Seventh Annual Report
OF THE
Trustees of the Memorial Hall.
The year 1878 has brought with it no material changes, either in the condition or prospects of the Memorial Hall and Library. It will be remembered the Trustees were able to report at the close of the last year, "a very much im- proved and exceedingly satisfactory state of things." They would say, in a word, that the same satisfactory state of things continues. Thanks to the liberal donation of Mr. John Smith, received last year, they have been able to keep the Library well supplied with current literature, and to add some works of permanent value.
The annual examination of the building and books has shown them - reasonable allowance being made for wear and tear-to be in good condition. Full statistics with regard to the increase and circulation of the Library will be found in the Librarian's report. Examination of this report discloses the fact that, for the first time in the history of the Library, there has been a considerable falling off in the amount of its circulation. Up to the year 1878 each annual report showed a steady increase. We have for the year 1875 a circulation of 20,715 ; 1876, 23,697 ; 1877, 23831; 1878, 21,072. This falling off is not a matter of surprise, except in its amount. The Library is no longer a novelty in An- dover; and those who read regularly have no doubt famil- iarized themselves with, and to some extent exhausted, that class of literature for which they have a special liking. It

will be noticed, on the other hand, that the use of books in the reading-room has somewhat increased.
The Trustees have again had to record the loss of a member of the board by death. On the 26th of last April Mr. John Morrison, elected to fill the place of Mr. William H. B. Woodlin deceased, died suddenly, of pneumonia. A resolu- tion expressing a high appreciation of the noble qualities which distinguished the deceased both in his public and private life, having been passed by the Board at its meeting, May 14th, was by their order forwarded to his family, and also placed on record.
At a subsequent meeting of the Trustees Mr. James Shaw of Ballardvale was elected to fill the vacancy.

In addition to the above, there has been received through the kindness of Dr. Mary B. Harris, a complete set of " The Roll of Honor," containing the names and places of inter- ment of Union soldiers who died in service. These pam- phlets, thirty-two in number, were published by the U. S. Government, and will, when indexed and bound, make about twelve volumes of exceedingly interesting matter.
The ordinary wear and tear of books has become very great, and is occasioned by the large use which is made of them. Thirty-two volumes have been withdrawn, and re- placed by new ones, because they were worn out or had become very imperfect. Two volumes have been lost, and replaced in each case at the expense of the looser. One number of Harper's Monthly, one number of St. Nicholas, and one number of the Boston Daily Advertiser have been taken from the reading-room and not returned.

ESSEX, SS. To either of the Constables of the Town of Andover, GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Mon- day, the Third Day of March, 1879, at 12 o'clock, M., to act on the following Articles, namely :
Article 1st. - To choose a Moderator to preside at said meeting.
Article 2d. - To hear and act on the Report of the Selectmen.
Article 3d. - To choose Town Clerk and Treasurer, Selectmen, Assessors, Overseers of the Poor, One member of School Committee for Three Years, Constables, One Road Commissioner for Three Years, Fence Viewers, One Trustee for Memorial Hall for Seven Years, and all other Town Officers.
Article 4th. -- To see what action the Town will take in regard to unexpended appropriations.
Article 5th. - To see what sum of money the Town will appropriate for the use of the several Departments the cur- rent year, to wit: Schools, School-houses, Highways and Bridges, Removing Snow, Town Officers, Fire Department, Miscellaneous, Abatement of Taxes, Printing and Stationery, Cemetery, Interest on Notes and Funds, County Tax, State Tax, Discount on 'Taxes, Street Lamps, Decoration Day, State Aid, Town House, Hay Scales, Expenses of Alms-

house, Relief out of Almshouse, Repairs on Almshouse, and Reservoirs.
Article 6th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary, upon approval of the Selectmen.
Article 7th. - To see what method the Town will adopt for the collection of Taxes the current year.
Article 8th. - To see what compensation the Town will pay the Firemen for their services the current year.
Article 9th .- To see if the Town will pay to the Treasurer of the Memorial Hall the money received from the County Treasurer for Dog-Licenses, to aid in the support of the Library and Reading-room.
Article 10th. - To see if the Town will accept and revise the List of names for Jurors, as prepared and posted by the Selectmen,
Article 11th. - To see if the Town will abolish the Board of Road Commissioners, and choose Highway Surveyors, as formerly, on petition of Benjamin F. Wardwell, and others.
Article 12th. - To see if the Town will build a Bell- Tower on Shawshin Engine - House in Ballard Vale, on petition of John S. Stark and others, and see what sum of money the Town will appropriate therefor.
Article 13th. - To hear the report of Committee on Town House, and act thereon.
Article 14th. - To hear the report of Committee on Reservoirs, and see what sum of money the Town will appropriate therefor.
Article 15. - To see if the Town will build a Culvert on Main Street, from the land of Cornelius Crowley to the Rail- road Bridge, on petition of George W. W. Dove and others, and see what sum of money the Town will appropriate therefor.
Article 16th. - To see what action the Town will take with regard to the old Grammar School-house and land, on petition of the School Committee.
Article 17th. - To see if the Town will vote to give Peter

Smith the privilege to straighten a piece of Road beginning at a pair of bars beyond his Farm-Barn to the Road leading to the house of George Buchan, making it two rods wide, the same as the travelled road is now laid out, on petition of Peter Smith and others.
Article 18th. - To see what sum of money the Town will raise by taxation to defray the Necessary Expenses the current year
Article 19th. - To act on any other business that may legally come before the meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
