Article 19. To see if the town will raise and appropriate money under the authority of Section 22 of Chapter 115 of the General Laws for the care of graves of persons who served in the Army, Navy or Marine Corps of the United States in time of war or insurrection and were honorably discharged from such service.
Article 20. To see what action the town will take in rela- tion to sewers.
Article 21. To see what action the town will take in regard to sidewalks and curbing.

Article 25. To see if the town will vote to pay a fee for at- tendance at meetings of the Bureau of Old Age Assistance and/ or Bureau of Aid to Dependent Children and Disability Assist- ance to members of the Board of Public Welfare chosen to serve in the Division of Old Age Assistance and/or Division of Aid to Dependent Children and Disability Assistance in addition to the salary received by them as members of said Board of Public Wel- fare, fix the amount thereof, and raise and appropriate any money for the same, or take any action relative thereto.
Article 26. To see if the town will raise and appropriate any sum of money, to be expended under the direction of the Board of Health, for the purpose of giving to the school children attending parochial or private schools in the town substantially the same medical examinations and tests now afforded to the children attending the public schools.
Article 27. To see if the town will vote to authorize the se- lectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some con- venient and public place in the town fourteen days at least before the sale, property taken by the Town under tax title procedure, provided that the selectmen or whomsoever they may authorize to hold such auction may reject any bid which they deem inade- quate, or take any action relative thereto.
Article 28. To see if the town will vote to authorize the selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, or at private sale, any old and obsolete equipment or personal property, provided that the selectmen or whomsoever they may authorize to hold such auction or sale may reject any bid which they deem inadequate, or take any action relative thereto.
Article 29. To see if the town will vote to raise and appro- priate any sum of money for the operation and maintenance of Burleigh Park, Legion Field and the Eager Playground in the De- pot Village, playgrounds in the several villages of the town and the care and preservation of the Memorial Approach to the High School and memorial plots in the several villages of the town.
Article 30. (a) To see what action the town will take with reference to the planting and preservation of shade trees; (b) To see if the town will vote to determine and fix the salary of the tree warden and raise and appropriate money for the same; (c)

Article 31. To see if the town will raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action relative thereto.
Article 32. To see if the town will vote to raise and appro- priate any sum of money to be expended for the burial of soldiers or sailors, their wives and dependent children, or other members of the Armed Forces of the United States under the provisions of Chapter 115 of the General Laws.
Article 33. To see if the town will raise and appropriate any sum of money for the maintenance of the Veterans' Service Cen- ter.
Article 34. To see if the town will vote to raise and appro- priate any sum of money to be paid to the Treasurer-Custodian of the Hampden County Retirement System to be credited to the town's share of the funds thereof.

To see if the town will vote to raise and appro- priate any sum of money for the collection and disposal of gar- bage and/or rubbish in the several villages of the Town of Pal- mer and that the selectmen be instructed and they are hereby authorized to prepare specifications, execute a contract or con- tracts and do all things necessary to effect the collection of said garbage and/or rubbish, or to authorize the selectmen to have said garbage and/or rubbish collected by a department of the town, or take any action relative thereto.
Article 36. To see if the town will vote to appropriate or transfer from the parking meter account any sum of money for (a) police enforcement; (b) constructing, reconstructing, resur- facing, operating and maintaining off street parking areas; (c) a miscellaneous fund under the exclusive control of the selectmen to be used for purposes authorized by law; and to authorize the selectmen to acquire off street parking facilities by lease for a term not exceeding five years as authorized by law.
Article 37. To see if the town will vote to raise and appro- priate any sum of money for civilian defense, or take any action relative thereto.

