Report of Selectmen.
The Selectmen respectfully present the following report, which we hope will meet with your approbation.
No doubt it will be noticed that the appropriation for breaking out roads was overdrawn, which circumstance does not embarrass us when we consider our expense in making the roads passable was not as great as that of many of our neighboring towns. However, the appropriation was all your board asked for.
The highways of the town are in fair condition, considering the heavy rains which we have had, which caused much damage and necessitated an outlay which otherwise might have been expended where it would have shown more to the credit of our road surveyors.
Being prompted by the saying, "Whatever is worth doing at all is worth doing well," our expenditures upon culverts we think have been judiciously spent, as we found many culverts which were practically of no use, being very small, therefore needing attention nearly every year.
The bridges of our town are many and some were found to need much outlay, as in the case of the Merrick bridge, so-called, in the vicinity of the Wire Mill, which was found to be in a dangerous con- dition ; therefore it went through with a thorough overhauling and is practically a new bridge. By a decision of the County Commission- ers our town gets rid of two bridges between Palmer and Brimfield, which will save the town any further expense as far as Farrel and Fen- ton bridges are concerned. The Dutton and Blanchardville bridges with new piers should stand for years without expense to the town, except- ing for an occasional coat of paint and planking. Considering the present condition of the bridges, we would recommend an appropria- tion for repairing bridges much less than last year.
Railings were erected where most needed, but many places are

still without a sufficient guard where the town will be liable if any damage occurs. Your Selectmen would recommend an amount noth- ing less than what was appropriated last year for railings.
In the matter of new roads we would not favor the idea of people building out in a lot thinking the town will build a road for them, as any land owner will willingly present a building lot in some remote section to a man who will build a house and get the town to lay and build a street, thereby making many desirable building lots for the owner of land through which the road passes. We are confident, however, that the town made no mistake when they accepted and made road to Sumner Blodgett's place on Dewey's Hill, as the gravel taken while constructing the same was of much value to the road in the hollow, and much gravel is left which would be of use in filling in school yard, which your Selectmen think would be more practicable than draining same.
The town entrusted to us much responsibility, and we have endeav- ored to do any and all things we undertook as our best judgment prompted us; however, in the minds of many, no doubt, we have erred somewhat. Do not censure us, however, for an error in judg- ment, but rather speak pleasantly, if you speak at all, as " Pleasant words are as an honeycomb, sweet to the soul, and health to the bones."
