At the February meeting of the Trustees, a petition was presented by a committee of gentlemen representing the Gen. Wm. F. Bartlett Post, Grand Army of the Republic, asking that the use of the two upper stories of the Library building be granted them for the meetings of that Post, of the Women's Relief Corps, and of the Sons of Veterans. Careful deliberation upon the matter brought out the follow- ing points :


It was the well-understood purpose and expectation of the honored citizen who was the principal founder of the Memo- rial Hall that, while it should serve as a memorial of the patriotic soldiers of Andover, its practical use was to be that of a Library and Reading Room, and its construction was arranged in conformity to that purpose. The holding of the various meetings of the different Societies represented in the petition would certainly interfere for sixty or more evenings of the year with the necessary quiet of the Reading Room.


The means by which the lower room is ventilated in all but the winter months would be lost by the required change in the floor above.

The risk of fire and the rate of insurance against it would be materially increased.


The cost of the necessary alterations in the' bullding, in- cluding arrungements for heating and lighting the upper stories, would be large, involving an appropriation which it is impossible for the Trustees to make, and which it would be unjust to allow the Town or the Societies to make, consid- ering the limited time for which in any case the rooms would be available for the use of outside parties. For, most conclu- sive of all,


The steady, natural growth of the Library will certainly need in a comparatively short time the use of the upper sto- ries for the storage of books and periodicals. Besides this, room must shortly be provided for the Cornell Historical Collections, - a gift which it is hoped may lead to similar donations by other citizens.


For these reasons the Trustees, while expressing their most cordial sympathy with the objects and needs of the Societies named, and presuming that some more practical method of aiding them would be readily responded to by the commun- ity, decided by unanimous vote that they could not consist- ently grant their request.

Nineteen volumes, worn out and withdrawn, have been replaced with new ones.


One volume has been lost, but replaced voluntarily by the loser ; one other is missing, and one book has been sent for by mes- senger.


One number each of the Cosmopolitan, Cornhill Magazine, Boston Journal, Boston Post, Andover Townsman, and Lawrence American have been taken from the Reading-room, and not returned.


The following magazines have been mutilated, requiring new cop- ies : Harper's Monthly, Review of Reviews, and St. Nicholas.


The mutilation of magazines and papers is something no library can entirely guard against, and it is impossible to detect the perpetrator of the mischief.


No other library allows such free access to its costly books of refer- ence, and the generous list of periodicals, and among the many visitors there are always a few maliciously inclined.
