TOWN TREASURER.


In the death of J. F. Holbrook this town has lost a faithful servant, who has performed the duties of Treasurer nine years. Mr. Holbrook died May 30, 1910, and Mr. E. B. Taylor was appointed to fill the unexpired term.


TELEPHONE SERVICE.


This board found that the town some years since had entered into an agreement with the N. E. Telephone & Telegraph Co., whereby four telephones were being furnished free of charge to such officers of the town as the Board of Selectmen might designate. That there may be no semblance of obligation to this company or restric-

tion to act freely on all privileges asked of this town in the future, this board thought it best to discontinue this agreement and allow each board to install such telephones as were needed at a discount from the regular rates as is given all towns and cities by the Telephone Co.


CLOCK IN TOWER OF UNIVERSALIST CHURCH.


This clock has not been running satisfactorily for many years, and it seems the officials of the church, in the tower of which the clock was originally installed, abandoned some time since any attempts to repair it. Mr. A. E. Fitch was engaged to repair and care for it, and finally some time in the month of October he succeeded in mak- ing it run, but this board doubts if the clock can be made to run continuously for a reasonable expenditure of money.


NORTH MAIN STREET ROAD.


After carefully considering the subject of macadamizing this street it was finally decided the members of the Massachusetts Highway Commission were better qualified to build this road, their experience of sixteen years especially fitting them for this work. Consequently bids for building this road were asked and received on specifications substantially the same as furnished by the Highway Commission. The successful bidder was Richmond F. Hudson & Co. of Melrose, Mass. The reliability and competency of this company being vouched for, the contract was awarded them and the work of con- struction begun and completed under the direction and inspection of the Highway Commission, the only expense to the town for this supervision and inspection being a very small amount for local expenses of the inspector.


The macadam is from three to four inches thick and is finished with bituminous oil, and will last many years, we are assured by the Commission, if the oil surfacing is carefully looked after each year.


SPRAYING MACHINE.


It was found that the manufacturers of the best spraying machines were so busy with orders from other towns and cities that it was impossible to get a machine for our town in time to spray the trees at the proper season, and after testing a cheaper machine, it was thought best to order a good one, and thus be in readiness when the

time again came for spraying the shade trees. The order was there- fore given to Stephen B. Church for one of their best high-pressure power latest improved type of sprayers. The machine was duly received and the tree warden is now equipped with suitable apparatus to protect the shade trees along our streets and highways this present season.


STREET LIGHTING.


Your board endeavored at the very beginning of the year to make a contract with the Central Mass. Electric Co. for lighting the streets of our town, but were informed by that company that they did not want to make such a contract and gave for a reason that it could not be lived up to if made.


It seems that the reason for this was due to the fact that the company lacked the necessary power for both operating the car lines and lighting the streets and residences of the town properly. They promised immediate action to remedy this trouble and began an addition to their power plant, but owing to a series of delays and accidents the additional power was not secured until January of this year. The management then signified its willingness to make a contract, but as the annual meeting was so near at hand your board did not deem it wise to enter into a contract so late in the year, especially in view of the fact that another lighting company has recently located in town with ample facilities for lighting our streets.


STREET RAILWAY FREIGHT HOUSE.


The Street Railway having made satisfactory arrangements for a freight house to be located and built on land between Bond's tene- ment block and the road leading to the Weeks House stables, a franchise has been granted the Street Railway Co. for a side track branching off from the Monson line nearly in front of the Weeks House and running toward the B. & A. station to a point in front of the proposed freight house, when it turns from the street and runs to said freight house. The terms of this franchise require the Street Railway Co. to macadamize all the street from the point where it leaves the main line to a point where it leaves the street. as well as that portion between the tracks, and 18 inches on each side of the tracks. This board has been given to understand that the material for this work has been ordered, and that the track will be laid and the freight house erected as soon as the weather permits.

THE C. V. R. R. CROSSING AT THREE RIVERS.


The growth of the village of Three Rivers has increased the danger at this crossing, owing to the now almost continuous use of this place by teams of all kinds and pedestrians, especially children.


