Town Warrant.
ESSEX, SS. To either of the Constables of the Town of Andover, GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover (and North Andover so far as relates to the election of a Board of Five Trustees for the Punchard Free School), qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Fifth day of March, 1883, at 12 o'clock, M., to act on the following Articles, namely :
Article 1st. - To choose a Moderator to preside at said meeting.
Article 2d. - To hear and act on the Report of the Selectmen.
Article 3d. - To choose Town Clerk, Treasurer, and Col- lector of Taxes, Selectmen, Assessors, Overseers of the Poor, One member of the School Committee for Three Years, Five Trustees of the Punchard Frce School, Constables, Highway Surveyors or Road Commissioners, Fence Viewers, One Trustee of Memorial Hall for Seven Years, and all other Town Officers.
Article 4th. - To see what action the Town will take in regard to unexpended appropriations.
Article 5th. - To see what sum of money the Town will appropriate for the use of the several Departments the cur- rent year, to wit : Schools, School-houses, Highways, Bridges, and Sidewalks, Removing Snow, Town Officers, Fire Depart- ment, Miscellaneous, Abatement of Taxes, Printing and Stationery, Cemetery, Interest on Notes and Funds, County

Tax, State Tax, Discount on Taxes, Street Lamps, Decoration Day, State Aid, Disabled Soldiers and Sailors Aid, Soldiers' Bounty, Town House, Hay Scales, Expenses of Almshouse, Relief out of Almshouse, Repairs on Almshouse, and Res- ervoirs.
Article 6th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary, upon approval of the Selectmen.
Article 7th. - To see what method the Town will adopt for the collection of Taxes the current year.
Article 8th. - To see what compensation the Town will pay the Firemen for their services the current year.
Article 9th. - To see if the Town will pay to the Treasurer of the Memorial Hall the money received from the County Treasurer for Dog-Licenses, to aid in the support of the Library and Reading-room.
Article 10th. - To see if the Town will accept and revise the List of names for Jurors, as prepared and posted by the Selectmen.
Article 11th. - To see what action the Town will take with reference to removing the obstructions from Fish Brook leading from Haggett's Pond to the Merrimack River, and make an appropriation of money for the same, on petition of Henry Boynton and others.
Article 12th. - To see if the Town will make an appropria- tion of money to keep their Buildings insured the current year.
Article 13th. - To see if the Town will take action toward removing the Ledge near the Railroad Station, and appro- priate a sum of money therefor.
Article 14th. - To see if the Town will amend its fish- ing Laws so as to allow fishing during the winter months.
Article 15th. - To see if the Town will enlarge and deepen the public well near the West Church, or build a Reservoir instead, and appropriate a sum of money therefor, on petition of E. Francis Holt and others.

Article 16th. - To see if the Town will build a Reservoir on Salem Street, and appropriate a sum of money therefor, on petition of Daniel Cummings and others.
Article 17th. - To see what action the Town will take about furnishing a water supply for the Almshouse for fire and domestic purposes, and appropriate a sum of money therefor.
Article 18th. - To see what action the Town will take in regard to building a bank-wall and widening the roadbed on the hill opposite the house of B. S. White, on High Street, and appropriate a sum of money therefor, on petition of B. S. White and others.
Article 19th. - To hear the Report of the Committee on Reservoirs, and see what sum of money the Town will appro- priate therefor.
Article 20th. - To hear the Report of the Committee on sewerage, and see what sum of money the Town will appro- priate therefor.
Article 21st. - To see what disposition the Town will make of the old Engine-house, and land under the same.
Article 22d. - To hear the Report of their Committee on the Gravel Bank, and act thereon.
Article 23d. -- To see what action the Town will take for heating the new Engine and Town House, and what sum of money they will appropriate therefor.
Article 24th. - To see what action the Town will take on the following question : " Shall licenses be granted for the sale of intoxicating liquors in this Town ?"
Article 25th. - To see whether the Town will, by its vote or otherwise, ask the Legislature to extend to women who are citizens the right to hold Town offices and to vote in Town affairs on the same terms as male citizens, on petition of Benj. F. Wardwell and others.
Article 26th, - To hear the Report of the Selectmen lay- ing out a Town way from the easterly terminus of Chestnut

Street to a point on the road near Nathan F. Abbott's, as an extension of Chestnut Street, being laid out on petition of Joseph W. Poor and others, and see if the Town will accept the same, and appropriate a sum of money to build the said way.
Article 27th. - To see what sum of money the Town will raise by taxation to defray the necessary expenses the current year.
Art. 28th. - To transact any other business that may legally come before the meeting.
