Town Warrant.


ESSEX, SS. To either of the Constables of the Town of Andover, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in Town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Sixth Day of March, 1882, at 12 o'clock, M., to act on the following Articles, namely :


Article 1st. - To choose a Moderator to preside at said meeting.


Article 2d. - To hear and act on the Report of the Selectmen.


Article 3d. - To choose Town Clerk, Treasurer, and Col- lector of Taxes, Selectmen, Assessors, Overseers of the Poor, One member of the School Committee for Three Years, five Trustees of the Punchard Free School, Constables, Highway Surveyors or Road Commissioners, Fence Viewers, One Trus- tee of Memorial Hall for Seven Years, and all other Town Officers.


Article 4th. - To see what action the Town will take in regard to unexpended appropriations.


Article 5th. -- To see what sum of money the Town will appropriate for the use of the several Departments the cur- rent year, to wit : Schools, School-houses, Highways, Bridges,

and Sidewalks, Removing Snow, Town Officers, Fire Depart- ment, Miscellaneous, Abatement of Taxes, Printing and Stationery, Cemetery, Interest on Notes and Funds, County Tax, State Tax, Discount on Taxes, Street Lamps, Decora- tion Day, State Aid, Disabled Soldiers and Sailors Aid, Town House, Hay Scales, Expenses of Almshouse, Relief out of Almshouse, Repairs on Almshouse, and Reservoirs.


Article 6th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary, upon approval of the Selectmen.


Article 7th. - To see what method the Town will adopt for the collection of Taxes the current year.


Article 8th. - To see what compensation the Town will pay the Firemen for their services the current year.


Article 9th. -- To see if the Town will pay to the Treasurer of the Memorial Hall the money received from the County Treasurer for Dog-Licenses, to aid in the support of the Library and Reading-room.


Article 10th. - To see if the Town will accept and revise the List of names for Jurors, as prepared and posted by the Selectmen.


Article 11th. - To hear the Report of the Building Com- mittee on the Extension of the Town House, and see what sum of money the Town will appropriate for finishing the same.


Article 12th. -- To hear the Report of the Committee on Reservoirs, and see what sum of money the Town will appropriate for the same.


Article 13th. - To see if the Town will appropriate the

sum of six hundred and fifty dollars to reduce the grade of Blake's Hill, on the Turnpike south of the house of Elijah Buxton, on petition of George F. Baker, John B. Abbott, and others.


Article 14th. - To see if the Town will straighten the road-bed of Elm Street, near the North Andover line, so that it may conform to the relocation by the County Commis- sioners in 1825, and appropriate a sum of money therefor, on petition of David Snow and others.


Article 15th. - To see if the Town will insure the Memorial Hall Building and Library, and see what sum of money they will appropriate for the same.


Article 16th. - To hear the Report of the Selectmen on Gravel Bank and Public Park, and see what sum of money the Town will appropriate to purchase the same.


Article 17th. - To see whether the Town will, by its vote or otherwise, ask the Legislature to extend to women who are citizens the right to hold Town offices and to vote in Town affairs on the same terms as male citizens, by request of the Massachusetts Woman Suffrage Association.


Article 18th. - To see what action the Town will take in reference to building a new Engine-house, and purchasing horses necessary for the use of the department ; also, what sum of money they will appropriate therefor.


Article 19th. - To see if the Town will take action looking to a system of sewerage for the Town, and appropriate a sum of money therefor.


Article 20th. - To see if the Town will take action toward removing the Ledge near the Railroad Station, and appro- priate a sum of money therefor.

Article 21st. - To hear the Report of the Committee on Chickerings Reservoir, and see if the Town will appropriate a sum of money to purchase the same.


Article 22d. - To see what sum of money the Town will raise by taxation to defray the necessary expenses the current year.


Article 23d. - To act on any other business that may legally come before the meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.


Given under our hands, at Andover, this Twenty-third day of February, in the year of our Lord one thousand eight hundred and eighty-two.
