Report of Board of Selectmen


The Selectmen respectfully submit the following report:


The Board organized with the choice of Ludwik Marhelewicz as Chairman and Harrison W. Thompson as Secretary.


The following appointments were made: Ernest E. Hobson, Town Counsel; Harriette Paine, Bookkeeper; Ralph E. Canning, Burial Agent; David L. Bodfish, Super- intendent of Graves; M. Scott French, Chief Engineer ; Joseph L. Marhelewicz, Inspector of Animals; Henry Ruckley, Superintendent of Streets, and Robert L. Mc- Donald, Clerk of highway matters.


The Board has attended to the several matters of highway construction and repairs specifically voted at the last annual and special town meetings. There was unfortunately a delay in the letting of the contract for the construction of a part of the road between the Villages of Three Rivers and Thorndike, and it was not until in Octo- ber that the contract was let. The contractor did not start the work until some time in November and its completion will not be possible until the spring.


The Board has arranged with the Department of Public Works and the Commissioners of Hampden County for assistance in the construction of the remainder of the Thorndike-Three Rivers Road, at an estimated cost of $20,000. The Commonwealth has agreed to contribute $10,000, the County $5,000 and the town's share will be $5,000.

The Board has also arranged with the Department of Public Works and the Commissioners of Hampden County for assistance in the construction of a new bridge to replace Dutton's Bridge on the Bondsville Road. The estimated cost is $50,000. The Commonwealth has agreed to contribute $30,000, the County $10,000, and the town's share will be $10,000.


The Board has also arranged with the Department of Public Works and the Commissioners of Hampden County for assistance in the reconstruction of Bourne Street from the Palmer-Bondsville Road to Pleasant Street in Three Rivers. The estimated cost is $10,000. The Commonwealth has agreed to contribute $5,000, the County $2,500, and the town's share will be $2,500.


The Board has also arranged with the Department of Public Works and the Commissioners of Hampden County for assistance for necessary repairs and main- tenance of the so-called Chapter 90 Roads at an estimated cost of $4,000. The Commonwealth has agreed to con- tribute $2,000, the County $1,000, and the town's share will be $1,000.


Suitable articles for all the above projects have been inserted in the warrant for the annual meeting.


Considerable damage was done to some of the bridges of the town in the heavy floods of last March. The stone arch bridge and the Church Street bridge in Thorndike were completely carried away. The Depot Street Bridge in Bondsville was damaged to such an extent that it was unsafe for use. The Board was able to secure the co- operation of the members of the Brimfield C. C. C. Camp, who furnished free labor and the town the material for the construction of a temporary foot bridge over the Ware River southerly of the site of the Stone arch Bridge. It also secured from the W. P. A. free labor and materials for the construction of a temporary bridge over the Ware River in Church Street, Thorndike.

Acting under the provisions of Chapter 429 of the Acts of 1926, the Department of Public Works has arranged for the reconstruction of the Church Street and Main Street bridges over the Ware River in Thorndike. Both the Commonwealth of Massachusetts and the Federal Government are to assist in this work, and the amount which the town will have to contribute will be very small, although yet not definitely known. The town's share will automatically be assessed against the town as a part of its state tax and an appropriation will have to be made to take care of it. The town will also have to pay any land damages sustained as a result of the construction of these two bridges. This item will be very small. Suitable arti- cles for both of these matters have been inserted in the warrant to enable the town to take necessary action.


During the year 1936 the town has been very fortun- ate in receiving a large amount of federal funds to carry on Work Relief Projects. Some months there have been as many as 450 people employed on W. P. A. projects. Ordinary unskilled labor received $13.121/2 a week. The approximate amount of money spent for W. P. A. work from all sources during the year has been $340,200, of which amount the Town of Palmer has spent approxi- mately $30,600. There is a considerable amount of work which the town has eventually got to do on highways, sidewalks, sewers, etc., and it would seem wise and very good business to do this work while Federal assist- ance is available, not only because of the reduction in the welfare costs which will ensue, but also because of the large saving to the town in the actual cost of construction.


Recommendations for appropriations for 1937 are not published herewith in order to save expense, but they have been filed with the Finance Committee.


The Board appreciates the co-operation and assist- ance given to it by all the officials of the town and others during the year.