Article 38. To see if the town will vote to raise and appro- priate the sum of money necessary to pay overdraft on snow re- moval.
Article 39. To see if the town will vote to transfer the sum of seventeen thousand ($17,000) dollars, or any other sum, from the Overlay Reserve Account to the Reserve Fund, or take any action relative thereto.
Article 40. To see if the town will vote to accept the pro- visions of Chapter 781 of the Acts of 1951 which provides for in- creasing the amounts of pensions and retirement allowances pay- able to certain former public employees, or take any action relative thereto.
Article 41. To see if the town will vote to accept Section 103A of Chapter 54 of the General Laws which provides for ab- sentee voting in regular town elections, or take any action relative thereto.
Article 42. To see if the town will vote to accept Section 16C of Chapter 147 of the General Laws which provides that members of the Police Department shall be excused from duty for two days out of every seven without loss of pay, or take any action rela- tive thereto.
Article 43. To see if the town will vote to raise and appro- priate any sum of money for the celebration of the 200th Anni- versary of Palmer, or take any action relative thereto.
Article 44. To see if the town will vote to raise and appro- priate any sum of money for the repair, upkeep and maintenance of public buildings within the Town, or take any action relative thereto.
Article 45. To see if the town will vote to grant an ease- ment to Worcester County Electric Company across and upon a strip of land fifty (50) feet in width located on Bridge Street in the Depot Village, said land being more particularly described in deed of Dean and Sherk Company, Inc. to Inhabitants of Palmer dated November 13, 1942 and recorded with Hampden County Registry of Deeds, Book 1752, Page 309; the location of said ease- ment to become established by and upon the recording of a plan of Worcester County Electric Company's final survey and to ac- cept such sum in compensation as the Selectmen may deem suit- able.

Article 46. To see if the town will vote to appropriate $50,- 000 or any other sum of money from Free Cash to reduce the 1952 tax levy, or take any action relative thereto.
Article 47. To see if the town will vote to accept the fol- lowing perpetual care funds which have been given to it during the year: Mary E. Mackenzie $200.00; Anna A. Tolman $200.00; Harry E. Griswold $200.00; Helen S. Hulett $100.00; Mrs. Harry W. Hamilton $100.00.
Article 48. To see if the town will vote to raise and appro- priate any sum of money for the granting of assistance under the provisions of the Disability Assistance Law, Chapter 118D of the General Laws, and for expenses to be incurred in connection with the granting of such assistance, or take any action relative thereto.
Article 49. To see if the town will vote to accept the pro- visions of Chapter 31, Sections 47C, 47D and 47E of the General Laws known as "Welfare Compensation Plan" which provides for the fixing of compensation and employment conditions of em- ployees of the Welfare Department of the town.
Article 50. To see if the town will vote to authorize the Mo- derator to appoint a committee of nine members representing each section of the town to investigate the possibility of obtain- ing water from Quabbin Reservoir having in mind the formation of one fire district to serve the whole town.
Article 51. To see if the town will vote to sell the Weni- messet Building (formerly the Wenimesset School) and the land on which it is located to the Romauld Renaud Post #74 American Veterans of World War II of Three Rivers for the sum of one dol- lar with the following conditions: (a) that the building or any portion of the land will not be resold to any other party but the town; (b) should the town need this building for the purpose of a school, the building will be surrendered to the town for that pur- pose.
Article 52. To see if the town will vote to erect and main- tain a suitable memorial to those of this town who lost their lives in military or naval service in World War II, and raise and appropriate money for the same, or take any action relative thereto.
Article 53. To see if the town will vote to raise and appro- priate any sum of money for the purchase of a tree spraying out- fit for the Superintendent of Moth and Dutch Elm Disease, or take any action relative thereto.

