REPORT.


To the Citizens of Andover :


Your Board of Water Commissioners herewith submit their eighth annual report for the year ending January 12th, 1897 :


Forty-six new services have been added this year, making a total to date of 752.


Received for water rates, $9052.39, and the cost of main- tenance $4643.63, leaving a net income of $4408.76.


It should, however, be understood that this includes ad- vance meter rates to July 1st, instead of April 1st, the new regulations having taken effect, and all rates are now payable semi-annually. The bonded indebtedness is now $160,000, the different sinking funds amounting to $4845.50, leaving the net debt $155,154.50, the interest is $6206.18, the net income $4408.76, this leaves an excess of interest of $1,797 .- 42 which practically represents the cost to the town for water furnished for the public buildings, street sprinkling, drink- ing fountains, hydrants and other public uses.


The new pumping engine was completed and given the final test about the 1st of March ; the result was entirely satisfactory in every respect, and with the guarantee from the builders was accepted and paid for. It has been in use most of the time since, and has fully demonstrated its ability to do all the pumping that will be required for some time, what- ever may be the increase in consumption. Less coal is used to pump the same quantity of water than with the old one, and as this is equipped with fly wheel and Corliss valve gear, it easily adjusts itself to variable pressure and does not re- quire the close attention that the other did, consequently the

extra services of a fireman are dispensed with. The old en- gine has been thoroughly overhauled and put in proper shape and with several day's trial after, worked as well as when new. These repairs as well as the connections and ex- tra piping required for the new one were all done by Supt. Smith or under his personal supervision.


A new hard wood floor was laid in the engine room and a few minor repairs made to the building. The pumping sta- tion is now well equipped, having two engines and two boil- ers there is but little to fear of anything arising that would seriously affect the supply from this source. The plant is now in care of Mr. G. W. Spickler who has been the regular engineer for several years and seems to be well qualified for that position and is interested in the general welfare and care of this very important part of the system.


The grounds about the station are in fair condition, the heavy teaming in the Spring did not improve the driveway very much but the banks and walks are in much better shape than formerly. The lot adjoining these grounds on the west between the highway and shore, extending nearly forty-five rods was purchased this year of the Hardy Brothers. As the town now controls nearly all the southern shore, with the two islands taken last year, it is not apprehended that much more trouble will arise from undesirable campers in this locality, and it would be very desirable if the town controlled all the shores of the Pond, then this annoyance could, in a measure, be averted and the purity of the water would not be jeop- ardized, at least from this source.


Such a radical change was made in the grade of the State highway north of Mr. Poor's shop that it was deemed advis- able to raise and re-locate the line of pipe in this vicinity so that it might be reached with less difficulty should it become necessary. This involved an outlay of $500, which is in- cluded in the maintenance expenses.


It has already been demonstrated by the experience of a large percentage of water systems in New England, that the only proper and just way to equalize water rates, when more

than one faucet is used on the same premises, is to measure the water used. We have, therefore, adopted new regulations and water rates which conform very closely to those in use in a majority of the towns in this State, and no doubt will meet your approval.


We recommend that there be appropriated $4,400.00 for maintenance and $675.00 for the different Sinking Funds.

SUPERINTENDENT'S REPORT.


To the Board of Water Commissioners :


I herewith submit my report for the year ending January 12, 1897.


During the year 555 feet of 6 inch pipe has been laid in public ways and 1-6 inch gate and 2 hydrants set 18 feet of 6 inch, 4 feet of 4 inch laid and 1-6 inch check valve, 1-4 inch valve and 1 hydrant set on private fire pipe. Viz :


Highland Road from Catherine Nolan's to Hugh Cunning- ham's, 243 feet 6 inch pipe and one hydrant.


Cuba Street from John Henderson's to new street on land of P. D. Smith, 107 feet of 6 inch pipe.


New street from Cuba Street, 157 feet of 6 inch pipe, 1-6 inch gate and 1 hydrant.


New street on land of Hardy & Colé, 48 feet of 6 inch pipe.


Moses T. Stevens & Sons, fire pipe, 18 feet of 6 inch, 4 feet of 4 inch pipe, 1-6 inch check valve, 1-4 inch valve and 1 hy- drant.


Total number of public hydrants in service, 184.


There is on hand 360 feet of 6 inch pipe, enough for re- pairs during the coming year but not enough to make any extensions.