The accident resulting in the death of Mrs. Dugas last summer on this crossing was another reminder of this danger, and the matter was taken up with the officials of the Central Vermont Railroad Company.


After some correspondence and considerable delay, the railroad company agreed to have the crossing protected by the local station agent by flagging all trains except those passing during the night. In view of the fact that this subject had been before the Railroad Commissioners in recent years, your board deemed it wiser to accept this proposition rather than to take it to the commissioners, involv- ing considerable expense.


SEWER ENTRANCES.


As there seems no definite instruction regarding the amount to be charged for the work of entering the town's sewer, we would recom- mend that the town instruct the board of selectmen to make a charge to all those desiring to connect with the town's sewers of $25 for each family, together with the expense of material and labor, digging and connecting the same, such digging and connecting to be under the supervision of the Highway Commissioner.


MAIN STREET GRADE.


It seems that when Main street was paved, the grade was raised six inches, consequently the macadam road, beginning where the pavement left off, which is nearly opposite the post office block, is six inches higher at that point than formerly.


This is apt to cause inconvenience and some damage to the Loomis property, and, as the walk from that point along North Main street to a point a little north of the residence of L. E. Chandler is lower than it should be, we recommend that an appropriation of $250 be made to raise this walk to a proper level, concreting the same after it is raised and placing a curbing in front of the Loomis block.


TERM OF OFFICE OF SELECTMEN.


In view of the year's experience, the members of this board feel

the need of changing from the present method to that of electing one member each year for a term of three years.


This would insure the town the services of two experienced members on the board all the time, and thus avoid the possible chance of electing all new members at one time, as was done at the last town election. The advantages to the town of having two experienced members on the board continuously are obvious, and we strongly recommend the change.


SELECTMEN'S ROOM.


We feel warranted in calling your attention to the very limited office room and facilities for transacting the town's business.


The room in the Memorial Building called the "Selectmen's room " is 21 by 20 feet, and has a vault 6 by 5 feet, in which are kept papers and books belonging not only to the officers of this board, but also to the Town Clerk, Town Treasurer, Assessors, Overseers of the Poor and Cemetery Commissioners.


All of the valuable apparatus of the Sealer of Weights and Measures is kept in this room without proper protection.


In our opinion the time has arrived when some action should be taken to provide proper rooms in which the various officers of the town can transact the town's business, keep their records systemati- cally, and safely, and if necessary hold simultaneous meetings with- out interfering with each other.

Highway Surveyor's Report.


To the Voters of the Town of Palmer :


The repairs of the highways of the town the past year have been by use of the road machine, the split-log drag, turnpiking and gravel.


In Three Rivers repairs were made on the Palmer road, Baptist Hill, Belchertown road, Main street and Bourne street.


In Bondsville repairs were made on Main street, High street, Sullivan road from the B. and M. crossing, Carmody road, and the road to the Deacon Foster farm. Some repairs made on the Ware road, some in the Olney district, some in the Shaw district and the Shorley district, some in the George A. Smith district, some on the Carpet Mill road from Palmer Center to Park street in Palmer.


In Thorndike there were repairs on Commercial street, some on High street, some on Main street and some on Summer street.


There were repairs in Palmer on Pond street, Pine street, King street, Highland street, Converse street, Grove street, Park street, Pleasant street, Walnut street, Water street, South Main street, Dublin street, Fox street, and some in the Wire Mill district.


There is a great amount of work to be done on the highways in this town. There are large boulders and a ledge on Baptist Hill, the same in the Olney district, the same in the Shaw district and some in the Shorley district. It will take some money to open up those roads. North Main street and South Main street in the Depot Village, from the town house at Four Corners going to Thorndike, from the Four Corners to Bondsville, the sand road from Three Rivers to Shearer's Corner, the sand road from the town farm to the residence of J. W. Foley- all these roads need attention.

SEWERS AND CULVERTS.


There has been about 600 feet of sewer pipe laid, with twelve new catchbasins.


BRIDGES.


The West Brimfield bridge, the Keith bridge, the Bridge street bridge at Palmer, the Mansfield bridge at Bondsville have been planked ; the Dutton bridge and two bridges at Bondsville have been painted.
