Selectmen's Report.


SCHOOLS AND SCHOOL - HOUSES.


The School Committee have given the following estimate for the ensuing year : Schools, $9500 ; for repairs on School- houses, $1200.


SERVICES OF TOWN OFFICERS.


An appropriation of $2000 will be required for the present year.


FIRE DEPARTMENT.


The Board of Engineers have made their annual report, to which we call your attention ; $2000 will be needed for run- ning expenses.


HIGHWAYS AND BRIDGES.


The Roads have been under the care of two Superintend- ent's the past year, who have made a full report, which will be found elsewhere ; they ask for Highways and Bridges, $6000; Sidewalks, $800; Removing Snow, $1500.


DECORATION DAY.


One Hundred and Seventy-five Dollars will be required for this appropriation.


TOWN HOUSE.


We would ask for an appropriation of $500.


STATE AID.


The sum of $1700 should be appropriated for this purpose. 5

We think the sum of $700 will be ample for this purpose.


HAY SCALES.


The sum of $50 is all that will be required for this appropriation.


ABATEMENT OF TAXES.


We would recommend the sum of $300 for this object.

Report of Overseers of the Poor.


In presenting our Report for the past year we desire to record the loss of a member of our Board by death. On the seventh day of July last Mr. Simeon Bardwell, after a few days of sickness, died suddenly of heart disease. In his death this Board lost an efficient member, the Town a most faithful officer, and the poor a friend who ever had their interest at heart. Mr. Bardwell has served the Town faith- fully for the last nine years as a public officer. A resolution expressing our high appreciation of the noble qualities of the deceased, both in his private and public life, having been passed by this Board in August, was by them forwarded to his family, and also placed on record.


The Poor Farm is still under the charge of Mr. and Mrs. Allen, at a salary of $500. They have filled the place to the entire satisfaction of this Board, and we think the Town has been fortunate in securing the services of parties so well qualified for this important position.


There has been but one death at the farm the past year, and the health of the inmates has been remarkably good. The farm-buildings have been kept in their usual good con- dition, and many improvements have been made in the interior arrangements of the house, to meet the demand of this large family. The usual appropriation of $4000 will be required for the next year.


The relief out of the almshouse has been more than usual, and we have been obliged to assist more poor people than ever before. Our expenses at the Insane Hospitals have also been large, as we have had more inmates there than usual.

The number is now reduced to three, therefore our expense in that department will be light for the present. The tramps have given us very little trouble this year, having had only 175 to provide for, against 376 last year. Three thousand dollars should be appropriated for Relief out of Almshouse.

Report of the Chief Engineer


OF THE


Fire Department.


TO THE BOARD OF SELECTMEN :


Gentlemen, - In accordance with the Regulations of the Fire Department, I submit the following Report.


The force of the department consists of five Engineers, fourteen members of the Steamer Company, and forty mem- bers of the Shawshin Company at Ballard Vale.


The apparatus is in good order, and consists of one third- class single steamer-engine, and one hand-engine, each with a hose-carriage connected ; also a four-wheeled horse hose- carriage, carrying 1000 feet of hose


We have ladders, hooks, and ropes at each engine-house, also 2500 feet of hose.


There have been thirteen alarms of fire during the past year, particulars of which are as follows :


March 25, fire in woods at Lowell Junction.


April 11, fire in woods owned by Mrs. Laura Manning.


April 14, fire at Smith and Dove's Factory at Frye Village. Loss, $13973. Amount of insurance paid, $10500.


April 24, fire at house owned by Mrs. John H. Leonard. Damage slight.


April 24, fire in woods owned by Mrs. Laura Manning.


April 24, fire in woods at Frye Village owned by various parties.


May 1, fire in woods at Spring Grove Cemetery.

May 24, fire at house owned by Sylvanus Smith. In- surance, $1200.


September 3, an alarm for bonfire at Punchard Avenue.


October 30, an alarm for bonfire on Lock Street.


December 2, fire in building owned by Russell and Bar- nard. Insurance paid on same, $343.


December 9, fire in building owned by Russell and Bar- nard. Insurance paid on same, $2200.


Jan. 24, fire in building own by Richard Bradshaw. Damage slight.


Fire at the Simeon Bardwell place in West Andover, Oct. 29; it was a total loss. Loss on buildings and contents, $3200; insurance paid, $2750. The department not called out.


The losses by fire during the past year have been con- siderably larger than for several years past, and the depart- ment has been called upon for assistance in preventing the destruction of property that has in all cases been in danger from brush fires, which have been numerous, that has caused a large expense.


It was also found that our steam-engine required a new boiler, and the Town appropriated $1200 for repairs, which are now about completed.


During the absence of the steam fire-engine, we secured a first-class hand-engine, and increased the force by the addition of twenty-nine men to serve until the return of the steam fire-engine.


We also called upon the independent companies to assist us in case of fire, which they have cheerfully done.


At the fire of December 9, owing to the large number of surrounding buildings, I called upon the Tiger Engine Com- pany of Lawrence for assistance, which they willingly gave, and rendered valuable and efficient service.


I would again recommend for your consideration the great need of an engine-house for steam-engine and hose-carriage, the present building being unsuitable and greatly out of repair.

If the Town should think favorably of the matter, I believe it would be economy for them to purchase horses, also, to be used at such times as are necessary for the department.


I would recommend that $2000 be appropriated for the running expenses of the Fire Department for the ensuing year.

Report of Cemetery Committee.


The Cemetery Committee herewith submit their Annual Report, together with the receipts and expenditures for the year ending February 7th, 1882.


A very accurate Plan of the entire territory of the Cemetery, and another Plan embracing 342 lots including . those pre- viously laid out, have been furnished by Richard A. Hale. Mr. Hale is an assistant in the office of the Essex Company, at Lawrence, and has performed his work in a very satisfactory manner. The lots have been staked out, the avenues extended and gravelled, and such other improvements made as the appropriation would permit.


The Committee respectfully ask an appropriation of $250, being one half the previous amount, together with the avails of the lots sold the current year.
