Town Warrant.
ESSEX, SS. To either of the Constables of the Town of Andover. GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Third day of March, 1890, at Nine o'clock, A.M., to act on the following Articles, namely :
Article 1st. - To choose a Moderator to preside at said meeting.
Article 2d. - Will the Town accept the provisions of sections 64, 65, 66, 67, 68 of Chapter 27 of the Public Stat- utes, relating to the choice of Selectmen and Assessors, and choose such officers in the manner thereby authorized, which will require the choice of one for one year, one for two years, and one for three years, at this meeting, unless the Town votes to elect more than three ?
Article 3d. - Will the Town vote to elect a Board of Assessors other than the Selectmen ?
Article 4th. - Will the Town increase the number of its School Committee to nine, in the manner authorized by law ?
Article 5th. - Will the Town require the School Com- mittee to appoint a Superintendent of Schools ?

Article 6th. - Will the Town accept the provisions of Sections 74, 75, 76, 77 of Chapter 27 of the Public Statutes, relating to Road Commissioners, and determine the compen- sation of such officers, if the Town shall elect them ?
Article 7th. - To choose Town Clerk, Treasurer, Collec- tor of Taxes, Selectmen, Assessors, Overseers of the Poor. a Board of Health, or a Health Officer, One member of the School Committee for three years and One member for one year, or Three members of the School Committee for one year, Two members for two years, and Three members for three years, One Trustee of Memorial Hall for seven years, Road Commissioners, Constables, Fence Viewers, Field Drivers, Surveyors of Lumber, Pound Keeper, Committee on Street Lighting, and one or more Auditors of Accounts.
Article 8th. - To take action on the following question : " Shall Licenses be granted for the Sale of Intoxicating Liquors in this Town ?"
Article 9th. - To determine the disposition of unex- pended appropriations.
Article 10th. - To determine what sums of money shall be appropriated for the following named Departments the ensuing year : Schools, School-houses, School Books and Supplies, Highways and Bridges, Removing Snow, Sidewalks, Shade Trees, Town Officers, Town House, Fire Department, Waterworks, Street Lighting, Printing and Stationery, Spring Grove Cemetery, Memorial Day, State Aid, Military Aid, Insurance, Hay Scales, State Tax, County Tax, Discount on Taxes, Abatement of Taxes, Interest on Notes and Funds, Almshouse Expenses, Relief out of Almshouse, Repairs on Almshouse, and Miscellaneous,

Article 11th. - To authorize the Treasurer to hire money for the use of the Town when necessary, upon the approval of the Selectmen.
Article 12th. - To determine the method of collecting the Taxes the ensuing year.
Article 13th .- To fix the pay of the Firemen for the ensuing year.
Article 14th. - To see if the Town will revise and accept the List of names for Jurors, prepared and posted by the Selectmen.
Article 15th. - To hear and act on the Reports of the Selectmen and other Town Officers.
Article 16th. - Will the Town amend Section 1 of Article 3d of the Town By-Laws, so as to read as follows ?
" The financial year shall begin with the Tuesday following the second Monday of January in each year, and end with the Monday preceding the second Tuesday of January in the next year."
Article 17th. - Will the Town authorize the issue of its bonds to the amount of ten thousand (10,000) dollars, (in addition to the amount of one hundred and fifty thousand (150,000) dollars already issued,) the proceeds to be used to defray the cost of introducing the system of Water Supply ; and determine the manner of issue, date of bonds, rate of interest, times of payment of interest and principal, and the manner of negotiating or selling such additional bonds ?
Article 18th. - To see if the Town will erect Water Fountains or Tanks for watering animals, having Tanks or Troughs connected therewith from which dogs may drink ; said fountains or tanks to be placed as follows :
In Elm Square, on the Hill, in Abbott Village, Frye Vil-

lage, West Centre Village, Ballard Vale, and in such other places as the Water Commissioners or Selectmen shall desig- nate and appropriate a sum of money therefor, on petition of John C. Crowninshield and others.
Article 19th. - Will the Town accept sections 20, 21, 22, 23, of Chapter 50 of the Public Statutes relating to sidewalk betterments ?
Article 20th. - Will the Town accept and allow a way laid out by the Selectmen from a point on Andover Street in Bal- lard Vale over the line of High Street, so called, to a point on said High Street near the Catholic Church ?
Article 21st. - Will the Town re-appropriate the sum of one thousand and twenty-eight dollars ($1028) for the Ex tension of Morton Street, [formerly Pike Street] as laid out by the Selectmen in February, 1887, and accepted by the Town March 7th, 1887 ?
Article 22d. - To see if the Town will build a Sidewalk on Punchard Avenue from Chestnut St. to Bartlett St., and appropriate a sum of money therefor, on petition of J. Warren Berry and others.
Article 23d. - To see if the Town will vote to build a Sidewalk, on the east side of Main Street, from the Town House to Chapel Street [or Avenue, so-called], or on such part of said line as may be necessary, and use the Ware Sidewalk Fund and its accrued interest therefor, together with such sum of money to be voted at this meeting, to be added thereto, to make an amount sufficient to construct the designated sidewalk, according to the conditions of the will of the late Albert P. Ware.
Article 24th. - To see if the Town will discontinue the old Town way between the Luke Worthley Place, so called, and the North Andover line.

Article 25th. - To see if the Town will discontinue that portion of the old Town-way lying on the northerly side of the road leading from Frye Village to the West Centre Village.
Article 26th .- To see if the Town will change the name of the street now known as " Woburn," to " Abbott " Strect.
Article 27th. - To see if the Town will change the name of the new street between Elm and Summer Streets, from " Washington Avenue," to " Cummings Street."
Article 28th. - To see if the Town will sell and convey to N. P. Dubord, a piece of land, about two acres, lying on the east side of the Boston and Maine Railroad, near the Cohen Place, so called.
Article 29th. - To determine the amount of money to be raised by taxation the ensuing year.
Article 30th. - To transact any other business that may legally come before the meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
