Report of the Overseers of the Poor.
The Overseers of the Poor present the following report :-
The net expense of caring for the poor belonging to the Town of Palmer for the year ending Feb. 15, 1907, has been $6,414, a reduction of $1,242 from that of the previous year. The net expense at the Town Farm has been reduced $243, although the average cost per week has increased 24 cents. This is occasioned by several conditions : The average number of inmates at the Farm has been 2} less than in the previous year, while certain items in the cost of maintenance - Warden's salary, fuel, lights, etc - will be the same whether there are 15 inmates or 25, thus increasing the average cost with a small number of inmates; the new buildings were not occupied until May 10, and up to that time a portion of the inmates had to be boarded out at a cost per week greater than had they been cared for in the town's building ; until the crops on the Farm could be grown almost the entire feed for the stock had to be bought, the crops of the previous year having been destroyed by the fire ; the occupancy of the new building necessitated the purchase of many articles needed to replace those lost in the fire and not provided for by the special appropriation for furnishings.
The inventory at the Farm shows a gratifying increase over that of last year, in crops and material produced on the Farm, and in the value of the live stock.
The Farm is now well equipped with buildings : A house with a normal capacity of 27 inmates, which can be made to accommodate 35 without additional expense, while a still larger number might be cared for by finishing off quarters in the spacious attic; a barn, ice house, hen house, wagon and tool shed, and a silo. The house is in need of eaves-troughs however, and the Overseers recommend a special appropriation for this purpose.

Careful investigation has been made in all cases of application for aid, and the expense kept as low as possible. No control can be had however of hospital cases and accidents which arise in other cities and towns.
The Overseers recommend an appropriation of $7500 for the support of poor, and that the monies received on their account by the Town Treasurer be appropriated for their use, as last year.

Cemetery Commissioners' Report
FOR THE YEAR ENDING FEBRUARY 15, 1907.
In submitting their annual report the Cemetery Commissioners would express their appreciation of the hearty cooperation of the citizens in their endeavor to improve and beautify the cemeteries of the town.
We are grateful for the generous donation of the Tuesday Club for the purchase of shade trees ; to the Palmer Cemetery Associa- tion for the fund to improve the old part of the Depot Village cemetery and to the Springfield and Eastern Street Railway Co. for paving the approaches to the cemetery at Palmer.
We would call the attention of the voters to the need of addi- tional improvement in the Depot Village cemetery ; the desirability of laying out and grading the addition to the cemetery at Four Corners before the further sale of lots, and the better care of the old burying grounds at Three Rivers and Palmer Center.
Our people are taking an increasing interest in our cemeteries and we invite further cooperations and donations.

Board of Health Report.
PALMER, MASS., Feb. 15th, 1907.
The Board of Health respectfully submits the following report :
The year now ended has been in some respects a busy one for the board. Several cases of disregard of orders to connect with the public sewers have required a deal of effort and no little trouble to enforce compliance.
A few cases of contagious diseases have given the board annoyance, as interests outside of the town have been involved, making the enforcement of strict quarantine imperative and insistance thereof taking much time of the board.
The Inspectors of Schools have found many cases where scholars have not been vaccinated ; these cases were reported to the board, who decided that as all scholars must be vaccinated, and those whose parents were unable to pay should be treated free. The Board make the following recommendations :
That a sewer be built to the Carpet Mill; also that the town adopt Chapter No. 103 of the Revised Laws, regarding an inspector of plumbing for the town.
There is now due from the Town of Westboro $89.62 for care of scarlet fever patients, and there is due the City of Worcester a bill for the care of contagious cases of which the board has been notified, but no bill received.
