PALMER, Feb. 15, 1908.


To the Citizens of the Town of Palmer :


In my report to the voters of the town, I wish to say that with an appropriation of about thirty dollars per mile of highway, it is impossible to put all of the roads of the town in a satisfactory con- dition, under existing conditions of use, by automobiles and heavy teams. I have endeavored to keep all the roads of the town in such a condition as to avoid damage to any one. I have also used so much of the money as I considered it safe to take from the general repairs, in graveling and work of a more permanent character.


There has been built on cemetery hill in Thorndike a paved gutter at a expense of $144, a cement retaining wall was built on Commercial street in Thorndike at an expense of $105, the road from Shearer's corner toward Palmer, was filled with gravel from 8 to 24 inches for about 2000 feet in length at an expense of $650. Park street from School street to near the engine house was graveled at an expense of $200. Main and South Main streets have been graveled at an expense of $150.


The sewer system of the village of Palmer has been extended 450 feet on Pearl street, 340 feet on Pond street and 104 feet on Spring street. Fourteen catch basins have been built to take surface water.


The appropriation for care of the water on Hastings' hill was used to put in 220 feet 18-inch tile pipe and a paved gutter to the railroad line ..


I am pleased to say that in all of my work I have kept within the appropriation and am able to show a balance.

Cemetery Commissioners' Report.


FOR THE YEAR ENDING FEBRUARY 15, 1908.


In submitting their annual report the Cemetery Commissioners would acknowledge the cooperation and support extended by the voters of the town, in their endeavor to improve and beautify our cemeteries.


The generous donation of the old Cemetery Association has been expended for the purpose for which it was given, the improve- ment of the old section of the Depot Village cemetery.


The estimates of the engineer for the completion of the terraces proved too small and a further appropriation is needed for this work. The roadways have been hardened and paved gutters have been in- stalled, thus helping in a measure to care for the large volume of water in Palmer Cemetery.
