Selectmen's Report.


SCHOOLS AND SCHOOL - HOUSES.


The School Committee having full control of all school matters, and full power to spend all money necessary for their support, we will only report their estimate. For schools, $9500, and $800 for repairs on school-houses.


SERVICES OF TOWN OFFICERS.


The amount necessary for Town officers will be $2100, the same as the past year.


HIGHWAYS AND BRIDGES.


This department is in the hands of the Board of Road Commissioners, and we would refer you to their Report for all information on that subject.


FIRE DEPARTMENT.


This department has been controlled by a board of five engineers the past year. We would recommend that the number be reduced to three. For the doings of this depart- ment we would refer you to the Report of the engineers.


DECORATION DAY.


The sum of $150 has been appropriated in years past. We would recommend the same amount the present year.


TOWN HOUSE.


We would recommend that the sum of $1000 be appro- priated for improvements. The chimneys need rebuilding, a part of the coveing is rotten, and the outside of building needs painting.

ABATEMENT OF TAXES.


As it is impossible to reach perfection in taxation, it is necessary to provide for errors in assessment. We would recommend the Town to vote the sum of $400 for this purpose.


STATE AND COUNTY TAXES.


We would advise the sum of $2000 for State, and $3800 for County Taxes the current year.


INTEREST.


It is necessary to pay interest upon the Memorial Hall and Proprietors' Fund, also for money a short time during the year. To meet this we would recommend the sum of $2000 the coming year.


HAY SCALES.


We would recommend the sum of $50 to be appropriated for the coming year.


PRINTING AND STATIONERY.


The sum of $300 is recommended for this purpose.


LIABILITIES AND ASSETS.


This important matter is, in detail, as shown by the Treasurer's statement.


TOWN DEBT.


The Town, as is well known, holds the Memorial Hall Fund of $20,000 and Proprietor's Fund of $1600, which may never be called from the Treasury ; but whatever the Town should do in the way of improvements, and authorizing the hiring of money to meet the same, will increase the debt, unless defeated by receipts.


MISCELLANEOUS.


The appropriation of $500 will be sufficient, judging from the past year.

SPECIAL APPROPRIATIONS.


Very little can be known in regard to what action the Town may take in regard to voting Appropriations for Special Purposes, in advance of the Annual Meeting. In reviewing the past year, with a rate of taxation at thirteen dollars per thousand, and the large amount of over forty thousand dollars raised to meet current expenses, and also making some substantial improvements, we can see no reason why the per centage should not be greatly reduced.

Report of Overseer's of the Poor.


:


The past year, our Report will show, has witnessed a con- siderable reduction in the expenses of the Almshouse, leaving us an unexpended balance of about nine hundred dollars. The weekly expense of each inmate has been reduced from $1.99 last year to $1.46 the present year. We think our appropriation might safely be reduced eight hundred dollars the coming year, without in any way reducing the comfort of the inmates of the Almshouse.


We have attended to the duty, as voted by the Town, of putting in the Almshouse a steam lieating apparatus and bath-rooms. Our appropriation for this purpose was $3000. In attending to this duty it was found necessary to build a boiler-house outside of the Almshouse; no suitable room being found inside, thus incurring an unlooked for expense of $300; notwithstanding which we have over one hundred dollars of our appropriation left.


We feel confident that if the public would take the trouble to make a personal examination of the premises as they now are, they would agree that the money has been well expended. The comfort and convenience of the arrangements of the house need only to be seen to be appreciated, and it is cer- tainly gratifying to us to see the liberality of the Town in providing for its worthy poor.


We have made an estimate of the cost of heating the house by steam, and find on an average we use about two hundred and fifty pounds of coal per day, at a cost of about $22 per month, which will be a saving of at least $75 per year over the old method of heating by stoves ; and the additional comfort of the house can hardly be estimated.

The tramps continue to come in crowds, and we have provided for more than thirteen hundred of them the past year.