Article 54. To see if the town will vote to resurface Main Street, village of Thorndike, from the Canal Bridge to Church Street, a distance of approximately two hundred (200) feet, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 55. To see if the town will vote to repair and re- surface Spring Street, village of Bondsville, from the intersection of Main Street to High Street, a distance of approximately seven hundred fifty (750) feet, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 56. To see if the town will vote to continue improv- ing and widening the roadway on Emery Street, otherwise known as Airport Road, in Forest Lake District, and raise and appro- priate any sum of money therefor, or take any action relative thereto.
Article 57. To see if the town will vote to improve Foster Street, village of Bondsville from the intersection of Emery Street to the Ware Line, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 58. To see if the town will vote to widen and straighten and otherwise improve Bondsville Road, Forest Lake District, from the intersection of Ware Road and Forest Lake Road to the junction of Emery Street, otherwise known as Air- port Road, and raise and appropriate any sum of money there- for, or take any action relative thereto.
Article 59. To see if the town will vote to improve and hard- en Coache Street, village of Three Rivers, from East Main Street northerly a distance of approximately three hundred eighty (380) feet, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 60. To see if the town will vote to improve and hard- en Bowden Street, Depot Village, from North Main Street west- erly a distance of approximately five hundred (500) feet, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 61. To see if the town will vote to improve and hard- en Mason District Road a distance of approximately two (2) miles, and raise and appropriate any sum of money therefor, or take any action relative thereto.

Article 62. To see if the town will vote to improve Searle Street, Depot Village, from North Main Street easterly to Fair- view Street a distance of approximately five hundred fifty (550) feet, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 63. To see if the town will vote to improve Barlow Street, Depot Village, from Searle Street southerly a distance of approximately two hundred fifty (250) feet, and raise and appro- priate any sum of money therefor, or take any action relative thereto.
Article 64. To see if the town will vote to widen and improve Shearer Street in the Depot Village from North Main Street to Randall Street a distance of approximately nine hundred fifty (950) feet, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 65. To see if the town will vote to widen and im- prove Shearer Street, Depot Village, from the westerly line of Randall Street easterly a distance of approximately twenty-four hundred. (2400) feet, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 66. To see if the town will vote to improve Long- view Street, Depot Village, from Buckland Street easterly to the present improved surface, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 67. To see if the town will vote to improve Bourne Street, village of Three Rivers, from Pleasant Street easterly a distance of approximately six hundred (600) feet, and raise and appropriate any sum of money therefor, or take any action re- lative thereto.
Article 68. To see if the town will vote to widen and other- wise improve Old Warren Road from the residence of Bigda west- erly a distance of approximately twenty-five hundred (2500) feet, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 69. To see if the town will vote to re-oil Baptist Hill Road, village of Three Rivers, from the Wesson property to the property known as Burlingame Farm a distance of approxi- mately one (1) mile and to gravel and oil from the property known as Burlingame Farm to the Wilbraham-Palmer line a dis- tance of approximately one (1) mile, and raise and appropriate any sum of money therefor, or take any action relative thereto.

To see if the town will vote to gravel and oil Baptist Hill Road, village of Three Rivers, from Springfield Street, village of Three Rivers, westerly a distance of approxi- mately one-third (1/3) of a mile, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 71. To see if the town will vote to improve Salem Street, Depot Village, from South Main Street to Riverview Park- way, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 72. To see if the town will vote to raise and appro- priate any sum of money to resurface with Type I Asphalt and otherwise improve South Main Street, Depot Village, beginning at the state highway line and running westerly for approximate- ly one thousand (1000) feet, more or less, and to rebank the curve at the intersection of South Main Street and Chestnut Street, or take any action relative thereto.
Article 73. To see if the town will vote to improve River- view Parkway Extension, Depot Village, and raise and appro- priate any sum of money therefor, or take any action relative thereto.
Article 74. To see if the town will vote to raise and appro- priate any sum of money for the resurfacing of High Street, vil- lage of Bondsville, from its intersection with Griffin Street to its intersection with Center Street, or take any action relative thereto.
Article 75. To see if the town will vote to widen and im- prove Wilson Street, Depot Village, from North Main Street to Fairview Street, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 76. To see if the town will vote to reconstruct the bridge spanning the canal on Main Street in the village of Thorn- dike, and appropriate and raise by taxation or otherwise, or by transfer from available funds, any sum of money therefor, said sum to be used in conjunction with any monies allotted for this purpose by the Commonwealth of Massachusetts and the County of Hampden, or take any action relative thereto.
Article 77. To see if the town will vote to reconstruct the bridge spanning the canal on Church Street in the village of Thorndike, and appropriate and raise by taxation or otherwise, or by transfer from available funds, any sum of money therefor,

