Selectmen's Report.
SCHOOLS AND SCHOOL - HOUSES.
The School Committee have given the following estimate for the ensuing year : Schools, $9500 ; for repairs on school- houses, $600.
SERVICES OF TOWN OFFICERS.
An appropriation of $1800 ought to be sufficient for the present year.
FIRE DEPARTMENT.
The Board of Engineers have made a full report, and ask for $1300 for running expenses, and have inserted an article in the warrant for a new Engine-house.
HIGHWAYS AND BRIDGES.
The Superintendent of Roads has made a full report, which will be found elswhere, to which we call your atten- tion. He asks for Highways $6000; sidewalks, $500.
DECORATION DAY.
The Committee on Decoration Day have asked that this appropriation be increased to $175.
TOWN HOUSE.
The current expenses will require an appropriation of $500.
STATE AID.
We think an appropriation of $1550 will be ample for the present year.

HAY SCALES.
The sum of $50 will be all that is required for this ap- propriation.
ABATEMENT OF TAXES.
It is necessary for us to provide for errors in the assess- ment; we would recommend the sum of $300 for this purpose.
DISCOUNT ON TAXES.
If the discount is allowed as the past year, it will be nec- essary to appropriate $1500 for this purpose.
STATE AND COUNTY TAX.
We can only estimate the amount that will be required for the State and County Tax ; we would recommend $3800 for County and $3500 for State Tax.
INTEREST.
We should say that $1500 would be sufficient for this appropriation.
PRINTING AND STATIONERY.
The sum of $600 will have to be appropriated for this purpose, as the bill for the new Valuation Book has not been paid.
LIABILITIES AND ASSETS.
We refer you to the Treasurer's Account for all matters in this department.
TOWN DEBT.
The Town holds the Memorial Hall Fund of $20000, and Proprietor's Fund of $1600.
MISCELLANEOUS.

Report of Overseers of the Poor.
The present year has brought with it no material changes at the Almshouse. It is generally known that the welfare of the inmates, their needs, and everything connected with them, is well looked after and cared for by those in charge.
During the year four of the inmates have died, each being over seventy years of age. We have admitted twelve, and now have thirty-eight to be supported, and there are a number of others who are helped outside, but who will have to be taken into the house the present year ; but although the number is larger than ever before, we think the appro- priation of $4000 will be ample for all purposes.
There are some necessary repairs to be made in the base- ment of the house, which, if done, will necessitate an appro- priation of some $500 for that purpose.
Our expenses for relief outside have been as large as usual, and for the insane much larger, and will be the present year, as we have more insane at the asylum than ever before. $3000 should be appropriated for this department.
Since the passage of the tramp law last year we have been relieved, in a great measure, from that nuisance; and instead of fourteen hundred and thirty, the number last year, we have had but three hundred and seventy-six the present year.

Report of the Chief Engineer
OF THE
Fire Department.
TO THE BOARD OF SELECTMEN :
Gentlemen, - In accordance with the Regulations of the Fire Department, I submit the following Report.
The force of the department consists of five Engineers, fourteen members of the Steamer Company, and forty mem- bers of the Shawshin Company at Ballard Vale.
The apparatus is in good order, and consists of one third- class single steamer engine, and one hand-engine, each with a hose-carriage connected ; also a four-wheeled horse hose- carriage, carrying 1000 feet of hose.
We have ladders, hooks, and ropes at each engine-house, also 2500 feet of hose.
There have been twelve alarms of fire during the past year, but the damage to property has been small.
April , an alarm was rung at 8 P.M. The fire was the burning of brush on the grounds of Abbott Academy.
April 13, an alarm was rung at 9.55 P.M. The building burned was a Smoke-house owned by W. D. Stark, and was used for smoking hams. Loss on building and contents, $50.
May 9, alarm given at 12 M. Fire in woods at Frye Village.
May 17, fire in woods belonging to Laura Manning.
May 26, fire at Smith and Dove's Factory. Damage slight.
May 27, alarm given at 3 P.M. Fire at Boston and Maine R.R. bridge on Main Street.

June 22, fire in woods in Spring Grove Cemetery.
June 26, alarm given at 8.30 A.M. Fire in house belong- ing to Jerry Leary, on Pike Street. Damage slight.

I would recommend that $1300 be appropriated for the running expenses of the Fire Department for the ensuing year.

Report of Cemetery Committee.
The Cemetery Committee herewith submit their Annual Report, together with the receipts and expenditures, for the year ending February 7, 1881.
Mr. Richard A. Hale, an assistant in the office of the Essex Company at Lawrence, and a competent civil engineer, has surveyed and made a plan of the entire premises, and laid out a plan with two hundred additional lots shown, also a list of the lots, dimensions, locations, and areas. The Com- mittee have procured from Messrs. Davis and Furber forty- four avenue signs for the different paths and avenues, and from Messrs. Briggs and Allyn of Lawrence oak pegs for staking out and numbering the lots. The laying out of the lots will be completed early in the Spring. Work has been continued on the grounds, especially in lifting a large quan- tity of stones which will hereafter be required for the uses of the Cemetery.
The limited appropriation of last year was insufficient to accomplish as much as is desirable. The amount received by the Town the past year for lots it will be seen is $130. The survey and plans with new lots will soon be completed, and payment required for them, in addition to the expenses of necessary work and improvements still needed. The Committee therefore respectfully and confidently ask the Town for an appropriation of $500 for the ensuing year, and also the avails of the sale of lots.

Eighth Annual Report
OF THE
Trustees of the Memorial Hall.
The Trustees are happy to be able to report all the prop- erty in their charge, building, library, furniture, etc., in good condition. A safe, for which an appropriation was made at the last annual meeting of the Town, has been purchased, and placed in the lower left-hand room of Memo- rial Hall, where it supplies a much felt need, and contributes to a sense of security on the part of the Trustees as custodians of the ancient records of the Town.
The only matter of unusual interest in the affairs of the Library to be reported this year is, the preparation of a new supplement. This supplement, incorporating the first sup- plement, will include all the books added to the Library since the publication of the original catalogue. It will be uniform in style with this; and those who do not possess a catalogue can, by leaving word with the Librarian, procure a copy of it and the new supplement bound in one volume. For the preparation of the new work the Trustees have for- tunately been able to secure the services of Miss Bean, who also prepared the catalogue and first supplement, and whose engagement is a guarantee for careful and accurate work. It will probably be finished and in the hands of the Librarian within a few weeks.
