The Board has attended to the several matters of Highway Appropriations, and repairs voted at the last annual town meeting. Under Oil Appropriation for 1938, the following streets were oiled: Baptist Hill Road, South High St., Barker St., Spring St., Foster St., Maple St., Pinney St., Breckenridge St., Shearer St., Foundry St., Fenton St., and Warren St., under Chapter 90 Main- tenance, Forest Lake Road, and Thorndike St. were oiled.


Dutton's Bridge is under construction by the Hos- mer Construction Co. of Greenfield. This is a Chapter 90 Project voted at the last annual town meeting.


On Chapter 90 Shearer's Corner to Bondsville Road, the Town contracted to build this road but the contract was not awarded until October, and only work that was done was drainage, the balance of this work will be

completed in the Spring as soon as conditions are favor- able for road construction.


The Board has arranged with the Dep't of Public Works and County of Hampden for assistance in the construction of a new Bridge on Main St., Three Rivers at a cost of $40,000.00, the State to pay $20,000.00 the County and Town $10,000.00 each.


The Board has arranged with the Dept. of Public Works and County of Hampden for the Shearer's Corner- Bondsville Road at a cost of $28,000.00, the State to pay $14,000.00, the County and Town to pay $7,000.00 each.


The Board has arranged with the Dep't of Public Works and County of Hampden to build the Three Rivers- Thorndike Road at a cost of $16,000.00 the State to pay $8,000.00, the County and Town to pay $4,000.00 each.


The Board has arranged for State and County assistance for the Maintenance of Chapter 90 Roads so- called at an estimated cost of $3,000.00, the State to contribute $1,000.00, the County and Town $1,000.00 each.


During the year of 1938, there was an approximate total of $289,000.00 spent in the town on Work Relief Projects. Of this amount, the Federal Government spent $239,403.31 and the Town of Palmer $49,596.69 which is a ratio of 82.8% to 17.2% or nearly 5 to 1. There has been an average of 335 persons on Work Relief during the year, but a large part of the year the personnel has been about 400.


We have tried just as far as possible to work projects which were worth while and which would be of permanent benefit to the town.

The Employees of the W. P. A. after the Flood and Hurricane in September rendered valuable assistance in clearing up the damage caused by the storm, and saved the Town thousands of dollars. The Board wishes to extend thanks to M. J. Daley in charge of the Spring- field office for his fine cooperation.


Recommendations for 1939 appropriations are not published herewith in order to save expense, but they have been filed with the Finance Committee.


At the last annual town meeting no appropriation was made for Snow Removal and snow removal cost the Town in excess of $8,000.00, during 1938, and it was necessary that the money used for snow removal be taken from the Highway fund. We respectfully request that a separate snow removal fund be appropriated for the year of 1939, and ask that the Voters and Finance Committee give this matter their earnest consideration.


The Board appreciates the cooperation and assist- ance given it by all officials of the Town and others during the past year.
