Report of the Selectmen.


The Selectmen of Palmer respectfully submit to the citizens their report of expenditures, etc., for the year end- ing March, 1904.


Emergencies and unexpected happenings in the differ- ent departments called for large expenditures early in the year, necessitating the calling of a special town meeting in January for extra appropriations to meet overdrafts and to carry on the regular work in the different departments. We have paid old, but just accounts, that have been pending against the town, to the amount of several hundred dollars.


Being intrusted with such responsibility we have en- deavored to do all things as our best judgment prompted us.


You will find at the headings of the different depart- ments, explanations of expenditures, etc., of each depart- ment.

HIGHWAYS.


The condition of the highways at present we consider very good, considering the fact that Palmer has some 150 miles of highway to care for and maintain.


We had to buy all new tools this year, also a new road scraper. By care and by looking after the tools, etc., be- longing to the town, we show a loss in breakage, etc., of only $7.99, from $284.40 worth of new tools. A larger part than usual of the appropriation for highways has been used in grading and removing large rocks imbedded in the roadways that have been a menace to travel on some of our principal highways. The filling and grading of Water, Dublin, South Main streets and Fox avenue in the depot village was found necessary, after the building of the new sewer in that section, in order to obtain a proper drainage and to protect the new sewer on Water street. No money being appropriated for sidewalks, the cost of repairing all walks had to be taken from the highway appropriation. The care of the sidewalks is a very important item in the affairs of the town, and we would recommend an appropria- tion of at least $1,000 to put them in as safe condition as pos- sible. A more liberal expenditure of money in this direc- tion would undoubtedly be good economy for the town.
