While the personal property at the Almshouse is in as good condition as heretofore, we have thought it best to reduce the valuation of household furniture, clothing, farm- tools, etc., the values of such articles being less than in former years.


The increased expenditure in " Relief Outside " depart- ment was largely caused by the operation of the Indigent Soldier and Sailor Act of 1889.

The Town is now supporting eight persons in Lunatic Hospitals, at large expense. We have seriously considered the subject, and think it advisable to remove several of the mildly insane to the Almshouse, thereby saving considerable expense. This change will require a small expenditure to render secure the rooms to be occupied by them.


Only a small appropriation will be required for repairs the ensuing year.


The " tramp nuisance " is a varying quantity. 893 of these homeless wanderers were harbored at the House in 1885, 1157 in 1886, 1353 in 1887, 1076 in 1888, 1225 in 1889. Superintendent Allen is careful not to hold out to them extra inducements in the line of entertainment.

Report of the Chief Engineer


OP THE


Fire Department.


To THE BOARD OF SELECTMEN :


Gentlemen, - In compliance with the regulation of the Fire Department, I submit the following report.


The force of the Department consists of five engineers, twenty-two members of Andover Steamer, No. 1, and B. F. Smith, Hook and ladder truck, and sixtcen members of J. P. Bradlee Steamer No. 2.


The apparatus chusists of two third class steam fire engines, one hand engine, with hose carriages for each, one horse four-wheeled hose-carriage, one hook and ladder truck and one supply wagon.


In the Department there are forty-nine hundred feet of hose in good condition. The Fire alarm connecting the two engine houses is in good condition.


During the past year there have been five alarms of fire as follows :


Brush fire on town land, High St.


May 2. Brush fire on land of A. T. Clark, Ballard Vale.


June 19. Cornelius Moynihan's house, Main St.


Oct. 19. Tailor shop of P. J. Hannon, Main St.


Nov. 11. Brush fire, Ballard Vale.


· The waterworks have been turned over to the Water Com- missioners.


I recommend an appropriation of $2500 for the ensuing year.

I would suggest that the present system of Police be con- tinued. The night patrol has rendered efficient work during

the past year, and although, in the opinion of many, one man may not be sufficient for the protection of the property situated within the limits of the large amount of territory to be patrolled, yet, with the assistance of the Chief of Police, who is on duty till ten o'clock every night, and on special occasions as late as required, I think that the Town property is amply protected, and the strictest order preserved.


The illegal sale of liquor is decreasing every year, and will, in my opinion, be entirely stopped if the present system continues in force.

Report of Cemetery Committee.


The Cemetery Committee herewith submit their Annual Report, with the statement of the receipts and expenditures for the year ending Feb. 3d, 1890.


During the past year a portion of the wall has been pointed. The walks have been gravelled and a water-course made, and other needed improvements.


Eight burial lots have been sold.


The improvements needed for the ensuing year: The balance of the wall should be pointed. A portion of the lots laid out years ago need re-locating, as the stakes then put down have decayed and the bounds are obliterated, necessi- tating a new survey of that part of the premises, and more substantial bounds, and other improvements that may be found necessary to keep the premises in good order.


We therefore respectfully ask for the appropriation of $200, with the proceeds of such sales as may be made from the premises the ensuing year.

Eighteenth Annual Report


OF THE


Trustees of Memorial Hall.


For the third time in the history of Memorial Hall the name of John Byers, of New York, claims grateful recog- nition from the people of Andover. It was hardly to be expected that, after having done so much in his lifetime for the library, Mr. Byers would still further remember it in his bequests. But his large-hearted generosity moved him to do so; and by his will five thousand dollars ($5000) have been added to our permanent fund for the purchase of books.


The year has otherwise been uneventful. The Trustees would be very glad to abolish the old kerosene lights of the Reading-room, and introduce electricity. They have pro- cured estimates of the expense which such a change would involve, but with discouraging results as related to their present income. Some additional appropriation will prob- ably be necessary before this most desirable end can be attained.

One number of American Naturalist, four numbers of Golden Days, one number of Hall's Journal of Health, one number of Littell's Living Age, one number of Musical Visitor, one number of New England Homestead, and one number of Science have been taken from the Reading-room, and not returned.


One volume has been sent for by messenger.
