Your Committee therefore has felt it their duty to call upon every citizen, in the name of the town, to assist in this celebration ; and they have called upon a few out of the very many who are competent for such leadership, by name and by appointment, to represent and organize and direct the activitity of our great "com- mittee of the whole," to which every one of our more than six thousand citizens belongs.


Finally, in order to meet the expenses of the celebration, your Committee recommends that the town avail itself of the provisions of the general statute relating to centennial celebrations by towns and cities in this Commonwealth. Under this statute a town may appropriate a sum not exceeding one-tenth of one per cent. of its taxable valuation. As your Committee is informed by the Select- men our valuation is about $4,500,000, and a tenth of one per cent. would give an appropriation of $4,500 for our Quarter-Millenial, a sum judiciously expended would meet the requirements of a dignified and comprehensive celebration, while not large enough to warrant any ostentation.


Your Committee accordingly recommends an appropriation not exceeding one-tenth of one per cent. of the taxable valuation, to be expended under the direction of the Finance Committee.

The meeting opened at 8 o'clock p.m.


Voted, To take Article 8 from the table.


Voted, To proceed to vote for Highway Surveyor.


Voted, At 8.50 p.m. it was voted to close the polls. Voted, To take up Article 26.


Voted, That street leading from Village Street to Lowell Street, past the house of George Buchan, be named " Lincoln Street."


Voted, That so much of Punchard Avenue from Elm Street to Bartlet Street, by the Punchard School grounds, be called " Whittier Street." The vote stood 81 yes, 10 no.


Voted, That the portion of Punchard Avenue from the end of that portion now changed to Whittier Street, to the original Punchard Avenue, be called " Bartlet Street."


The motion to pay Highway Surveyor three dollars per day, and one dollar per day additional for use of horse, was lost.


Voted, That Highway Surveyor be paid one thousand dollars per year, with nothing additional for use of horse.


Voted, That all employés of the town be paid by treasurer's check, instead of cash.


The result of the vote for Highway Surveyor was as follows :

ESSEX SS : To either of the Constables of the Town of Andover. GREETNG :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble in the Town House, in said Andover, on Monday, the twenty-first day of December, 1896, at seven thirty o'clock, P. M., to act on the following articles, namely :


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To see if the Town will instruct and empower the Spring Grove Cemetery Committee to sell and convey the standing wood and timber on land connected with said cemetery, on a petition of William S. Jenkins and others.


Hereof fail not and make due return of this Warrant, with your doings thereon to the Town Clerk at the time and place of meeting.


Given under our hands at Andover this Eleventh day of December in the year one thousand eight hundred and ninety-six.

REPORT OF THE HIGHWAY SURVEYOR.


To the Selectmen of the Town of Andover :


GENTLEMEN : I herewith submit the following report of Highways and Bridges for the year ending January 15th, 1897.


On assuming the duties of Highway Surveyor in March, I found the roads in a rather bad condition, owing largely to the heavy rains in February. Several culverts were badly washed, and the expense necessary to repair them was quite large.


The first work was on the culvert on Morton Street east of Bartlet which was washed out by the heavy rainfalls in Feb- ruary. The walks on both sides of the culvert had to be re- laid for about twenty (20) feet ; and twenty feet of the new culvert on Morton Street extension had to be relaid, and a new cover put in.


About half the culvert across the street near the land of the late Hartwell B. Abbott had to be relaid, and repairs were made on the culvert near the old Ames place in West Andover, and on the one on Summer Street.

New sidewalks have been built on Summer Street from the house of Mrs. Burns to G. E. Morse's. On Maple Av- enue from Alex. Lamont's to James Grosvenor's, and along Murray's land in Frye Village. Concrete walks have been laid from Morton to junction of Main and School Streets, on Main. On Bartlet Street from Park Street to Punchard Av- enue. The walk in front of St. Augustine's Church was low- ered and relaid. A new crossing was laid on Main Street at Locke Street and the walk on Essex Street near the station has been repaired.


Concrete gutters have been laid on both sides of Main Street from Chapel Avenue to Morton Street, with new man- hole and grate, and on Pearson Street a gutter about two hundred feet long has been laid.


The electric car track was raised from Morton Street to Chapel Avenue. This required a great amount of grading, and the street on both sides of the track has been macad- amized for about two thousand (2000) feet in length and fifteen feet in width.


The east side of Main Street from the Town House cross- ing to the crossing in front of Valpey's market has been mac- adamized, and a paved gutter laid in front of J. W. Bar- nard's building. About one thousand feet of macadam road has been made on Elm Street from near C. O. Cummings's to S. B. Locke's. This road is eighteen feet wide. Main Street has been macadamized from Harding Street, five hundred feet south and south from Railroad Bridge three hundred feet.


The road scraper has been used with the usual good re- sults. Roads and sidewalks have been gravelled where most needed and as far as the appropriation would allow. Abbott Street from School to Phillips has been gravelled and general repairs made, and also the road near Spring Grove Cemetery.


The road from Spring Grove Cemetery to J. B. Withum's has been graded a large part of the way, and the bushes cut. The Job Abbott hill was badly washed and required grading its entire length. The worst places on the Turnpike from

near the Reading line to Seminary Hill have been gravelled. The Poor Farm road has been gravelled a great part of the way, and three hundred feet of Tellford road built.


Considering the many miles of road to be kept in repair, and the many bridges which need attention, the appropriation of $3000 is very small.


The bridge in Frye Village and Chandler's bridge near Wilmington line need extensive repairs which it was im- possible to do this year because of lack of funds.
