Selectmen's Report.


TO THE CITIZENS OF THE TOWN OF PALMER :


In presenting this report of the expenditures of the Select- men for the year ending March Ist, '99, the opportunity is taken to congratulate the people of the Town upon the im- , provement in business conditions and in the general welfare manifest within a few months past. It seems to be clear that the worst is over, even if the best has not been fully restored.


The many trials prevailing during the greater part of last year have been borne with a courage, endurance and patience worthy of the best traditions of the Town.


Above all, even in the darkest hour of tribulation, a fervent and changeless loyalty to the Town and a deep and abiding confidence in its affairs were almost universally manifest.


The year has been one of tranquil and orderly administra- tion of the affairs of the Town, though it has not been one of great prosperity.


The reports of the departments of the Town show that we have reached an era of development and progress. And these public works and projects mean much for the people of the Town in promoting their wealth, convenience and comfort, in fostering and developing business, in elevating and refining the mind, in short, adding greatly to the value and beauty of the every-day life of the people. Surely, a town can find few worthier objects upon which to expend its men- tal and material resources.


The oneness of the spirit of its citizens will manifest itself in the faith, energy and courage with which it will meet and

surmount every obstacle in its pathway to peace, prosperity and glory.

HIGHWAYS.


Had it not been for the recent blizzards we would have been able to report an unexpended balance in this appro- priation, but as it is, the balance overdrawn is very small, considering the condition of the highways throughout the Town. We venture to say that the roads are in better con- dition than they have ever been before with the exception of a few localities.


We have expended quite a large sum of money in grading and hardening the road at Blanchardville, Central street, Palmer, and Main street, Bondsville.


In this, as well as in the other appropriations, no small amount of money has been expended in the payment of bills incurred previous to this fiscal year.


It will be noticed in this report that the amount appro- priated for grading the highway at Three Rivers was not expended. The reason for this unexpended sum is that after the Selectmen viewed the highway, in order to avoid law suit, they deemed it best not to undertake the work.


Considering the condition of the highway during the past year, and the amount of work which this appropriation en- abled us to do, we are of the opinion that about the same sum will be sufficient for ordinary repairs during the coming year.

MACADAM ROAD.


In accordance with the vote of the town a section of mac- adam road has been built during the past year in Thorn- dike, commencing at the canal bridge of No. I Mill and ex- tending to the canal bridge of No. 2. Mill, a distance of one- half (1-2) a mile.


The sum of $785.38 has been paid to farmers and others for stone delivered to the crusher. The sum of $1,818.23 has been expended in straightening and widening the road, grading the road bed, crushing the stone, delivering it on the road and rolling. The sum of $326.37 has been expended for moving the crusher, resetting it in Thorndike, crusher jaw, fuel and many other necessities, making a total expense of $2929.98. Of this sum $2400 was appropriated by the Town and $500 was paid to the town by the Thorndike Company.


A much larger piece of road could have been built had it not been for the ledge which was discovered in front of the Thorndike Company's office. The sandy soil also made it necessary to use more rock, and to spend more time in rolling the road bed. Considering the road as a whole, we venture to say that it is the best piece of road in the town.
