BRIDGES.
We found the bridges of the town in poor condition, and after expending substantially the full amount of the appro- priation ($1,000) we feel they are still in a very unsatisfac- tory state.
In December the Selectmen examined all the bridges of the Town and they considered them to be in a very poor condition-all of them need replanking badly.
The new Dutton bridge, towards which the town gave one thousand dollars ($1,000) and which was built by the Palmer and Monson Street R. R. Co., we consider to be the strongest and best bridge in town.

SEWERS AND CULVERTS.
By vote of the town we were instructed to expend $2890 in building new sewers. In constructing the sewers we have endeavored to save as much money as possible, and as a result we have a balance of $101.98.
Every possible effort has been made to collect all accounts which were intrusted to us, but notwithstanding our efforts there is still money due the Town for entrance made in past
47
years as well as this year. Besides building and repairing sewers we have also repaired and rebuilt many defective cul- verts.

CHAS. L. HOLDEN, of
GEO. M. ATKINS, Palmer.
TREASURER'S SUPPLEMENTARY REPORT.
After the report as shown on pages 22 and 23 was made and printed an error was discovered in tabulating the differ- ent department reports by which the School pay roll was reported to be $22,274.83, instead of $22,025.71, the amount expended. This changes the total expenditures of the town to $87,961.67 and makes the treasury balance $2,843 67.
There are now Selectmen's orders outstanding amounting to $69 40.
The Treasurer respectfully suggests that the books of the Town be closed as early as February 15th, in order that time may be had for a careful comparison of all the reports, which under the present system is almost an impossibility.

ac Report of the Board of Health.
PALMER, March 1st, 1899. M. J. Dillon, Chairman Board of Selectmen :
DEAR SIR-We herewith submit a brief report of the work done by this board during the year ending Feb. 28th, 1899. It has been our aim to maintain proper regard for the laws of health and sanita- tion-at the least hardship and inconvenience to the public in general- consistent with the safeguarding of the community against unusual increase of contagious disease. We have been fortunate in escap- ing any epidemic of diphtheria, and while we have suffered from quite the usual number of cases of scarlet fever, yet there has been present a mild form of the disease, with but one fatal case, the viru- lent infection of some two or three years since not being manifest. Whooping cough has been epidemic and eudemic, and more than the usual number of those attacked have suffered from severe sequelæ, with several fatalities resulting.
