Town Clerk's Report.
TO THE SELECTMEN OF THE TOWN OF ANDOVER :
Gentlemen, - I respectfully present to you my Report for the Year 1882.
The publication of the registration of this town is deemed advisable for the information of the townspeople, and to give opportunity for the supply of any omissions and the correction of any errors that may appear ; and the Clerk will thankfully receive any information respecting the same.
It will be seen that there are omissions of children's names in the birth list. This is a growing evil. There are more than two hundred such omissions in the records made since the present method of registration was adopted, in 1843. A list of these can be seen in the Clerk's office. "Naming the baby " is sometimes a difficult question to decide; but it ought to be decided before the Town Clerk or his agent appears on his yearly rounds.
" Probably few persons are aware of the importance of an accurate registration to every civilized country, or of the legal and historic value of the statistics obtained. The decision of questions of legitimacy, of legal settlement in towns, and various other contested points may often depend upon the facts registered ; to say nothing of the important deductions relating to longevity, local salubrity, the relations of diseases, and tlie general subject of vital and mortuary statistics."