The relief out of the house has been quite large, and we are having many new cases, which will have to be looked after very closely, as it has been our experience that if a family has been once helped by the Town they ever after expect to be helped, and will hardly make an effort to get a living themselves.

Report of the Chief Engineer


OF THE


Fire Department.


TO THE BOARD OF ENGINEERS :


Gentlemen, - In accordance with the Rules and Regula- tions of the Fire Department, I hereby submit the following Report.


The force of the department consists of five Engineers, sixteen members of the Steamer Co., and thirty members of the Shawshin Engine Co. at Ballard Vale.


The apparatus is in good order, and consists of one third- class steamer, single engine, and one hand-engine, each with a hose-carriage connected ; also a four-wheeled horse hose- carriage, carrying 1000 feet of hose. We have hooks and ladders at each house ; also 2000 feet of hose for the steamer, and 500 feet of hose for the hand-engine in good order, and 350 feet of hose for hand-engine old and unsafe. There is a great need of a new house sufficient to accommodate all tlre apparatus belonging to the steamer, as the present one is too small ; and the lot of land belonging to the Town on Park Street seems to me to be the right place for it.


May 24th, 1878, an alarm of fire at 9.30 P.M. was caused by burning brush back of Abbott Female Academy.


December 15th, 1878, fire was discovered at 3 P.M. in the house of Patrick Conway, Ballard Vale. It was extinguished by Shawshin Engine Co., assisted by the Engine Co. con-

nected with the mills with their engine. The fire was caused by a defective flue. Loss, $500; Insurance, $900.


I would recommend that $1300 be appropriated for the expenses of the Fire Department the coming year.

The stone bridge near A. N. Holt's has been built by con- tract for the sum of $2640 ; a wing wall has been built on the west side at a cost of $130 ; $400 has been paid for en- gineering ; the balance has been paid for widening and raising the grade of the road.


The new street leading from Park Street to Punchard Avenue has been graded, and a culvert built, at a cost of $998.19.


The widening and straightening of Abbott, Woburn, and Phillips Streets will exceed the appropriation of $400. A small sum will be required to finish Phillips Street, which can be taken from the appropriation for highways.


About $200 has been expended in reducing the grade of a hill near Haggett's Pond.


$275 has been expended in reducing the grade of a hill on the turnpike near the Reading line; and two others ought to have the grade reduced, being the hardest grade between Boston and Lawrence.

About $200 has been expended on a culvert on the road leading from the West Parish meeting-house to Lawrence. .


It required $800 to repair the roads damaged by the heavy rain that fell on the 9th of August.


There is $125.45 due J. B. Bailey for land damages on the road past his house, for which an appropriation will be required.

Report of Cemetery Committee.


The Cemetery Committee herewith submit their Annual Report, together with the receipts and expenditures for the year ending February 11th, 1879.


During the year past, under the continued and efficient superintendence of Samuel Raymond, Esq., general, perma- nent improvements have been made upon the grounds, and a new tomb has been constructed in a substantial and con- venient manner. The interior is twenty-one feet four inches in width by thirteen feet eight inches in depth. The outer walls on the sides and rear are of split stone, laid in cement, two feet six inches in thickness at the base, and two feet at the top, and are braced with four one-inch rods, running from outside to outside. The centre of the front wall is of split granite, flanked with walls of stone, fitted in a similar manner to those of the walls of the Seminary Chapel and Library. In the interior is a vestibule eight feet in width, running from front to rear, on each side of which are four eight-inch brick walls, seven feet in height and six feet eight inches in length, on which at proper distances are laid three courses of slate stone covering the entire space below, making on each side twenty catacombs of unequal size. The floor is flush with the ground outside, and laid in cement. The height from the floor inside is seven feet three inches. The roofing consists of three brick arches eight inches in thickness, over which is laid a covering of concrete, and the whole covered with about eighteen inches of earth neatly sodded. The door is of marble, perforated for ventilation, with compo- sition hinges, lock, etc.


The amount received for lots is $304 ; and the Committee respectfully ask the Town for the usual appropriation of $500 for the ensuing year.
