Report of Chief of Police


To the Honorable Board of Selectmen Palmer, Massachusetts


Gentlemen :


I submit herewith my annual report of the police department for the year ending December 31, 1962.


During the year, 511 complaints were issued against 395 males and 30 females. There were 13 delinquency complaints is- sued against juveniles. The cruisers covered 97,577 miles in motor patrols; nine stolen cars were recovered; and 290 sum- monses were served for other departments.


Three persons were killed in automobile accidents and of these two were operators of motor vehicles, and one was a pass- enger in a motor vehicle. In 36 automobile accidents, 59 persons were injured including two pedestrians and two bicyclists. There were 75 automobile accidents causing property damage.


On July 14, 1962, Sergeant Harry E. Murphy retired from the police force. He was appointed an intermittent officer on June 15, 1942, a regular patrolman on January 1, 1947, and sergeant on June 28, 1961. During these years he has performed his duties faithfully and well and it is the hope of the members of this de- partment that he is able to enjoy his retirement for a good num- ber of years.


On September 13, 1962, Harold L. Olson was appointed ser- geant. William E. Reynolds resigned from the police force on October 1, 1962, and on the same day Sydney Clark was appointed a regular patrolman, making the total complement of this de- partment ten men including seven patrolmen, two sergeants, and the chief of police.


During the year the department lost two men and gained only one. The demand for service increases constantly and I would recommend the appointment of three additional patrolmen.


In conclusion, I wish to thank your honorable board for the cooperation it has extended to me during the past year. I wish to thank my police officers for their cooperation and assistance dur- ing the year, and to express my appreciation to all of the people of Palmer who have aided the department in any way.

Report of Park Commissioners


Due to the construction of the new High School the past year has seen many changes in the appearance of Legion Field.


The construction forced us to lose one softball diamond, tennis courts, skating areas and forced us to relocate the baseball dia- mond. This relocation of the baseball diamond made us build an addition to the backstop.


The loss of the tennis courts was keenly felt by some as this was the first time that the town did not have any tennis courts to play on.


Losing our skating areas forced us to find a suitable area to replace them. We met this problem by building two rinks on Legion Field, one rink was used for hockey and the other for skating. The hockey rink was built mostly for the needs of the Palmer High hockey team.


We also built a skating rink on the Common in Three Rivers. Legion Field this year was used to full capacity and this resulted in the field having to take a beating from the persons who used it and front the dry weather we had during the summer.


With our water supply to the field cut off by the constructon, we were unable to keep the field in the excellent condition it was in before the construction started. In our opinion it will take a lot of hard work to restore the field. Burleigh Park was again kept open to accommodate the many picnickers of the area.


This year the added work in relocating the diamond, tearing down the wire fence around the tennis courts and Legion Field, building the addition to the backstop, finding new areas for skat- ing forced us to go over our budget.


This made us go to the town and get an additional $1800 in our budget to finish the year.


The members of the board wish to thank all those who helped make this year a pleasant and happy one. A special thanks to the Selectmen for their guidance and aid during the past year.
