TO THE SELECTMEN OF THE TOWN OF ANDOVER :


Gentlemen, - I present to you my Report for the Year 1883.


I again call the attention of the townspeople to the many nameless spaces in the Birth records of previous years. A list of then may be seen in the Post-office.


The name is the vital point in the record of a birth. Private records may be lost or destroyed ; in such case the public records must be the only reliance for the decision of important questions. The Clerk receives many letters of inquiry concerning. Births, Marriages, and Deaths, and to enable him to give satisfactory replies the records must be complete.

ESSEX, SS. To either of the Constables of the Town of Andover, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Third day of March, 1884, at 12 o'clock, M., to act on the following Articles, namely :


Article 1st. - To choose a Moderator to preside at said meeting.


Article 2d. - To choose Town Clerk, Treasurer, and Col- lector of Taxes, Selectmen, Assessors, Overseers of the Poor, One member of the School Committee for Three Years, Constables, Highway Surveyors or Road Commissioners, Fence Viewers, One Trustee of Memorial Hall for Seven Years, and all other Town Officers.


Article 3d. - To see what action the Town will take on the following question : "Shall licenses be granted for the sale of intoxicating liquors in this Town ?" The vote to be Yes or No, as provided in the Public Statutes, Chap. 100, Sec. 5.


Article 4th. - To see what action the Town will take in regard to unexpended appropriations.


Article 5th. - To see what sum of money the Town will appropriate for the use of the several Departments the cur- rent year, to wit : Schools, School-houses, Highways, Bridges, and Sidewalks, Removing Snow, Town Officers, Fire Depart- ment, Miscellaneous, Abatement of Taxes, Printing and Stationery, Cemetery, Interest on Notes and Funds, County

Article 6th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary, upon the approval of the Selectmen.


Article 7th. - To see what method the Town will adopt for the collection of Taxes the current year.


Article 8th. - To see what compensation the Town will pay the Firemen for their services the current year.


Article 9th. - To see if the Town will accept and revise the List of names for Jurors, as prepared and posted by the Selectmen.


Article 10th. - To see if the Town will pay to the Treasurer of the Memorial Hall the money received from the County Treasurer for Dog-Licenses, to aid in. the support of the Library and Reading-room.


Article 11th. - To see if the Town will reimburse Capt. J. P. Bradlee for Expenses incurred in defending the proposed taking of the Water of the Shawshin River by the Cities of Boston and Cambridge before the Legislature of 1883, on petition of Joseph W. Smith and others.


Article 12th. - To see what action the Town will take about furnishing a water supply for the Almshouse, and appropriate a sum of money therefor.


Article 13th. - To see if the Town will vote to build a street from Bartlett Street to the Grammar School-house, and appropriate a sum of money therefor, on petition of Varnum Lincoln and others.


Article 14th. - To see if the Town will vote to appropriate the sum of Five Hundred Dollars to grade and gravel the street and sidewalks of Maple Avenue, on petition of Henry A. Bodwell and others.


Article 15th. - To see if the Town will vote the sum of

Thirty-five Hundred Dollars to pay for the land bought of Hartwell B. Abbott for a Gravel Bank.


Article 16th. - To see if the Town will vote to appro- priate the unexpended balance of money voted by the Town for the extension of Chestnut Street.


Article 17th. - To see if the Town will appropriate the sum of One Thousand Dollars to purchase Hose for the Fire Department, as recommended by the Engineers.


Article 18th. - To hear and act on the Report of the Selectmen.


Article 19th. -- To see what action the Town will take for heating the Town House and new Engine-house, and appro- priate a sum of money therefor.


Article 20th. - To hear the Report of the Committee on Reservoirs, and act thereon.


Article 21st. - To see if the Town will vote to deepen the well near the Memorial Hall Building, and appropriate a sum of money therefor.


Article 22d. - To see what sum of money the Town will vote to raise by taxation to defray the necessary expenses the current year.


Art. 23d. - To transact any other business that may legally come before the meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
