BRIDGES.
The past year has been an unusual one for work in this department. A special bridge committee was appointed early in the year to act with the selectmen. The work of the committee was of great assistance in the work, as many un- expected happenings occurred which called for immediate attention.
The general bridge appropriation was overdrawn for the reason that several bridges needed more extensive repairs than was anticipated. We mention the following items as some of the necessary expenses in the general repairs of the bridges : The wooden bridge at Three Rivers, $823 63; the Mansfield bridge, $189 43, of which Belchertown pays one- half; Palmer's half of the cost of the West Brimfield and King bridges, $116 50; the Dutton bridge,' cost of repairs, plank and paint, $281 44, of which the Springfield and Eas- tern Street Railway pays one-third. These, together with the general bridge work, made an unusual expenditure in this department.
When it is considered that the town has some twenty large and many smaller bridges to care for, an appropriation of $1000 for general bridge work is insufficient most any year. We have two more of the Truesdale iron bridges in town that need immediate attention, and we recommended a special appropriation to put these two bridges on a safe basis, Monson to pay half the cost of repairs of the two bridges.

REPORT OF THE BRIDGE COMMITTEE.
In making a report to the citizens of Palmer on the work to which the bridge committee was assigned, we re- spectfully say that after an inspection of the several bridges needing immediate attention at that time, we recommended a new Iron and Steel Girder Bridge at Burleigh's, a new Stone and Concrete Arch Bridge at Thorndike, and a thorough repairing of the Wooden Truss Bridge at Three Rivers.
Our recommendation of $200 for the repairs of this Wooden Bridge was found to be insufficient, as the bridge when uncovered was found to be in very bad condition, and it cost $823 63 to put it in safe condition for travel.
While the appropriation for the two new bridges was overdrawn the sum of $441 09, it was quite necessary, as an expenditure of $391 85 was made before the contracts were let. The town has in these two new bridges, well made and substantial structures that will give the town good service for many years. It has been our aim to act in these matters as our best judgment prompted us.

SEWERS AND CULVERTS.
The principal work in this department the past year has been in rebuilding and repairing many of the large culverts throughout the town ; alsocleaning several sewers and in the care of the catch basins after the many heavy rains. We have bought special sewer cleaning tools with which to give the general sewerage system a thorough cleaning in the fu- ture. There is still much money due the town for sewer entrances. We have about $330.78 worth of sewer pipe on hand, as will be seen in the inventory on another page.

SOUTH MAIN STREET SEWER.
The building of this sewer was indeed a great benefit to this section of the town.
Many objectional surface drains have been done away with, and in carrying off the surface water at times of heavy rains, etc., it will be a great benefit to travel on these streets.
Had it not been for the building of the sewer from Fox Ave. to the house of C. E. Fuller, at a cost of $225, which was not

figured in the cost of the contract but which was voted for at the last annual town meeting, we would have been well within the original appropriation of $5,000.
We thought it advisable at the time to have the contractors, who offered to lay the pipe at contract price, and also assume all re- sponsibility in digging under the Street Railway tracks, to make the street connections to the sewer for the houses on the south side of Main street. The cost of this extra work, $98.37, should have been charged to the account of Sewers and Culverts, but as it was in with their bill with the large contract it was overlooked at the time and has gone on to the Treasurer's books as charged to this account, and it cannot be changed. We mention these two items to show that, had not they occurred we would have been some $313.37 within the appropriation.