said sum to be used in conjunction with any monies allotted for this purpose by the Commonwealth of Massachusetts and the County of Hampden, or take any action relative thereto.
Article 78. To see if the town will vote to improve Temple Street, Depot Village, and raise and appropriate any sum of money therefor, or take any action relative thereto.
Article 79. To see if the town will vote to raise and appro- priate any sum of money to provide suitable drainage on High Street, Depot Village, in order to prevent overflow from present pipe from draining onto adjoining property, or take any action relative thereto.
Article 80. To see if the town will vote to raise and appro- priate any sum of money for the construction of new sewers and necessary catch basins in the following locations: (a) Mechanic Street, in Depot Village; (b) continuation of sewer on South Main Street, Depot Village, from residence of one Bradley southerly a distance of approximately three hundred (300) feet; (c) George Street, in Depot Village; (d) Park Street, Depot Village, from the end of the present sewer near residence of one Raczka east- erly to residence of one Staback a distance of approximately one thousand (1000) feet.
Article 81. To see if the town will vote to raise and appro- priate money for the construction of new sidewalks and curbing's as follows: (a) sidewalk and curbing on River Street, village of Thorndike, from existing sidewalk near Lake Junction to property of one Bigda, a distance of approximately thirty-one hundred (3100) feet; (b) sidewalk and curbing on Lathrop Street, Depot Village, north side from North Main Street westerly to the west- erly side of residence of Toshikian; (c) sidewalk and curbing North Street, village of Three Rivers, from residence of Michael Magiera to driveway of Paul Smola a distance of approximately six hundred (600) feet; (d) sidewalk and curbing on east side of Lariviere Street, village of Three Rivers, from Main Street to northerly end of Lariviere Street; (e) sidewalk and curbing on west side of Lariviere Street, village of Three Rivers, from Main Street to northerly end of Lariviere Street; (f) sidewalk and curbing on Knox Street, Depot Village, west side from Highland Street to Pine Street; (g) sidewalk and curbing on Knox Street, Depot Village, east side from Foster Street to Pine Street; (h) curbing on Highland Street, Depot Village, north side from Knox Street to Squier Street; (i) sidewalk and curbing on Highland Street, Depot Village, north side from Knox Street to Squier Street; (j) sidewalk and curbing on Spring Street, Depot Village, north side from Squier Street approximately one hundred sixty-

