HIGHWAY SURVEYOR'S REPORT.


To the Board of Selectmen:


I have the honor to submit the following report.


Work in the spring was begun by cutting trees and bushes on Woburn Street from Phillips Street to Spring Grove Cem- etery, and a much needed sidewalk was built on one side the street with about four hundred (400) feet of fence along the north side.


Scraped the street and gravelled most of it from Phillips Street to the Cemetery, and rebuilt part of the culvert and retaining wall on Woburn Street.


The sidewalk on Phillips Street from Abbot Street to Mr. Chapin's was gravelled. Washington Avenue was gravelled and also most of the sidewalk on the avenue.


The road-scraper was used on Highland Street from Salem Street to North Andover line, and on Porter Street from Salem Street to Main, and part of the street was regravelled.


Salem Street was scraped from Highland Road to house of Perley Woodbridge. " The Prospect Hill road from Salem Street to Miss Sawyer's and the road from C. C. Blunt's, Salem Street, to Highland Road were each improved by scraping. From John B. Jenkins' to the Reading line the road was scraped and about one half was regravelled.


About a half a mile of road from Salem Street past Mr. Geo. D. Millett's was scraped and repaired, and the road from near Mr. H. Carter's on Main Street, to the Wilmington road was scraped, and also the road from Lowell Street near Geo. Buchan's to past Joshua H. Chandler's, and from the West Parish Church to Frye Village.

The scraper was used on the River Road from the Law- rence line to the Fish Brook, and from Gerry Hardy's to C. I. Hood's and all of the large stones removed by digging and blasting. Two culverts relaid on the River Road, and the greater part of the Road from the Lawrence line to the house of John Maddox was regravelled ; the sides of the road were cleared and the bushes cut.


Concrete sidewalks have been laid as follows :


From corner of High Street to Maple Avenue on Elm St .; on Morton Street from Main Street to land of Trustees ; on School St. from Central St. to B. & M. R. R. station ; and in Ballardvale from F. G. Haynes' store to B. & M. R. R. and a short piece on Marland Street.


The roadway on School Street near George Piddington's has been so narrow that two teams could not pass without danger. As there was a lot of stone from the Sewer, I thought it would be well to use them in building a wall on the south side of the street, and to put in a sidewalk on the line where it should be,


The wall was built, taking about two hundred and fifty (250) perch of stone, but there was not time to build the sidewalk or to change the road-bed before the ground froze.


The bridge at Marland Village was replanked this year.


Essex St. has been improved by 450 feet of Macadam, and Central Street by 480 feet .· On Summer St., we macadam- ized 225 feet, on Bartlet St. 640 feet, 1400 feet on Elm St., and had to rebuild one half the road made last year, from Morton St. to Town Hall on Main St., on account of the sewerage piping and the raising of the electric car track.


A great deal of extra work has been made necessary this year, in the center of the Town, by the sewer system. but hereafter these streets will probably be in better condition on account of the under-drainage.


There are about 600 loads of stone on hand for the crusher, gathered from the streets where the sewer was put in.

There will probably have to be a large amount of labor this spring on the streets where the sewer was put in, on ac- count of the settling of the ground.


There is a loud call from all parts of the town for better roads and I would recommend that a larger appropriation of money be made this year, to meet the increasing demands.


One hundred and forty-five miles of road with bridges, culverts, sidewalks and gutters is a good deal to be cared for properly with the present appropriations.


[ would recommend that the town raise $4,000.00 for macadam roads, $4,000.00 for highways and bridges and $1500.00 for sidewalks ; $500.00 to be spent under the bet- terment act.
