ESSEX, SS. To either of the Constables of the Town of Andover. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Fifth day of March, 1894, at Nine o'clock, A.M., to act on the following Articles, namely :


Article 1st. - To choose a Moderator to preside at said meeting.


Article 2d. - To choose Town Clerk, Treasurer, Collector of Taxes, One member of the Board of Selectmen, Assessors, and Overseers of the Poor for three years, One member of the School Committee for one year and Three for three years, One Water Commissioner for three years, One Trustee of the Memorial Hall for seven years, one or more Auditors of Accounts, Constables, Fence Viewers, Field Drivers, Sur- veyors of Lumber, a Pound Keeper, and any other officers the town may determine to choose.


Article 3d. - To take action on the following question : " Shall Licenses be granted for the Sale of Intoxicating Liquors in this Town ?"

Article 4th. - To determine the disposition of unex- pended appropriations.


Article 5th .- To determine what sums of money shall be appropriated for Schools, School-houses, School Books and Supplies, Highways and Bridges, Sidewalks, Removing Snow, Horses and Drivers, Town Officers, Town House, Hay Scales, Fire Department, Insurance, Street Lighting, Printing and Stationery, Spring Grove Cemetery, MemorialDay, State Aid, Military Aid, Waterworks, Interest on Bonds, Funds, and Notes, State Tax, County Tax, Discount on Taxes, Abate- ment of Taxes, Almshouse Expenses, Relief out of Alms- house, Repairs on Almshouse, and other town charges and expenses.


Article 6th. - To hear the report of the Sewerage Com- missioners and act thereon.


Article 7th. - To see what sum of money the town will appropriate for the construction of a system of sewerage, on a petition of the Sewerage Commissioners.


Article 8th. - To see if the Town will adopt the Austra- lian Ballot for use in the election of Town Officers on petition of John N. Cole and others.


Article 9th. - To see if the Town will appropriate two hundred and ninety-eight dollars and fifty-six cents ($298.56) the unexpended balance from last year, to complete Morton Street extension as per plans of Engineer Hale.


Article 10th. - To see if the Town will appropriate the sum of nine hundred dollars ($900) to settle unpaid bills against Abbott Village school-house.

Articl 11th. - To determine the method of collecting the Taxes the ensuing year.


Article 12th. - To fix the pay of the Firemen for the ensuing year.


Article 13th. - To see if the Town will revise and accept the List of names for Jurors, prepared and posted by the Selectmen.


Article 14th. - To hear and act on the Reports of the Selectmen and other Town Officers.


Article 15th. - To see if the Town will appropriate the sum of one hundred and fifty dollars ($150) to reimburse Silas Buck for a horse, killed in the service of the Fire De- partment, on petition of Charles Greene and others.


Article 16th. - To see if the Town will appropriate the sum of twelve hundred dollars ($1200) for a system of Fire Alarm, on petition of the Engineers of the Fire Department.


Article 17th. - To see if the Town will vote to sell one of the Steam Fire Engines on petition of Lewis T. Hardy and others.


Article 18th. - To see if the Town will appropriate a sum of money to purchase a Hose Carriage for Ballard Vale, on petition of Chief Engineer.


Article 19th. - To see if the Town will take some action in regard to a proper observance of the Two Hundred and Fiftieth Anniversay of the incorporation of Andover as a town, which will occur in May, 1896.


Article 20th. - To see if the Town will vote to discon- tinue the Holt District School and appropriate a sum of

money to transfer the scholars to the Centre schools on peti- tion of the School Committee.


Article 21st. - To see if the Town will vote to petition the State Highway Commission to have the Turnpike, which leads from the Lawrence line to North Reading line, laid out as a State Highway at the expense of the Commonwealth, with the understanding that the Town retain control of the same, according to Chapter 476, Acts of 1893.


Article 22nd. - To authorize the Treasurer to hire money for the use of the Town when necessary, upon the approval of the Selectmen.


Article 23rd. - To determine the amount of money to be raised by taxation the ensuing year.


Article 24th. - To transact any other business that may legally come before the meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.

Your Board of Water Commissioners herewith submit their fifth annual report, exhibiting the result of the operations of your Water system for the year ending January 10, 1894 :

There has been laid during the year 5,975 feet of street line, all 6-inch.


The receipts from all the extensions made are sufficient to conform to the vote passed by the Town in March, 1892.


The distributing system now consists of 23 1-2 miles of street line, 178 Hydrants, 6 Drinking Fountains, 2 Watering Troughs, 4 stand pipes for street sprinkling, 207 gates, and 626 service pipes.


The much needed building for a work-shop and for storage purposes has been erected on land belonging to the Town on Park Street. One room in this building is occupied by the Superintendent of Streets for storage of tools, etc., belonging to his department.

A two-story dwelling for the engineer has also been erected on land belonging to the Town on the Pumping Station lot, and near that building. As the engineer is so near at all times we feel somewhat relieved in our fears from fire at the station, where, above all others of our public buildings, the loss would be most severely felt.


We have also purchased a suitable team for moving small pipe, tools, etc., and for the general use of the Superintend- ent.
