HIGHWAY SURVEYOR'S REPORT
To the Selectmen of the Town of Andover-
GENTLEMEN: I herewith present my report on Highways and Bridges.
During the months of January and February, when the town teams were not wanted to sand sidewalks, they filled up the hollow in front of the Robinson place, Union street, Frye Village. This was a dangerous place and required 648 loads of sand which we purchased of Charles Davis for five cents a load.
In March we graveled School street from Main street near- ly to Abbott street. Andover street leading from Ballard- vale was repaired. Opposite the Torr residence on Central street the hill was re-surfaced. The hollow on Woburn street was filled.
More or less repairs have been made on every street in town. The road machine has been run 44 days repairing over a mile a day. This work was done in Osgood, Bailey, Abbott, Scotland, Cape and North districts. The gutters had their usual spring cleaning. This refuse was put on the Richardson field.
The following streets have been macadamized : Union street, Frye Village, had 332 feet near the Robinson place. We laid 1402 feet from the river bridge on Main street to the Railroad bridge. This completes the macadam road on both Main street and Union street from the Railroad birdge to the Lawrence line. The approach to the Railroad bridge was paid for by the Boston & Maine R. R., price $250. This amount has been received by the town treasurer.
Two hundred feet have been macadamized on Central street beginning at Shawsheen bridge and passing under the rail- road bridge near Hartwell Abbott's, and extending both right and left.

Thirty-two hundred feet of macadam have been placed on the river road beginning at the foot of the hill near the fish brook, where we left off in 1895 and going west toward Lowell.
By vote of the town, the repairs on Chester street in Bal- lardvale were entrusted to my care. I cut down the hill, put in 175 feet of macadam, lowered the sidewalks and con- creted the gutters. As far as I can learn, every owner of a team is satisfied with this work. This makes 5309 feet of macadam put in last year.
New gravel sidewalks have been built on the following streets : Summer, 671 feet, Main, 400 feet, Salem, 220 feet, Tewksbury, Ballardvale, 720 feet, Andover street, Ballard- vale, 644 feet, making a little over a half mile.
The following sidewalks have been concreted: We began at William Wood's and laid 3422 feet towards town, con- necting with that at Sweeney's corner at Pearson street, thus giving the citizens from Frye village a continuous walk to the Square. We concreted a sidewalk on Salem street, and laid 250 feet on Tewksbury street, Ballardvale, near Bancroft Haynes'. 400 feet of sidewalk were concreted on Phillips street, near Amos Blanchard's. A concrete cross- ing ten feet wide has been laid from Memorial Hall to the Post Office. Another crossing from the Musgrove building crosses Elm street to High street, and one was laid on School street across Morton street. The concrete gutters on Pearson, Main and Essex streets have been re- paired.
The bridge near Hartwell Abbott's required new planking. When we got the plank up, we found the timbers so badly decayed, we were obliged to put in new ones. This we had made no calculation for in the appropriation and the ex- pense was $411.
The retaining wall on the river road known as Deer Jump, fell down. The expense of repairing would nearly re-build it. The road here was very narrow making it a dangerous

place. I consulted Mr. Boutwell and we decided that now was the time to make the road the proper width. We built a new wall 84 feet long, 4 feet thick, 40 feet of which was 16 1-2 feet deep. When filled in and finished the expense was a little over $500.
The culvert at Frye village carrying the overflow from Hussey's Pond fell in at both ends. This had to be relaid and made longer. This cost $170. Both of these pieces of work were. unexpected and also expensive.
The bridge at Stevens' Mills was covered with two inch plank. New planking was put on the River street bridge in Ballardvale. Five culverts have been laid over on the Syl- vester Lovejoy road near Haggetts Pond. Two catch basins were put in, one near the Musgrove building and one on High street. The people owning land on the west side of the culvert on School street have lowered the brook. This does away with the stagnant water at this place.
We put up and painted 850 feet of railing near Deer Jump. New rails have been put up near Sweeney's house on Main street, on Cogswell's hill, beside the brook near Mr. Baker's, and on the bank wall on Railroad street west of Mr. Pratt's.
The Hokey Pokey cart has been used between the Tyer Rubber Shop and the top of the hill on Main street, and its driver has kept Main street and its crossings clean. The streets in Ballardvale have been kept in excellent condition by Mr. Haggerty, with the pair of town horses kept there.
I built 3600 ft. of State Highway on the turn pike, begin- ning where we left off last year, and coming towards town as far as John Abbott's corner, doing this at the request of the selectmen.

Right here, gentlemen, perhaps it will not be out of place to say a word about the grade. For the last ten years at town meeting a certain citizen has made a statement some- thing like this,-that the Highway Surveyors or those in charge of the streets have paid no attention to grade, bench marks, or the like, and have gone on burying the streets in gravel. I beg leave to differ from him in regard to this.
During my term of office, I have built two miles and a half of road for the State on Main Street, which certainly has been built to grade. I have also built several thousand feet on the same street graded exactly in the same manner as the State road.
Park street, from Punchard avenue to Bartlett street, was built to grade stakes driven by an engineer, as was Locke street, from School to Main street.
Morton street extension was built according to a plan drawn by R. A. Hale, as was also Railroad street. When we were building Railroad street, an objection was made by one member of the board of road commissioners. I got Mr. Hale to come over and after inspecting the work, he spoke to the board of selectmen (of whom Mr. Boutwell is the only surviving member) with these words, "Gentlemen, your com- missioners have given you a better road than the plan called for."

Chester street in Ballardvale was built to grade, and lastly Avon street was laid out by an engineer. When the sub- grade was finished, the engineer said it was the best sub- grade he had ever seen. I merely say this to show that wherever I have done any permanent work, I have tried to do it for the best interests of the town.
In regard to graveled roads, I put on just as little as pos- sible to crown the street and make the water flow into the gutters. When we consider that the gravel is always wear- ing out, and being pushed by the wheels and rain into the gutters, and that in just the one season of 1899 we took out over a thousand loads of this from the gutters, I fail to see where the town can lay out $29,000, as stated by this citizen a short time since, to put the graveled roads into the condi- tion called for by grade plans.
