Article 23. A motion to transfer from the War Memorial Fund the sum of Thirty-two hundred ninety- three dollars and ninety-nine cents ($3,293.99) to the Park Commission, for the purpose of constructing and establishing a Memorial containing the Honor Roll, so-called, the same to be of granite and bronze, was ruled out of order, by the Moderator, because the Town had never voted to establish a War Memorial Fund.

Article 3. The Committee appointed at an ad- journed Town Meeting held March 15, 1932, to inves- tigate the matter relative to providing of pensions for policemen and firemen in Town, made a verbal report through William J. Moore, Secretary of Committee.

A report of the Committee appointed at the last Annual Town Meeting to investigate the matter of the purchase and installation of voting machines to be used by the Town was presented by John H. Gardella, Chairman of the Committee.


REPORT OF THE COMMITTEE APPOINTED TO INVESTIGATE ADVISABILITY OF USING VOTING MACHINES.


As the first named member of the Committee ap- pointed March 23, 1933, to investigate the purchase and installation of voting machines in Milford, I wish to report that in view of the fact that a vote on chang- ing the form of Town government to the representa-

tive form of Town meeting was to be submitted at the annual town meeting, in March, 1934, the Com- mittee did not feel it advisable to make any recom- mendation pending the result of that vote.


Under the new plan, now adopted, voting will be done in separate precincts, thus relieving the conges- tion which has hitherto existed at Town Hall. In view of the changed circumstances, the Committee will leave it for some future action of the Town to deter- mine whether voting machines are desired.

In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabi- tants of said Town, qualified by law to vote in Elections and in Town Affairs, to meet at the Town Hall, in said Town, on Monday, the Twenty-fifth day of June, A. D. 1934, punctually at 8 o'clock in the evening, to act upon the following articles, namely :-

To appropriate the sum of $6,500 from the General Highway Fund for the purpose of reconstructing and resurfacing with trap rock and asphalt, North Street, Short Street, and Free Street and construction of curb- ing on the north side of North Street, the South side of Short Street and north and south sides of Free Street, with drainage, and macadam sidewalks on North Street, Short Street and Free Street, or take any action in relation thereto.


Article 5. To see if the Town will vote to authorize

the Town Treasurer, with the approval of the Select- men, to petition the Emergency Finance Board to ap- proval of the Town borrowing money from the Com- monwealth for ordinary maintenance expenses, an amount not exceeding in the aggregate a total amount represented by tax titles taken or purchased by the Town and held by it, in accordance with the provisions of Chapter 49 of the Acts of 1933, or take any action in relation thereto.


Article 6. To see if the Town will appropriate the sum of $46.20 from the general appropriation of the Park Department, for the purpose of paying an execu- tion in favor of Edith Howarth against the Town; and also the sum of $12.20 for the purpose of paying an execution in favor of Elmer Howarth against the Town; or take any action in relation to the same.


Article 7. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to bor- row either from the Federal Government or from any other person or corporation, the money authorized to be borrowed by vote of the Town passed at the Spe- cial Town Meeting (under Article 2 of the warrant), held on September 6, 1933, or take any action in rela- tion thereto.


And you are hereby directed to serve This Warrant by posting up attested copies thereof at each of the Public Meeting Houses and at the Post Office in said Town; also cause an attested copy to be published in the Milford Daily News, a newspaper published in said Town, two Sabbaths at least before the time set for said meeting.


Hereof Fail Not, and make due return of this war- rant with your doings thereon to the Clerk of said Town, at the time of meeting aforesaid.

D. 1934, punctually at eight o'clock in the evening, and were called to order by the Town Clerk, who read the Warrant and the Officer's return thereon.


Under Article 1. The meeting made choice of John T. McLoughlin as Moderator, the vote being unani- mous.

The said sum of forty-seven thousand seven hundred five dollars thirty- one cents is hereby appropriated for use by the asses- sors as available funds in determining the tax rate for the current year.

MEETING TO FILL VACANCY IN BOARD OF HEALTH

At a joint meeting of the Members of the Board of Health and the Selectmen, held on the above date, for the purpose of filling a vacancy in the Board of Health, caused by the resignation of Arthur J. Cham- bers, the said Members of the Board of Health and Selectmen proceeded as follows:

John H. Gardella, Chairman of Selectmen, was chosen Chairman of the meeting.


Dennis J. Sullivan, Clerk of Selectmen, was chosen as Secretary.


A ballot was taken for the choice of a Member of the Board of Health.


John F. Adams had three votes and Walter Fahey, two votes.


John F. Adams was declared elected to fill vacancy, A true record. Attest :

To either Constable of the Town of Milford, in said County, Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabi- tants of said Town, qualified by law to vote in Elections and in Town Affairs, to meet at the Town Hall, in said Town, on Tuesday, the sixth day of November, A. D. 1934, punctually at 5.45 o'clock in the forenoon, at which time the polls will be open for said voters to give in their ballots to the Selectmen of said Town, for Governor, Lieutenant-Governor, Secretary, Treas- urer, Auditor, and Attorney General for the Common- wealth of Massachusetts, Senator in Congress, Con- gressman (Fourth Congressional District), Councillor, (Seventh Councillor District), Senator, (Fourth Wor- cester Senatorial District), Two Representatives in

General Court, (Eighth Worcester Representative Dis- trict), District Attorney, (Middle District), Clerk of Courts, (Worcester), Register of Deeds, (Worcester District), County Commissioner, (Worcester County), Two Associate Commissioners, (Worcester County), all on one ballot designating the office intended for each person voted for as provided for under the provisions of Chapter 54, General Laws of Massachusetts, and Acts in Amendment thereto.


Also upon said ballots the voters shall give in their votes "Yes" or "No" on the following questions :


Question 1.


LAW SUBMITTED UPON REFERENDUM PETITION.


Shall a law described as follows :-


This law amends General Laws, Chapter 131, as previously amended, by repealing Section 105A, there- of and adding thereto three new sections, 105B, 105C, and 114A.


Section 105B provides that whoever uses any trap or other device for capture of fur-bearing animals, which is not designed to kill such animal at once or to take it unhurt and which is likely to cause contin- ued suffering to an animal caught therein, shall be fined fifty dollars, but traps or other devices for pro- tection of property, set not more than fifty yards from any building, cultivated plot, or enclosures used for rearing poultry or game birds, to the use of which the presence of vermin may be detrimental, are excluded from the application of this section.


Section 105C provides for the submission to the voters at a municipal election in any city or town upon petition, of the question of whether the operation of Section 105B shall be suspended, or if it has been already suspended, of the question whether it shall again be operative in such city or town.
