as follows: Whole number of votes cast 5, Clifton Tyler received 3 votes ; Fred M. Crowell received 2 votes.


Clifton Tyler was declared elected a Member of the Board of Health.

WARRANT FOR SPECIAL TOWN MEETING NOVEM- BER 18, 1931


COMMONWEALTH OF MASSACHUSETTS

To either Constable of the Town of Milford, in said county, Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in Elections and in Town Affairs, to meet at the Town Hall, in said Town, on Wednesday, the 18th day of November, A.D., 1931, punctually at eight o'clock in the evening, to act upon the following articles, namely :


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To see if the Town will vote to transfer the sum of Forty-five Hundred Dollars ($4,500.00) from the 1931 appropriation for Interest to the 1931 General ap- propriation for Board of Health, or take any action in relation thereto.

1923, for providing grounds for small arms practice for Co. I, 181st Infantry, N. G., for the purpose of removing a part or the whole of the abutment on the easterly side of the B. & A. R. R. crossing on Medway Street, said work to be done by Town labor, under the direction of the Selectmen, or take any action in relation thereto.


Article 4. To see if the Town will vote to locate traffic lights at the junction of Main, Elm and Prospect Streets, and transfer the sum of five Hundred Dollars ($500.00) from the 1931 appropriation for Interest, and the sum of Three Hundred Dollars ($300.00) from the 1931 appro- priation for land damages on South Main, Courtland, Elm and Prospect Streets, to the 1931 appropriation for Police Department, or take any action in relation thereto.


Article 5. To see if the Town will vote to transfer the sum of Thirty-seven Hundred Dollars ($3,700.00) from the 1931 appropriation for land damages on South Main, Courtland, Elm and Prospect Streets, to the 1931 appro- priation for Reserve Fund, or take any action in relation thereto.


Article 6. To see if the Town will vote to authorize the Selectmen to sell a certain tract of land located be- tween the so-called Clapp, Huckins and Temple factory and the Archer Rubber factory, in accordance with a plan filed with the Town of Milford, or take any action in relation thereto.


Article 7. To see if the Town will vote to transfer from the 1931 appropriation for Interest to the 1931 appropriation for Town Hall, a sum of money for the purpose of improving the heating system in Town Hall Building, or take any action in relation thereto.


And you are hereby directed to serve this Warrant, by posting up attested copies thereof, at each of the Public Meeting Houses and at the Post Office in said Town, also cause an attested copy to be published in the Milford Daily News, a newspaper published in said Town, Two Sabbaths before the time set for said meeting.

Article 7. To see if the Town will vote to transfer from the 1931 appropriation for Interest, to the 1931 appropriation for Town Hall, a sum of money for the purpose of improving the heating system in Town Hall Building, or take any action in relation thereto.


The Committee recommends favorable action under the Article, and that the sum of $800.00 be transferred from the 1931 appropriation for Interest to the 1931 appropriation for Town Hall.
