In order to become aware of school building needs the Committee has reviewed yearly studies of population growth and has made recommendations of future build- ing needs.
The Committee has been constantly studying the problem of the status of our teachers. A merit plan for teacher salary advancement was adopted and put into effect two years ago.
-216-
Two community wide conferences on education have been held since 1956. They were the equivalent of all- day conferences and enrolled about 200 persons at each meeting. From these conferences the Committee gained valuable insight into the opinions and viewpoints of par- ents and others about their schools. The first conference emphasized the need for more attention to the teaching of the fundamentals, and for revision of the marking system. The second conference showed the concern of parents for more individual counseling.
Citizen Interest
Duxbury is fortunate in having an active Parent- Teacher organization. Over the past several years this group has increased its size until it now has more than five hundred members. The Parent-Teacher Association has conducted fund raising activities to provide scholar- ships and pay the cost of some special programs at the schools. It has sponsored grade-level parent-teacher meetings and science fairs, and has brought speakers to Duxbury to discuss education. May I express appreci- ation to this group for their fine work in behalf of our schools. During 1958, under the leadership of Mrs. Robert French, and later under the new president, Mr. Carl Tobey, the organization has moved ahead to new achievements.
The Duxbury Boosters Club under the leadership of Mr. Frank Roberts has sought, through interest in ath- letics, to build and maintain high school morale. Their efforts are sincerely appreciated.
May I express appreciation also to the two building committees who have been holding many meetings in an effort to present acceptable solutions to our school build- ing needs.
-217-
In closing I would like to thank the Duxbury School Committee for its many hours of service in behalf of our schools. The responsibilities of the office of school com- mitteeman require sound judgment and a high level of leadership. A review of the activities of our Duxbury School Committees indicates that these responsibilities are being met in a very excellent manner.
EVERETT L. HANDY,
Superintendent of Schools.

SCHOOL REGULATIONS
Admissions
Children who are five years of age on or before Janu- ary 1st following the opening of school in September will meet the kindergarten age requirement.
A certificate of successful vaccination is required for admission.
A birth certificate is required to establish a child's age.
Health
In cases of absence of more than five days a child should present a note from his or her parent stating the cause of absence and may be readmitted to school after checking with the school nurse. However, in case of ab- sence due to a specific contagious disease, a doctor's cer- tificate is required.
Parents are not expected to send their children to school on days when, in their opinion, the weather is such as to endanger the health of the child even though the busses are in operation. Such absences are excused on receipt of a written request.
No School Signal
School is usually called off only when bus transpor- tation is unsafe. On such days an announcement is made over Stations WBZ, WEEI, WHDH, and WPLM in Plym- outh, between 6:45 and 7:45 a.m. Also on such days the Duxbury Fire Department will blow five blasts, twice, that is, ten blasts all together at 7 a.m.

SCHOOL REPORTS
January 11, 1959
Gentlemen:
The following is my report as a school dentist for the year 1958:
Examinations of all pupils grades one through twelve were carried out at the school dental clinic, as re- quired by state law. The parents of all students requir- ing dental treatment were notified by the school nurse in writing, and for the first time, return cards were sent out for completion by the family dentist. The response on this was excellent, indicating an increasing interest on the part of Duxbury parents in the dental health of their children.
Dental treatment of all types was provided at the school clinic two days each week for those children on welfare status and upon those judged as needy by the school nurse. Records of treatment provided are main- tained in the offices of the school nurse.
Despite the encouraging increase in interest on the part of the parents in the dental health of their children, it is still my firm belief that we will only provide our children with the maximum in dental health protection with the advent of the fluoridation of our public water supply. It is my strong feeling that the motivation for such a project must come from parents and other inter- ested lay people.
Respectfully submitted,
GILLIS K. TURNER, D.M.D.

January 15, 1959
Gentlemen:
The Dental Program in our schools continues its efforts to further those principles of long standing.
Your school dentists examined all pupils, grades one through twelve, with mouth mirror, explorer, bright light and other aids which contributed to a most thorough ex- amination of some 949 students. Of these 423 were found to be in good condition and the parents of 526 students were notified by the school nurse that their children should be seen and attended by their respective dentists. We further combined our efforts to visit the school dental clinic 43 days rendering the following treatments:
a) Amalgam restorations 146
b) Cement floors or bases 101
c) Extractions 55
d) Prophylaxis 9
e) Gingival treatment 1
f) Local anesthesias 93
g) Zinc Oxide treatments 45
h) Porcelain restorations 28
All pupils eligible for treatment under the Board of Health policy were screened by the school nurse, present- ed for treatment and all work completed by the school dentists before the end of the school year in June.
Movies, lectures and an extensive dental health edu- cation program was carried out in our schools with the help of the State Department of Public Health represen- tatives Mrs. Tassinari, Mrs. Mahoney and Mrs. Mary Baker.
-221-
Our need for better instruments continues and we continue to bring with us many supplies to the clinic.
Again we wish to take this opportunity to encourage the people of Duxbury to legislate the fluoridation of the drinking water for the better dental health of their children.
Respectfully,
FRANCIS C. ORTOLANI, D.M.D., F.A.C.D.
January 24, 1959
Gentlemen:
I herewith submit my report as school physician for the year 1959.
In June physical examinations were carried out on all children registered for the kindergarten session of 1958- 1959. A careful and complete analysis of each child's physical status and defects was made so that in the future these physical defects could be compared and corrected by referral to the family physician. At this time also, all chil- dren requiring Smallpox immunization were vaccinated at this clinic. Following this, all children with known cardiac defects were appraised as part of their bi-annual cardiac check up. Any deviations from previous examin- ations were noted and families notified.
During the fall and winter term regular physical ex- aminations on all school children were carried out. The athletes were done prior to their participation in sports. At this time one case of bilateral herniae was picked up and referred to the family physician for surgical correc- tion. This was carried out.
Following examination of the athletes the regular physical examinations were performed. Parents were notified as to the time of this procedure so that they might
-222-
be present to observe any defects and note suggestions for improvement of their child's health.
In summation, the general health of the school child in the Duxbury Schools was considered to be good. Our Physical Education Department is aware of the postural problem; and, I feel we are beginning to see the effects of corrective exercises in the school athletic program.
Respectfully submitted,
WALTER E. DEACON, M.D.,
School Physician.
