Highway Surveyor's Report.
To the Citizens of the Town of Palmer : -
At the beginning of his term of office, the Surveyor of High- ways found the roads and streets in the town in an unusually poor condition, and a conscientious effort was made at a great expense to put them in proper shape. While the results are not what should be expected and far different from what should be desired, this report is submitted with the belief that as much has been accomplished as circumstances would permit.
The work was done under unfavorable conditions, and many serious obstacles were encountered that are not usually met with in this department. The heavy rain-fall during the summer months seriously interfered with our work, badly cutting up the roads and making it necessary to do over again much of the work that had been completed. In the village of Bondsville alone, the cost of making the roads passable after wash-outs was $435.00. The fre- quent rains also caused great expense to be incurred in cleaning out the catch-basins in the Depot village, and this has been charged to the appropriation for highways. The catch-basins requiring atten- tion numbered 138, and the expense of caring for them was much greater than in former years.
During the year labor was very scarce and commanded higher wages than formerly. Much difficulty was experienced in hiring teams, and a sufficient number could not at all times be obtained. The large amount of railroad work being done in our vicinity during the year made it impossible for us to employ our usual working force on the highways. The help secured under the circumstances was less efficient and more expensive.
The scarcity of good road-building material, and the necessity of long hauls are ever-present causes of great expense, and during

the past year, when more material than usual was used, drew heavily on our appropriation.
To obtain good road-building material, it is recommended that gravel such as is obtainable be run through the stone crusher, which is now owned by the town. A good material for repairs and new work would thus be obtained, and the large amount of stone that is bought and paid for by the town and subsequently raked off the roads and thrown away, would then be saved and utilized.

In the above item of $1,500.86 charged to village of Palmer is included the entire expenditure for raking stone from all the roads during the year and several other items that could not be properly charged to any one district.
The attention of the citizens is called to the following roads :-- Extensive repairs are needed from Calkins Hill to Wilbraham line. Road to Carpet mill calls for small outlay to make it a good road. Road from Palmer to Wire mill in bad shape, and an expense of at
least $500 needed to put it in first-class condition.
Pleasant and Park streets in village of Palmer need grading.
Main street in Thorndike needs new catch-basins and grading. A section of the sewer in that street is stopped up.
Main and Kelley streets in Three Rivers need an outlay at once, and the road from J. H. Wesson's to the village is in a dangerous condition ; also strip from Wesson's to new road near dam via Burlingame farm.
SIDEWALKS.
There are hundreds of feet of concrete sidewalks that could be put in good condition now at a reasonable expense. If permitted to go much longer without repairs rebuilding will be necessary.
BRIDGES.
The bridges were found in such condition that the expenditure of the full amount of the appropriation, $1000, was found necessary in addition to the amount of $117.82, which remains unpaid. The town of Monson has a claim of $81.12 against us.
