ESSEX, SS. To either of the Constables of the Town of Andover. GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Fifth day of March, 1888, at 12 o'clock, M., to act on the following Articles, namely :
Article 1st. - To choose a Moderator to preside at said meeting.
Article 2d. - To choose Town Clerk, Treasurer, Collec- tor of Taxes, Selectmen, Assessors, Overseers of the Poor, a Board of Health, One member of the School Committee for Three Years, One Trustes of Memorial Hall for Seven Ycars, Constables, Fence Viewers, Field Drivers, Surveyors of Lumber, One Road Commissioner for three years, or One or more Highway Surveyors, Pound Keeper, Street Lamp Committee, and one or more Auditors of Accounts.
Article 3d. - To see if the Town will revoke its acceptance of the provisions of sections 74, 75, 76, and 77 of Chapter 27 of the Public Statutes, relating to Road Commissioners, and thereby abolish said board of officers.

Article 4th - To see what action the Town will take on the following question : "Shall licenses be granted for the sale of intoxicating liquors in this Town ?"
Article 5th. - To see what action the Town will take in regard to unexpended appropriations.
Article 6tlı. - To see what sums of money the Town will appropriate for the use of the several Departments the en- suing year, namely : Schools, School-houses, School Books and Supplies, Highways and Bridges, Sidewalks, Removing Snow. Town Officers, Town House, Fire Department, Street Lamps, Printing and Stationery. Spring Grove Cemetery, Memorial Day, State Aid. Military Aid, Almshouse Expenses, Relief out of Almshouse, Repairs on Almshouse, Hay Scales, State Tax, County Tax, Adjustment of Taxes, Discount on Taxes, Abatement of Taxes, Interest on Notes and Funds, Insurance, and Miscellaneous.
Article 7th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary. upon the approval of the Selectmen.
Article Sth. - To determine the method of collecting the Taxes the ensuing year.
Article 9th. - To determine the disposition of the Dog- License money received from the County Treasury.
Article 10th. - To fix the pay of the Firemen for the ensuing year.
Article 11th. - To see if the Town will revise and accept the List of names for Jurors, as prepared and posted by the Selectmen.
Article 12th. - To hear and act on the Reports of the Selectmen and other Town Officers.

Article 13th. - To hear the Report and recommendations of the Committee on the proposed new Grammar School Building, and see what action the Town will take thereon, and what sum of money shall be appropriated therefor.
Article 14th. - To see if the Town will appropriate a sum of money to purchase a new Safe for the Town Books and Records.
Article 15th. - To see if the Town will sell to Joseph W. Smith a small piece of land situated between the Boston and Maine Railroad and land of said Joseph W. Smith.
Article 16th. - To see if the Town will appropriate seventy- one dollars ($71.00) to pay Mrs. Solomon Higgins and Jolin C. Foster land and fence damage on the line of Railroad Street.
Article 17th. - To see if the Town will accept and adopt the Grades of the Streets according to the surveys and plans procured by the Road Commissioners.
Article 18th. - To see if the Town will vote to repair the highway known as " Bardwell's Hill," and appropriate five hundred dollars ($500) therefor.
Article 19th. - To see if the Town will accept and allow the re-location of the extension of Pike Street, as made by the Road Commissioners.
Article 20th. - To see if the Town will accept and allow a way laid out by the Road Commissioners, on petition of H. M. Hayward and others, leading from Andover Street to River Street, in Ballard Vale, and appropriate a sum of money therefor.
Article 21st. - To see if the Town will accept and allow a way laid out by the Road Commissioners, on petition of

Joseph Kintz and others, leading from Chester Street to Tewksbury Street, in Ballard Vale, as an extension or con- tinuation of said Chester Street, and appropriate a sum of money therefor.
Article 22d. - To see if the Town will appropriate the sum of five thousand dollars ($5,000) for the extension of our present system of Water-pipes for fire purposes.
Article 23d. -- To see if the Town will vote to purchase Horses for use in the Fire and Street Departments, and appropriate a sum of money therefor.
Article 24th. - To see if the Town will pay Mrs. David Gray, upon her own petition, the sum of three hundred dollars ($300), on account of injuries received by a fall on. the sidewalk near her residence, in October last.
Article 25th. - To see if the Town will authorize a new Survey, and publish a Map of the Town, and appropriate a um of money therefor.
Article 26th. - To see if the Town will accept the pro- visions of Chapter 264 of the Acts of the year 1886, relating to Precinct Voting in Towns, on petition of Howell F. Wilson and other citizens of Ballard Vale.
Article 27th. - To see if the Town will grant and vote a sum of money to be expended in planting shade trees on the public squares and highways of the Town.
Article 28th. - To see what sum of money the Town will vote to raise by taxation to defray the necessary expenses the ensuing year.
Article 29th. - To transact any other business that may legally come before the meeting.
