Selectmen's Report.


We, the undersigned, Board of Selectmen of the town of Palmer, make the following report of the affairs of the town that were intrusted to us for the year ending March 1, 1898 :


The debt of the town March 1, 1897, according to the report of the Treasurer, was $44,275. Since that time, in accordance with a vote of the town, additional land has been purchased for the cemetery at the Depot Village at an expense of $3,000, this amount being borrowed from the Palmer Savings Bank, making the debt of the town $47,275. By act of the Legislature and vote of the town we were authorized to issue bonds to the amount of $40,000, the rate of interest not to exceed 4 per cent per annum. In response to an advertisement we received 17 bids for the loan, the highest of which, made by Boston parties, was 104 9-16, the premium amounting to $1,825, and yielding the investor interest at the rate of 3.47 3-4 per cent per annum. We have also collected from the Boston and Albany Railroad and the State of Massachusetts, on account of the grade crossing changes at Blanchardville and Tenneyville, $5.913. This amount, together with the premium on the bonds, was used to pay the debt in excess of the $40,000, so that the town's indebtedness to-day is represented by forty one thousand dollar bonds bearing interest at the rate of 4 per cent per annum, and payable two each year until all are paid. There now remains in the treasury the sum of $1,932.38, which should be appropriated for the same specific purpose at the

coming Town Meeting, so that there shall be no balance to carry forward on the books of the Treasurer.


BURLEIGH'S CROSSING.


A conference has been held with the officials of the Boston and Albany Railroad in regard to separating the grades, which resulted in an agreement to proceed with the work at once, and it is hoped that this dangerous crossing will be abolished this season.


FERRELL'S CROSSING.


The amount expended by the town to date for the separa- tion 'of grades at this point is $916.50. Probably one-half this amount will be returned when a final settlement is made.


REPAIRS ON HEARSE.


An appropriation of $85 was made for painting the Hearse, but it was found upon examination that it needed new dra- peries, new axletrees, and another hearse to use while the present one was undergoing repairs, for which the appropri- ation was insufficient, consequently no money was used for this purpose.

The Superintendent of Streets, in his report to the Select- men, gives as a reason for the excess of expenditures over appropriations that a large amount of the appropriation was used in the earlier part of the season, and on account of the heavy rains that prevailed soon after the work was completed it was found necessary to go over a second time. BRIDGES.


Upon examination of the figures it will be found that this account has been overdrawn $145.87. This is accounted for as follows :- Because of the failure of the retaining wall of the Commercial street bridge in the Depot village, caused by the high water of last spring, and the cost of the canal bridge at Three Rivers being somewhat larger than expected, although in the latter case we consider the money economi- cally expended, as we secured a bridge whereby the cost of maintenance is reduced to a minimum, as there is no plank- ing or wood of any kind connected with the bridge, with the single exception of the sidewalks.