five (165) feet; (k) sidewalk on Church Street, village of Thorn- dike, south side from First Congregational Church easterly about five hundred (500) feet; (1) sidewalk on Ruggles Street, village of Three Rivers, east side from Main Street approximately six hundred (600) feet; (m) sidewalk and curbing on Ruggles Street, village of Three Rivers, west side from Main Street approximately six hundred (600) feet; (n) sidewalk in front of 19-21 Maple Street, Depot Village.
Article 82. To see if the town will vote to install and main- tain additional street lights as follows: (a) lights as necessary on Springfield Street, village of Three Rivers, between residence of Sasur to residence of Zuhosky; (b) lights as necessary on Forest Lake Road, village of Thorndike, from River Street to residence of Adam Kos; (c) light on Charles Street, village of Three Rivers, between Pine Street and Oak Street; (d) light on north side of Blanchard Street, Depot Village, at intersection of private way of Joseph Fullerton; (e) lights on poles #100 and #102 Palmer Road, village of Bondsville; (f) lights as necessary on Calkins Road, Depot Village, between residence of Joseph Pastuszak and Clarence Bisonette; (g) lights as necessary on Calkins Road, Depot Village, from residence of Peter Ditto to Boston Road; (h) light at corner of Riverview Parkway and Conant Street, Depot Village; (i) lights as necessary on Bridge Street, Depot Village.
Article 83. To see if the town will vote to raise and appro- priate any sum of money for the purchase of the following equipment for the Highway Department: one (1) portable gaso- line shovel; one (1) portable gasoline roller; one (1) salt spreader; one (1) 21/2 ton truck, or take any action relative thereto.
Article 84. To see if the town will vote to correct the drainage of water from Sykes Street onto adjacent private property near the intersection of Bourne Street in the village of Three Rivers and to acquire by easement any necessary rights or privileges as the Selectmen may deem necessary and to appropriate and raise by taxation or otherwise or by transfer from available funds, any sum of money therefor, said sum to be used in conjunction with any monies allotted for this purpose by the Commonwealth of Massachusetts and the County of Hampden, or take any action relative thereto.
Article 85. To see if the town will accept and allow a town way in the Depot Village, as shown as Bowden Street on plan entitled "Plan of Lots owned by C. W. Hastings and Co., Palmer, Mass.", made by Durkee, White & Towne, Engrs., dated April, 1900, as laid out by the Selectmen, according to the following

description: Beginning at a point in the westerly line of North Main Street, said point being two hundred and 00/100 (200.00) feet, more or less, northerly from an iron pin at the intersection of the westerly line of North Main Street with the northerly line of Green Street, and running thence westerly, perpendicular to to the westerly line of North Main Street, as shown on said plan four hundred sixty and 00/100 (460.00) feet to the easterly line of Mechanic Street; thence turning and running northerly forty and 00/100 (40.00) feet along said easterly line of Mechanic Street to a point; thence turning and running easterly, in a line parallel with the first described course, four hundred sixty and 00/100 (460.00) feet to the above mentioned westerly line of North Main Street; thence turning and running southerly, along said westerly line of North Main Street forty and 00/100 . (40.00) . feet to the point of beginning. The above described way or street is laid over land set aside to be used as a way or street by C. W. Hastings & Company, as shown on above described plan, recorded with Hampden County Deeds, Book of Plans 1, Page 203. Said street is to be known as Bowden Street. Said town way is laid out over land supposed to belong to Henry T. Dobson; to see if the town will vote to take in fee, for highway purposes, the land above described, and raise and appropriate any sum of money for the purpose of taking said land and pay- ing compensation therefor to the owners thereof.
Article 86. To see if the town will accept and allow a town way in the Depot Village of Palmer as shown on plan entitled "Plan Showing Layout of Extension of Buckland Street and Long- view Street, formerly known as Buckland Road and Longview Road respectively, Depot Village, Palmer, Massachusetts," dated December 1950, prepared by T. D. Crimmins, C. E., Town Eng- ineer, as laid out by the Selectmen according to the following de- scription: Beginning at an iron pin in the ground at the point of intersection of the westerly line of said Buckland Street and the southerly line of the tract herein described; thence N 45° 27' W five hundred ninety-three and 19/100 (593.19) feet to an iron pin in the ground; thence northwesterly along a curve of radius two hundred twenty-five and 00/100 (225.00) feet a distance of one hundred ninety-six and 35/100 (196.35) feet to an iron pin in the ground; thence northwesterly along a reversed curve of radius three hundred fifty-eight and 65/100 (358.65) feet a distance of one hundred ninety-eight and 20/100 (198.20) feet to an iron pin in the ground; thence N 27º 06' 45" W a distance of four hund- red eighty-two and 92/100 (482.92) feet to the easterly line of Shearer Street; thence N 62° 53' 15" E along the easterly line of said Shearer Street a distance of fifty and 00/100 (50.00) feet to an iron pin in the ground; thence S 27° 06' 45" E a distance of four hundred eighty-two and 92/100 (482.92) feet to an iron pin in the ground; thence southeasterly along a curve of radius four
