Town of Williamsburg


FOR THE


YEAR ENDING DECEMBER 31, 1936

Town Warrant


ARTICLE 1. To elect a Moderator. To elect three Selectmen, who shall be Overseers of Public Welfare and act as Board of Health. To elect one Town Clerk, one Treasurer, one Tax Col- lector, one Elector under the will of the late Oliver Emith, Esq., two Constables, one Tree Warden, all for one year; one Water Commissioner, one Assessor, one School Commiteeman, one Commissioner of Trust Funds, one Library Trustee, all for one three years.


ARTICLE 2. To choose all necessary minor Town Officers for the ensuing year.


ARTICLE 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


ARTICLE 4. To see if the Town will vote to raise and appropriate such sums of money as shall be deemed necessary to defray the expenses of the current financial year.


ARTICLE 5. To hear the report of the Selectmen, Treasurer, School Committee, Water Commissioners, and other committees and act thereon.


ARTICLE 6. To choose a committee to expend the income from the Whiting Street Fund.


ARTICLE 7. To see if the Town will vote to authorize the Treasurer to pay the unpaid bills of 1936 out of the 1937 appropriation.


ARTICLE 8. To see if the Town will vote to transfer and appro- priate the sum of $1,258.61 to the Road Machinery Expense account of 1937.

ARTICLE 9. To see if the Town will vote to authorize the Assessors to use from the Free Cash a sum not to exceed ten thousand dollars to reduce taxation.


ARTICLE 10. To see if the Town will vote to change Article 3, under General Government of the Town By-Laws, so as to read: "A quorum at any annual or special Town Meeting, except such parts of meetings are are devoted exclusively to the election of Town Officers, shall consist of sixty registered voters," or take any other action thereon.


ARTICLE 11. To see if the Town will vote to raise and appropriate a sum of money sufficient to put an addition on the Helen E. James School to take care of present needs, or take any other action thereon.


ARTICLE 12. To see if the Town will vote to raise and appropriate a sum not exceeding $3,800.00 for the purchase of a new Triple Combination Fire Truck with 500 gallon pump and equipment, or take any other action thereon.


ARTIC'E 13. To see if the Town will vote to raise and appropriate $400.00 for a new sidewalk on the east side of Main Street, Williamsburg, or take any other action thereon.


ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of $500 00 to replace the present two inch main by a mour inch main in Village Hill Avenue, providing a WPA project may be obtained to provide labor for the same, or take any other action thereon.


ARTICLE 15. To see if the Town will vote to raise and appropriate the sum of $1,000.00 to extend the water main from the Fred Vining farm to the Cecil Loomis farm in Mountain Street, pro- viding a WPA project can be obtained to furnish labor for the same, or take any other action thereon.


The Polls may close at 3 P. M.

Selectmen's Report


Your Selectmen herewith submit the following report:


The Board organized on February 4th, and elected L. B. San- derson, Chairman, and Oakley Ames, Clerk. Meetings have been held every Monday night. The following officials were re-appointed : L. C. Wales as Superintendent of Bridges and Fences, Mr. Albert Lawton, Inspector of Barns, Animals and Meats, F. A. Shumway, Inspector of Dairies, C. K. Hathaway, Fire Chief and Forest Warden, George H. Bisbee as Sealer of Weights and Measures, B. L. Dobbs as Moth Superintendent, L. H. Cranson as Fish and Game Warren, and L. H. Cranson as Highway Superintendent.


We regretted very much the resignation of our very efficient highway superintendent, Mr. H .H. Nichols, who has served the Town long and well in that capacity.


Our Welfare situation was greatly relieved the past year by the aid of WPA projects, from which we feel we have benefited greatly. The Water Diversion project in Haydenville we feel is going to be of lasting benefit, as we think it will relieve the flood condition around our Haydenville School and Church. Our Farm to Market projects have certainly been a big factor in improving several of our secondary roads, and without a very heavy expense to the town.


Our Chapter 90 work was applied on Mountain Street this year, and we recommend that the work be continued on that same road next year.


A new sidewalk was laid on lower Main Street in Haydenville, which was greatly appreciated as well as much needed.


During the year we have been able to finance our obligations without having to obtain any short term loans, which is rather un- usual.


At this time we wish to extend to the Finance Committee our appreciation of the fine cooperation we have received from them during the past year.

Report of Finance Committee


The Finance Committee have held seven meetings during the year, and voted to transfer sums of money from the funds of the committee to the different departments as requested and needed.


The committee respectfully requests that each department sub- mit a tentative budget carefully prepared in detail, when they are called to meet the Finance Committee next year.


Details of the budget recommendations will be found on follow- ing pages.
